BACCH Position papers & Policy
The NHS Long-Term Plan: the turning point we wanted
The NHS Long-Term Plan is the most significant piece of health policy in the last decade! It is a must read for all concerned.
The three highlights are:
- A new whole systems model that signals a transition from competition and contestability towards cooperation and collaboration between all organisations involved with health and the delivery of health services.
- A move towards integrated care based on pathways and networks, integrating quality improvement into service delivery and between physical and mental health.
- Population health management - prevention before intervention, proactive care and equitable outcomes.
BACCH has compared the NHS Long-Term Plan with the BACCH/BACAPH Family Friendly Framework and has highlighted implications for community child health services and paediatricians.
The summary is available here. (More to follow in the June BACCH newsletter.)
FAQs on CCH services for Commissioners and Health Boards
Paediatricians working in community child health are almost unique in that they provide a consultant-led service for children and families working outside hospital settings – an idea ahead of its time and fully in line with the NHS Long Term Plan.
A CCH service is generally delivered by a multidisciplinary team working closely with other agencies, for example education, social care and the voluntary sector.
These frequently asked questions refer specifically to the commissioning of the work undertaken by paediatricians within these teams.

External updates/reports/requests
Children’s Liver Disease Foundation - Yellow Alert Campaign Relaunch & Redesign
Children’s Liver Disease Foundation (CLDF) have relaunched their
main awareness campaign, Yellow Alert, which promotes early referral for testing of prolonged jaundice in neonates.
The role of all healthcare professionals working with children in spotting the signs of liver disease and arranging specialist referral is a vital one and the Yellow Alert resources have been designed to give you the information you need in the quickest most accessible way possible. The yellow alert packs contain a stool chart, information about how to download the app, a jaundice information leaflet for new parents as well as the CLDF jaundice protocol document for healthcare professionals which outlines when to refer, basic overview of tests and details of the specialist units for further advice.
The Yellow Alert campaign is endorsed by BACCH, as well as British Association of Perinatal Medicine (BAPM) and British Society of Paediatric Gastroenterology, Hepatology and Nutrition (BSPGHAN).
The role and scope of medical examinations when there are concerns about child sexual abuse
This new report from the CSA Centre outlines the evidence on how medical examinations can support disclosure or confirm suspicions of CSA and the broader health and wellbeing benefits.

National survey on the Mental Health of Children Looked After by Local Authorities in England
The last survey for the Mental Health of Children Looked After (MHCLA) was
carried out in 2002 so the findings, which inform policy and commissioning decisions for this group at local and national level, are now considerably out of date. The proposed new survey will not only cover currently looked after children, but also those children that have recently ceased to be looked after. It is hoped that the survey will provide information that will help inform the development of local services for looked after children and future training for professionals involved in their care (including social workers, foster carers and residential care staff).
We would very much like your feedback about whether the proposed reporting topics and content for the next survey would meet your needs.
Please answer our feedback survey on Citizen Space (which will be open until 24 May).
Please note you do not need to provide us with your personal details but be assured that if you do so we will not share or publish your personal details without your permission – please see the confidentiality and data protection section at the end of the survey for further information.
If you require a paper version of the consultation, please contact
