What's New in LBS?

The 2018-19 fiscal year has officially ended and the 2019-20 fiscal year is underway! With the start of the new year, there have been many changes to Employment Ontario and the LBS program. To help keep track of these changes, the Northern Networks have compiled all the changes in one place.

Changes to Funding Agreements

Reporting Changes:

Instead of 4 QSAR's, there will be 2 reports; an interim report and a final report.
- The interim report is due October 21, 2019.
- The final report is due April 20, 2020.
Instead of 6 EER's, there will be 5. The due dates of the EER's are:
- August 13, 2019
- October 10, 2019
- December 11, 2019
- January 13, 2020
- April 3, 2020
To further streamline reporting, the threshold for the requirement of an auditor's report will increase from $100,000 to $150,000.
If your funding is over $150,000, therefore requiring an audit, you are then required to submit your audited financial statements to the ministry. If you are under the $150,000 mark and do not require an audit, you will not be required to submit your audited financial statements.

Other Changes to Note

The six month notice of termination article under Schedule, originally added as an additional provision, has been removed. The notice will be 30 days moving forward.
Service providers must include the following statement in all project-related publications: "The Government of Ontario and its agencies are in no way bound by the recommendations contained in this document."

For the last two fiscal years, business planning for LBS service providers has been informed by a cost per learner formula developed to create more realistic and achievable learner targets.

In 2019-20, the ministry will continue using this formula, with some providers having adjustments to their learner targets and funding to better align with their demonostrated capacity levels.

New Data To Be Collected

What New Data is to be Collected?
Effective April 1, 2019 the following client-level data will be collected on the Participant Registration form and in EOIS-CaMS:

Number of Dependants: this new data point will be the count of dependant individuals in a household.
Immigrated to Canada?: this will provide information about immigrants served and is to be reported as 'Yes', 'No', 'Not Applicable' or 'Prefer Not to Disclose'
Social Insurance Number

To this end, the Notice of Collection and Consent form has been updated.

The reason behind the collection of learner social insurance numbers in the LBS program is that the LBS program is partially funded under the federal-provincial Labour Market Transfers Agreement. The collection of social insurance numbers is a requirement for all clients participating in programs funded under the Labour Market Transfers Agreement. This information will be reported to the federal government to allow Canada to track the progress of clients participating in programs and services funded under these agreements. Please note it is imperative to enter the social insurance number for all clients in EOIS-CaMS for funding purposes. To learn the answers to the following questions and more, please click here:

Entering New Client Data into EOIS-CaMS
Service providers were asked to refrain from entering new client information for the period between April 1st and April 12th. Entry of new client information can resume on April 15th. If during this period, it is necessary to enter clients in EOIS-CaMS, service providers will be required to go back and update those clients in the system after April 15th.

Comings and Goings

New Programs in Employment Ontario
Two new programs have been transferred to the Employment Ontario suite of programs and services.

Ontario Bridge Training Program:
- will continue to help highly-skilled newcomers access licensure and employment in their field or related field, without duplicating previous training and education
Global Experience Ontario:
- is an information and referral service that helps internationally trained individuals learn how to become licensed or certified to work in a non-health regulated profession or skilled trade.
- provides information to newcomers and service providers about licensing requirements, available training, financial aid and other supports.

Programs That Are Being Discontinued

The Youth Job Link program:
- Service providers can continue to serve youth, who would be suitable for Youth Job Link, through the relevant service components under the Employment Service program.
The Employing Young Talent:
- More details will be provided in the coming weeks.

Important to Note

Employers may be eligible for various other incentives and supports under the Employment Ontario umbrella.
