City Developing Pilot Program for At-Risk Anchor-Outs

The City Council has approved the concept of a pilot program to transition some of the people living precariously on boats in Sausalito waters into live-aboard slips or homes on land. The program concept was presented to the Council by Chief of Police John Rorhbacher at its meeting on April 16. 

The pilot program is being developed in conjunction with the Marin County Department of Health and Human Services and Ritter Center of San Rafael. Under the program, eight anchor-outs would be eligible to move their boats into live-aboard slips at commercial marinas in Sausalito for a transitional period of 6 or more months.

After the transitional period, the program's goal is to move participants into permanent housing on land or by transferring their boats to more permanent live-aboard slips. Participation in the program would be voluntary.

According to a census taken this month, 16 individuals are currently living anchored-out in Sausalito waters. The police department has been enforcing a 72-hour rule against any new occupied vessels in Sausalito waters since January 2019.

To pay the slip fees to the marina operators for the pilot program, the City expects to use approximately $25,000 from its Tidelands Fund, which generates revenues from City waterfront properties like the Sausalito Yacht Club and the Spinnaker restaurant. If the pilot program is successful, other funding sources may be identified.

City staff will seek approval for the pilot program from the County of Marin and regional agencies like the San Francisco Bay Conservation and Development Commission (BCDC) and return to the City Council to finalize and approve the program. The target start date is June 2019.

Ramp Metering Coming to Northbound Highway 101 in Sausalito

Preliminary construction along northbound Highway 101 will begin on Monday, April 22 as part of a Caltrans project to install ramp metering equipment at 11 locations in Marin County. Ramp closures and detours are likely to begin in early May. Most of the work will be performed at night.

In Sausalito, ramp metering lights will be installed at the Spencer Avenue, Rodeo Avenue, and Bridgeway on-ramps to northbound Highway 101. A digital message sign will also be installed north of the Alexander Avenue exit. When available, the construction schedules for these locations will be published in Sausalito Currents and on the City website.

In addition to the new metering lights, construction includes the installation of sensors in the pavement of the highway, the on-ramp, and the off-ramp at each location.

Ramp metering manages traffic entering a freeway by regulating the flow of traffic and making it smoother for vehicles to merge onto the freeway. Caltrans considers ramp meters to be a low-cost and effective way to improve traffic flow and reduce travel times.

Additional ramp meters, including meters on southbound Highway 101, will be installed in Marin as part of an anticipated phase two of the project.

Planned Improvements to Gate 6 Intersection Move Forward

At its meeting on April 16, the City Council approved a motion to solicit bids for the construction of improvements to the intersection at Gate Six Road, contingent upon final authorization from Caltrans. If authorization is received, construction is expected to take place from summer to fall 2019. 

The planned improvements will add bicycle-detection sensors so that southbound cyclists approaching the intersection via the Sausalito-Mill Valley Multi-Use Path can be given a green light to safely cross over to the southbound lane of Bridgeway. The project also includes pavement rehabilitation, a redesign of the path approach at the northeast corner of the intersection, and curb ramp improvements.

The new configuration is expected to be significantly safer for cyclists and pedestrians and should reduce conflicts between cyclists, pedestrians, and motor vehicles.

Work was originally scheduled to begin in 2018 but was delayed so that the City could seek additional funding for the project. Thanks to a new federal grant awarded through the Transportation Authority of Marin, the City now has sufficient funding to move forward with the project. Total grant funding is $1,111,000, with the City expected to add an additional $28,000 for the construction of accessible curb ramps.

Community Boating Center Hopes for Summer 2020 Launch

The Sausalito Community Boating Center (SCBC) at Cass Gidley Marina could be ready for operations in summer 2020 if the nonprofit organization is able to secure grant funds, according to a report provided to the City Council on April 16 by SCBC Board Chair John Scopazzi.

Cass Gidley Marina is located on City property at the foot of Napa Street, adjacent to Dunphy Park. Cass' Rental Marina operated at the site from 1962 until it ceased operations in 2009. In 2014, the City Council approved a five-year lease agreement with SCBC for use of the property. SCBC recently exercised an option to renew the lease, which will now expire in September 2024.

The mission of SCBC is, "to preserve a gathering place on Sausalito's unique waterfront to engage and educate the public about our rich maritime history and small craft heritage through affordable direct experience." The marina will feature a fleet of traditional wooden boats for rent, charter, and instruction.

To date, SCBC has raised over $150,000 in monetary and in-kind support, completed site engineering and architectural plans, and obtained all necessary permits. The project is "shovel ready," pending the infusion of additional funds. The organization expects to learn in summer 2019 whether it will be awarded grant funds from the Cosco Busan oil spill settlement. Construction could be completed by summer 2020 if SCBC receives the grant or is able to obtain other funding.

Status Update on the North Street Steps

The North Street Steps on March 6, 2019
The North Street Steps connecting North Street and Bridgeway have been closed since they were blocked by a mudslide that occurred overnight on March 5, 2019. Debris removal should be completed during the week of April 22, but the steps will remain closed until safety concerns can be addressed.

The removal of mudslide debris from the steps will be performed by City contractor Maggiora & Ghilotti, Inc. Work will begin on Monday, April 22 and is expected to take up to three working days. Traffic lanes on Bridgeway will be shifted to accommodate construction equipment and personnel. Pedestrians on the land side of Bridgeway will be detoured using barricades and curb ramps.  

After the debris has been removed, the North Street Steps will remain closed until the City is able to confirm the stability of the remaining slope and the safety of the steps under the debris pile. New handrails will also need to be installed to replace the handrails damaged by the slide. Even if the safety concerns are resolved quickly, the Department of Public Works estimates that it could be 4-6 weeks before the steps can reopen, though it may be possible to install a temporary railing and open them sooner. The closed portion of Tiffany Park will reopen once debris has been removed.

Please observe traffic control signs and use caution while driving, walking, or bicycling in the vicinity of the North Street Steps while removal work is underway. Don't forget the annual Easter Parade and Egg Hunt on Saturday, April 20! Easter Sausalito is always a fun time for kids and families. Here's this year's schedule of events: 
  • At 10:00 a.m., the parade begins at the corner of Johnson and Caledonia Streets and proceeds to Robin Sweeny Park
  • Following the parade, children's Easter egg hunts by age group will take place in Robin Sweeny Park: 
    • Group 1: 6-9 years old
    • Group 2: 3-5 years old
    • Group 3: 0-2 years old
  • Following the egg hunts, there will be live music in Robin Sweeny Park performed by award-winning children's recording artist Tim Cain
  • Following the music, there will be a children's Easter bonnet contest judged by members of the Sausalito Woman's Club
The 39th Annual Easter Parade and Egg Hunt is presented by the Sausalito Parks and Recreation Department. Easter festivities will take place rain or shine.

Updates from Boards and Commissions

General Plan Advisory Committee. The mission of the General Plan Advisory Committee is to facilitate the update of the 1995 Sausalito General Plan, in concert with City staff, consultants, and the public.
 
Previous meeting. On April 10, the members of the General Plan Advisory Committee met to receive an introduction of the new project management team, discuss the new project schedule, review the proposed new work plan approach, and continue a discussion regarding a policy for waterfront pedestrian and bicycle trails. Watch the video recording of the meeting

Upcoming meeting. The General Plan Advisory Committee will meet on Tuesday, April 23 at 6:00 p.m. in the Council Chambers at City Hall. At the meeting, the committee will provide policy direction on circulation items, review the draft stakeholder memo for City boards and commissions, and review the draft business owner survey for the Marinship Economic Analysis. Historic Preservation Commission. The role of the Historic Preservation Commission is to identify, preserve, and protect the historical assets of the City of Sausalito and to educate and engage the public on the importance of preservation.

Previous meeting. At its meeting on Thursday, March 14, the Historic Preservation Commission reviewed and approved the following:
  • A certificate of appropriateness for a project to construct a new detached, two-car garage at 76 Cazneau Avenue
  • A certificate of appropriateness for a rehabilitation project at 52 Princess Street
Upcoming Meeting. There will be a meeting of the Historic Preservation Commission in the Conference Room of City Hall at 6:00 p.m. on Thursday, April 25. At the meeting, the commission will watch a pre-recorded presentation from the California Preservation Foundation regarding "cultural landscapes" and discuss the topic as it relates to Sausalito. A cultural landscape is "a geographic area, including both cultural and natural resources and the wildlife or domestic animals therein, associated with a historic event, activity, or person or exhibiting other cultural or aesthetic values" (National Park Service Preservation Brief 36). All interested persons are welcome to attend and participate in the discussion.

Administration. In last week's article about the City of Sausalito Volunteer Recognition Event, we failed to acknowledge James Weeber, a longtime volunteer who recently passed away. James provided assistance to the Parks and Recreation Department through its support group the Rec'ers.

Parks and Recreation. Now that the nice weather has returned, it's time to get out and play! Sausalito Parks and Recreation and Tennis in Marin are now offering tennis lessons for all levels. Classes are available for players at the beginning level on Tuesdays, intermediate level on Wednesdays, and intermediate/advanced level on Mondays. All weekday evening lessons are from 6:30 - 8:00 p.m. We also offer a tune-up skills clinic on Saturdays from 10:30 a.m. to noon and drop-in, round-robin doubles play on Saturday mornings from 8:00 a.m. to 10:00 a.m. All spring lessons are played at the Marinship Tennis Courts. Community Development. Does your property have an unpermitted accessory dwelling unit (ADU) or junior accessory dwelling unit (JADU)? If the answer is yes, you have a rare opportunity to legalize it during the City of Sausalito's reopened ADU/JADU amnesty period from March 31, 2019, until March 31, 2020.

Accessory dwelling units are small units accessory to a primary dwelling unit that have exterior access and kitchen and bathroom facilities. Junior accessory dwelling units are limited to 500 square feet in size and are typically created from bedrooms within existing dwellings that have an entrance into the existing dwelling and a separate entrance to the outside. JADUs are required to have separate cooking facilities but are allowed to have shared bathroom facilities with the main house.

During the amnesty period, property owners of existing unpermitted ADUs and JADUs may apply to legalize the unit. Only unpermitted ADUs established prior to January 1, 2012, and unpermitted JADUs established prior to June 30, 2018, qualify. During the amnesty period, the permit fee for amnesty ADUs and JADUs is also reduced, and the process for legalizing the unit is simplified.

Art Making Through the Ecstatic Experience. Local artist Bret Arenson has explored the use of the ecstatic experience as a creative impetus in both visual arts and in performance. After discovering an automatic response within him on a fateful night fifteen years ago, he has applied this ecstatic response to a wide variety of creative projects, including ongoing street performances and large scale ambient works. At this program inside the Sausalito Library at 5:00 p.m. on Saturday, May 11, Bret will talk about his experiences in the unfolding of his ecstatic discoveries and his application of ecstatic automatism to the art making process. Bret Arenson's exhibit "Forest Fog (Afterglow In The Elements)" is on display inside the Sausalito Library through May 11.

Global Warming: How to Look at the Data and What to Do About It. Join physicist Eric Arens in the City Hall Council Chambers at 7:00 p.m. on Thursday, May 16 for an overview of where we stand with climate change. Subjects covered will include an explanation of greenhouse and ozone trapping gases, the way to look at the data to see the present and future effects of these gases, and the actions that are being taken and could be taken to stop the deterioration of the environment. Before his retirement, Eric worked at NASA and the University of California at Berkeley. This program is sponsored by the Sausalito Library.

Celebration of Life: Steefenie Wicks. A celebration of the remarkable life of Steefenie Wicks will be held on Saturday, May 18 at 1:00 p.m. at the Sausalito Woman's Club. Steefenie was a writer, photographer, houseboat dweller, and longtime volunteer with the Sausalito Historical Society. She was fun and feisty, and told great stories about the old days. The Sausalito Woman's Club is located at 120 Central Avenue.

Fado at The Pines V. You are cordially invited to an evening of petiscos, wines, and Portuguese fado music. The national song of Portugal, fado is intimately intertwined with Portuguese food, wine, and culture. This year's event will mark the first appearance of Fado de Coimbra fadistas in Northern California. Fado at The Pines V will be held on Saturday, May 18 from 6:00 to 10:00 p.m. at The Pines mansion at 33 Miller Avenue in Sausalito. The event is a benefit to support the Youth Sailing Exchange between Cascais, Portugal and Sausalito. A limited number of tickets remain at prices ranging from $90 to $125.

Behind the Label: An Insider View of the Wine industry. As you sip a glass of California wine, you may suspect that the wine in the bottle has a story behind the beautifully embossed label. Not the story on the winery's website, the one that gloats about the legendary history of the winemaker's family and the idyllic confluence of environmental factors that conspired to produce the perfect grapes. In this Sausalito Library program in the City Hall Council Chambers at 7:00 p.m. on Thursday, May 23, winemaker Addison Rex will take us behind the scenes and into the wine cave to discuss the realities of the wine industry. Born and raised in Sausalito, Addison's professional journey has taken him from cellar rat to founding a wine negociant business and beyond.
