Jessica Rothkuo Joins the RHF Team
to Lead Family First Implementation
 
The Redlich Horwitz Foundation is pleased to announce the expansion of our team! Jessica Rothkuo has joined as our senior program manager to lead the foundation’s support of NY counties for successful implementation of the Family First Prevention Services Act. Jessie’s role is one of the first positions in the state to focus on the implementation of this landmark child welfare law.

Jessie will lead our collaborations with government, philanthropic and nonprofit partners to support statewide Family First planning and implementation. Family First is an opportunity to shift the child welfare system toward a focus on prevention, kinship and family foster care. The law’s new programmatic mandates and fiscal reform are designed to decrease the use and improve the quality of congregate care; increase the use of certified kinship care; and expand community-driven and high-quality preventive services that keep families together safely and support their continued health and well-being.

Jessie brings 13 years of experience in strategic planning, policy analysis, system improvement and organizational capacity building. She has expertise in child welfare system reform and in the planning, implementation and management of large-scale system initiatives and multi-stakeholder teams. 

Most recently, Jessie worked as a child welfare consultant with Deloitte, where she supported states across the country in developing programmatic strategy and operations improvements to drive better outcomes. 

Prior to joining Deloitte, Jessie served as an executive director of the Office of Strategy, Innovation and Planning at New York City’s Administration for Children’s Services (ACS), where she managed the system-level implementation of Strong Families NYC—New York’s Title IV-E waiver and ACS’s largest foster care initiative. 

Jessie holds a master’s degree in urban policy analysis and management from the New School and a bachelor’s in journalism and mass communications from Kent State University. She is a Returned Peace Corps Volunteer (Ethiopia 2010-12).
