Latest News on the February 14 Mudslide

Sausalito Boulevard
Sausalito Boulevard is expected to reopen to through traffic on Monday, April 1
Below is the latest news related to the mudslide that occurred in the area of Sausalito Boulevard and Crescent Avenue on February 14, 2019:
  • Engineers from the City of Sausalito and Miller Pacific Engineering have reviewed conditions at Sausalito Boulevard and concluded that it is safe to reopen the road to through traffic. Barriers are scheduled to be removed by 5:00 p.m. on Monday, April 1. The road has been closed between 402 and 428 Sausalito Boulevard since the mudslide.
  • The Department of Public Works is in the process of reviewing proposals from consulting firms to supervise the cleanup of the debris pile and debris field created by the mudslide. Once a consulting firm has been secured, the City will have a better idea when debris removal can begin. Updates on the timetable will be published in future editions of Sausalito Currents and on the City website.
  • The City Council extended the City's emergency declaration for another 30 days at its meeting on March 26. State law requires that the Council review the need for continuing the local emergency at least once every 30 days. The California and Marin County Offices of Emergency Services (Marin OES and Cal OES) recommend the declaration of local emergency remain in effect until all necessary cleanup activity resulting from the emergency has been completed.
  • Property owners and renters who suffered damages in the mudslide may be eligible for low-interest disaster assistance loans from the Small Business Administration (SBA). In question is whether the disaster declared by SBA will cover damages suffered in winter storms that took place in California before February 25, 2019. Marin OES is working with the State of California to confirm eligibility for Marin residents whose properties were damaged prior to February 25. In the meantime, the agency is conducting an assessment survey to gather storm damage information from affected residents in order to gauge the level of assistance needed for Marin County. Keep an eye on Sausalito Currents and the City website for updates on eligibility. The deadline to apply will be May 20, 2019. More information on the loans is available from Cal OES.

City Council Receives Update on Mobile Showers Pilot Program

At the City Council meeting on Tuesday, March 26, Lieutenant Bill Fraass of the Sausalito Police Department presented an update on a six-month pilot program that is currently underway to provide mobile shower service in Sausalito. The program began in December 2018 and currently offers showers on two mornings per week at Marinship Park. Services are provided by Downtown Streets Team, whose staff also provides shower users with information about housing and employment services and other forms of assistance.

Highlights from the update by Lieutenant Fraass:
  • 187 showers were provided between December 2018 and February 2019, including 98 during the month of February
  • The shower service does not appear to be attracting individuals from outside of the immediate area; shower users are from Sausalito, and are living outdoors, on boats, or in vehicles
  • To date, there have been no police calls for service related to the pilot program
  • Downtown Streets Team has hired a case manager to help shower users get additional services
At the conclusion of the presentation, the City Council unanimously approved a motion to continue the six-month pilot program, which will come to an end in June 2019. The Council plans to consider the issue again within the next three months. Options will include extending the pilot program, establishing the program on a more permanent basis, or terminating the program.

Council Ratifies Wildfire Ordinance

The City Council during its meeting on March 26
The City Council ratified a wildland urban interface (WUI) ordinance at its meeting on Tuesday, March 26. As reported in last week's edition of Sausalito Currents, the goal of the new ordinance is to limit the amount of fuel available to a wildfire and thus limit its likelihood to spread.

At the meeting, representatives from the Southern Marin Fire District, including Fire Chief Chris Tubbs, emphasized that the district will focus on collaboration with property owners to improve the defensible space around their homes, rather than on enforcement. Collaboration will include community education, "chipper days" to help residents clear brush and branches, and the opportunity for homeowners and neighborhood groups to request fire assessments from district staff.

Because Sausalito's geography may present challenges that are different from those of other communities in Southern Marin, in ratifying the ordinance the Council directed City staff to work with the fire district to devise an implementation plan specific to Sausalito residents.

A Visit with Don Beers

Don Beers

Don Beers lives with his wife, Gerry, in the house he was born in on Lower Crescent Avenue, which his parents bought in 1928. His parents had moved to Sausalito in 1926, making the trip across the country in a Model T Ford. In the early 1930's, they split the property into three separate living units.

Don met Gerry when he was attending the University of California at Berkeley. They married in 1960. After living in Oakland for a few years, Don and Gerry began looking for a ranch-style house in Marin to raise their kids. As an alternative, Don suggested, "Why don't we move into the upper unit of my parents' home?" They have been there ever since.

"Sausalito was a completely different town in the 60's," says Don. "The waterfront attracted all sorts of different people. There were artists here but also families moving into homes around the hills of Sausalito."

For his professional career, Don worked as a mechanical engineer for Chevron. In 1970, he left Chevron's Richmond refinery for a job at the corporate headquarters in San Francisco.

To get to work in San Francisco, Don commuted by ferry. In fact, he was one of the first riders when ferry service from Sausalito to San Francisco started up again in 1970. He rode the ferry every workday for 22 years, always outside on the upper deck with a group of friends.

Don has served on the board of directors of the Sausalito Marin City Sanitary District for thirty years. He was recruited by Ray Gergus, and felt service was something that was both necessary and interesting. Don says, "Right now, the big ticket is funding and upgrading the treatment plant."

These days, Don keeps himself busy tinkering with the house and working on projects for the sanitary district. He and Gerry also volunteer every Tuesday afternoon at the Sausalito Library.

Parks and Recreation Seeks Special Event Staff

Jazz and Blues by the Bay

The Parks and Recreation Department is looking for people to join its team of special event employees. Special event staff are responsible for setup, management, and teardown of City of Sausalito special events. The hourly rate starts at $12. The position is seasonal and part time, and does not include benefits. 

Most of the shifts will be for the Jazz and Blues by the Bay summer concert series. Shifts are every Friday, May 31 to August 23, from 3:30 to 9:00 p.m. You'll also need to be available on the 4th of July to help with the festivities.

This is primarily seasonal work, but if you are local and have availability throughout the year, there will be other work opportunities. For more information, please call (415) 289-4152 or come to the Parks and Recreation office on the lower level of City Hall at 420 Litho Street.

Council adopted Resolution No. 5781 ratifying the adoption of the Southern Marin Fire Protection District Ordinance 2011/11-20 Wildland Urban Interface Code.  Council adopted Resolution No. 5779 continuing the declaration of a local emergency related to storm activity and landslides. Updates from Boards and Commissions

Planning Commission. The role of the Planning Commission is to review applications for design review and land use entitlements, as set forth in planning and zoning laws of the City and the state, and perform other such duties as specified in the Sausalito Municipal Code.

Previous meeting. The following actions were taken at the meeting of the Planning Commission on March 13:
  • Conducted a public hearing to consider the appeal of a Community Development Department determination of the front property line at Lot 5 of Wolfback Estates (99 Wolfback Ridge Road). This item was continued to April 3, 2019.

Upcoming meeting. There will be a regular meeting of the Planning Commission in the Council Chambers of City Hall at 6:30 p.m. on Wednesday, April 3. The following items are on the agenda:
  • An appeal of a Community Development Department determination of the front property line at Lot 5 of Wolfback Estates, also known as 99 Wolfback Ridge Road (continued from March 13)
  • A retroactive design review permit for the expansion of a second floor deck at 27 Central Avenue (continued from February 26)
  • A tree removal permit to remove one giant yucca tree (Yucca gigantea) at 26 Atwood Avenue
  • A design review permit for a 1,517-square-foot addition to an existing non-conforming triplex, the conversion of a non-conforming triplex into a duplex, a tree removal permit, and a lot merger at 28 Lower Crescent Avenue

News from City Departments

Southern Marin Fire. On the afternoon of Thursday, March 28, fire units responded to the area of 106 West Street for a gas main break caused by construction crews. West and Valley streets were temporarily closed between 4th Street and Main Street until PG&E could secure the gas line.

Community Development. At its meeting on March 26, the City Council appointed Melissa Blaustein to the open seat on the 13-member General Plan Advisory Committee. Melissa was one of 18 applicants. At a future meeting, the Council is expected to consider expanding committee membership.

Administration. Wildfire prevention and emergency preparedness are countywide priorities. Sausalito residents are invited to a special Marin Wildfire Forum on Saturday, May 4 to learn what they can do to protect their homes and what we can do together to make Marin as wildfire-safe and emergency-ready as possible. The event will be held from 10:00 a.m. to noon at the Embassy Suites, 101 McInnis Parkway in San Rafael.

Parks and Recreation. Seller booths for the spring City Wide Yard Sale on April 27 are now on sale to Sausalito residents. Outdoor classes for five age groups between the ages of 1 and 7 will be held on Saturday mornings at Marinship Park from April 13 to June 15. Things Happening in Our Community

Enid Foster: Sausalito's Greatest Forgotten Artist. In 1958, new Sausalito residents Allan and Carol Hayes met Enid Foster when they bought one of her paintings. As their friendship developed, Enid introduced Allan and Carol to the thriving Sausalito art colony that revolved around her. Enid had been an internationally respected artist before 1920, but the critics, curators, and gallery owners of the 1960s saw her only as the town character, an amusing eccentric who made irrelevant art. Today, that "irrelevant art" dazzles us with its vitality, freshness, and originality. This special presentation by Allan Hayes will be held inside the Sausalito Library at 7:30 p.m. on Friday, March 29. The program will be followed by an opening reception for a show of works by Enid Foster in the exhibit room of the Sausalito Historical Society. Allan and Carol's new book about Enid Foster will be available for purchase. Carol passed suddenly in 2018, but Allan still lives in the home that Enid often visited.

Rotary Club Annual Gala. Each year, the Rotary Club of Sausalito dedicates its annual gala to a local nonprofit. This year's beneficiary is Sausalito Sister Cities in appreciation of its efforts to build international relationships and provide residents and local children with the opportunity to experience diverse cultures. The 2019 gala will be held on Saturday, March 30 at the Spinnaker Restaurant. The theme is "Global Groove." The event begins at 5:30 p.m. and includes cocktails, dinner, a live auction, and a raffle. Tickets are $150 per person and will be on sale through March 29. Proceeds from the event will also benefit Rotary Senior Housing and the Rotary Educational Trust.

Japan Summer Exchange Program. Sausalito's Sister City Program with Sakaide, Japan, is recruiting Marin County high school students ages 15-17 to participate in a delegation traveling to Sakaide this summer for a 10-day cultural exchange program. The program includes a two-day visit to Kyoto before returning home (departing July 26 and returning August 7). Students will be hosted by the City of Sakaide, stay with Japanese host families, and experience a wide range of cultural, educational, and lifestyle experiences. An application and program materials are available on the website of Sausalito Sister Cities. Applications are due no later than Sunday, March 31.

Bill Broder. The Sausalito Library invites you to join us for readings from two new books by author and longtime Sausalito resident Bill Broder. This special program will be held on Thursday, April 4 at 7:00 p.m. in the City Hall Council Chambers. In What Do We Do With Our Dead? A Meditation, an aged storyteller attempts to retrieve his beloved wife after her accidental fall and her journey through the dark corridors of American medical bureaucracy that led to her death. A Man of No Rank: The Memoir of a Storyteller is the chronicle of one man's progress out of his family's story, through various accidents of life to the meeting of a good woman who helped lead him to storytelling.

Shipwrecks of Marin. Marin County is a graveyard of ships. Its steep and rock-bound shores, treacherous currents, and frequent fogs have been the doom of hundreds of ships in the past four hundred years. Local historian Brian K. Crawford has done extensive research fleshing out the details of famous wrecks from contemporary accounts. If you love ships and the sea and tales of danger and adventure, or if you just want to know more about the many wrecks that dot our coast, you will enjoy this illustrated presentation on Friday, April 5 at 7:30 p.m. inside the Sausalito Library.

Beauty and the Beast: California Wildflowers and Climate Change. Award-winning photographers Rob Badger and Nita Winter have spent 20 years capturing California's vanishing wildflowers. A new exhibition of their work at the Bay Model Visitor Center features Marin landscapes and those of other regions of California. The exhibit runs from April 2 to June 1, and an opening reception will be held on Saturday, April 6 from 1:00 to 3:00 p.m. The exhibit is sponsored by the Marin chapter of the California Native Plant Society, with support from the Buck Family Fund and the Marin Municipal Water District. The Bay Model is located at 2100 Bridgeway in the Marinship district.

Artist Reception. Join us at the Sausalito Library on Sunday, April 7 from 5:00 to 7:00 p.m. for a reception celebrating a new exhibit created by artist Bret Arenson. Entitled Forest Fog (Afterglow In The Elements), the work represents an atomized look at what could be the fibrous tissues of solid living structures. It displays mesmerizing layers of complexity which make up all living things and honors the silent giants that make up our local landscape. This work is done in a process best described as Ecstatic Automatism.

Scott and Zelda: The Beautiful Fools. Join playwright Lance Belville and actress Adrienne Krug in the Edgewater Room of City Hall at 7:00 p.m. on Tuesday, April 9 for a preview of the Ross Valley Players' upcoming production of Lance's new play, Scott & Zelda: The Beautiful Fools. Lance will discuss the research that went into the play and share his reflections on The Great Gatsby and Fitzgerald's Jazz Age novels. You'll also meet the characters with whom Scott partied to greatness, from Ernest Hemingway to Groucho Marx. Scott & Zelda: The Beautiful Fools will be performed from April 12 to 28 at the Barn Theater at the Marin Art and Garden Center.

How I Learned to Drive. At 7:30 p.m. on Wednesday, April 10, the Sausalito Players will present How I Learned to Drive at the Sausalito Woman's Club, 120 Central Avenue. Admission is free and open to the public. How I Learned to Drive was written by Paula Vogel. A powerful story of love, loss of innocence, and the shameful secrets of a dysfunctional family, the play won the 1998 Pulitzer Prize for Drama. The Sausalito Players has successfully produced Reader's Theater for almost forty years. Actors read from the script while performing on stage. This provides a unique opportunity for directors, producers, and the stage crew to participate in live theater with minimum rehearsals and without having to memorize lines. Light refreshments will be served. Carpooling is recommended.

Early Rubens. Please join us on Thursday, April 11 at 2:00 p.m. in the City Hall Council Chambers for another excellent Fine Arts Museums of San Francisco presentation by docent Rita Dunlay. Peter Paul Rubens (1577-1640) was renowned for his virtuosic handling of oil paint, depictions of taut dramatic action, and sensuous coloring. The corresponding exhibit at the Legion of Honor Museum (April 6 – September 8, 2019) will focus on what is arguably the artist's most innovative period of production, from 1608 until about 1620. This program is sponsored by the Friends of the Sausalito Library.

Caregiver Support Group. Are you or someone you know caring for a loved one who is suffering from cognitive impairment? Consider joining the Sausalito-based Caregiver Support Group, led by facilitators affiliated with the Alzheimer's Association of Northern California. The next monthly meeting will be held on Saturday, April 13 from 10:00 to 11:30 a.m. in the Rotary Village Community Room at 701 Coloma Street in Sausalito. The group offers caregivers the ability to exchange information, talk through challenges and ways of coping, and share feelings and frustrations. Easter Parade and Egg Hunt. The Easter Bunny will be hopping into Sausalito on Saturday, April 20. This year's parade will begin at 10:00 a.m. at the corner of Johnson and Caledonia streets. We will then march to Robin Sweeny Park for children's Easter egg hunts by age group, followed by live music from Tim Cain. After the egg hunts, there will be an Easter bonnet contest judged by members of the Sausalito Woman's Club. The 39th Annual Easter Parade and Egg Hunt is presented by the Sausalito Parks and Recreation Department.

Coloring and Doodling Party for Adults. Come relax and join the coloring party on Tuesday, April 23 from 4:00 to 6:00 p.m. in the Edgewater Room of City Hall. We provide a stress-free atmosphere, soothing music, and delicious refreshments so you can unleash your imagination. The Sausalito Library provides all coloring supplies, and we can help you make bookmarks and buttons from your artwork. Seating is limited for this free program. Getting Started with Your Mac. This introductory class presented by the Sausalito Library is designed to get you comfortable with the current Mac operating system, macOS 10.14 Mojave. On Thursday, April 25 from 10:30 to 11:30 a.m. in the Edgewater Room of City Hall, you will learn about basic setup and customizations, and familiarize yourself with the interface. We will touch on the basics of System Preferences, Safari, Mail, Time Machine, and file management. Instructor Jon Hartman is a computer consultant specializing in Apple devices who also teaches classes at the libraries in Mill Valley and Tiburon. No RSVP necessary.

Tomato and Vegetable Basics. Join us on Thursday, April 25 at 7:00 p.m. in the City Hall Council Chambers for a primer on growing your own tomatoes and other vegetables in Marin County. You'll hear about the basics of planting, watering and maintaining your plants. You'll also learn which varieties grow well in our area and how to deal with common challenges. Presenter Joe Jennings is a Marin Master Gardener who grows vegetables year-round in his home garden. This program is co-sponsored by Sausalito Beautiful and the Sausalito Library.

City Wide Yard Sale. Sausalito's City Wide Yard Sale is a great event for bargain hunters and window shoppers, featuring more than 80 seller booths at the MLK parking lot and basketball courts. The spring yard sale will take place on Saturday, April 27 from 9:00 a.m. to 2:00 p.m. Admission is free. Residents of Sausalito and surrounding towns use this biannual event as an opportunity to clear out their garages and offer up treasures at bargain-basement prices.
