2020 CALIFORNIA PSILOCYBIN
DECRIMINALIZATION & RESEARCH INITIATIVE LANGUAGE - OPEN SOURCE DRAFT

1. The purpose of this citizens initiative is to decriminalize psychedelic mushrooms and the chemical compounds contained in them including Psilocybin, Psilocin, Baeocystin, and or nor-baeocystin, for cultivation, extraction, manufacturing, distribution, and consumption for either medical, therapeutic or religious purposes for anyone over the age of 21, or younger with parental or guardian consent either by amending or removing California Health and Safety Codes HSC § 11 390 & 11391. 

2. Establish a Research Review Panel of ten representatives with five appointed by the California State Government and five appointed from the community to give guidance on the formulation of dosage and testing protocol research studies for the drafting of future regulations.    
   2.1 Representative from the California Department of Justice
   2.2 Representative from the California Highway Patrol
   2.3 Representative from the California Department of Public Health, Food & Drug Branch
   2.4 Representative from the California Department of Food & Agriculture
   2.5 Representative from the California Department of Parks & Recreation
   2.6 Representative from the Indigenous Peoples of the Americas
   2.7 Representative from the UC or Cal State Mycology Departments with an Extensive Background in Research Publications
   2.8 Representative from the Neuroscience & Psychiatric Community with Addiction Rehabilitation and PTSD Treatment experience
   2.9 Representative from the Mycological Associations in California
   2.10 Representative from the Community of Activists & Regulation Experts

3. Designate research to be conducted by Professionals, Doctors, and Researchers at UC, CSU schools, and other California research institutions.
 

Mid-April 2019:
Submit the first draft of language via email to the Legislative Counsel of California. Diane F. Boyer-Vine is the current head of the Counsel. The main office is located at the State Capitol Building in Room 3021, and can be contacted at (916) 341-8000. Legislative Council will go back and forth with us via email until we get a solid second draft at which point we will submit it with a check for $2,000 to formally file it with the state to get a Title and Summary.
 

Late April 2019 to December 15, 2019:
Fundraise for the campaign.
 

Tuesday, August 20, 2019:
Suggested last day for proponent(s) to submit proposed measure to the Attorney General and request a circulating title and summary.
 

Thursday, October 24, 2019:
Last day for Attorney General to prepare and issue the circulating title and summary (includes time allotted for fiscal estimate); proponent(s) may begin circulation of the petition.
 

Mid-November 2019:
Signature Collection Begins
 

Tuesday, April 21, 2020:
Last day for proponent(s) to file the petition with county elections officials.
 

Friday, May 1, 2020:
Last day for county elections officials to complete raw count totals and certify raw numbers to the Secretary of State.
 

Thursday, May 7, 2020:
Last day for Secretary of State to determine whether the initiative petition meets the minimum signature requirement, generate the random sample, and notify each county elections official of the results.
 

Friday, June 19, 2020: 
Last day for county elections officials to verify and certify results of the random sampling of signatures to the Secretary of State.
 

Thursday, June 25, 2020* (E-131):
Last day for Secretary of State to determine that the measure qualifies for the ballot or a full check is necessary. At this point, if a full check is necessary, the measure would not qualify for the November 3, 2020, General Election ballot.

October 3, 2020:
Early Mail-In Ballots are sent out to registered voters. Meaning if we haven’t marketed to them before that then we will have lost their votes.
