Environmental Team
 

Mission:  The Environmental Team’s primary focus is Climate Change education, political action, and mitigating our current national emphasis on increasing carbon usage.

State:  We continue to work with our state lawmakers to pass important legislation that supports carbon reduction and focuses on clean energy alternatives.  As of April 22 Washington State Senate passed SB 5116, the 100% clean electricity legislation! It is expected to be signed by Gov. Inslee soon. This no-more-coal and the 2030 benchmarks key pillars of the bill.  This is the biggest victory in Washington history!

Key highlights that make this legislation the most significant 100% legislation in the country are:

*No coal by 2015

*80% RPS by 2030

*And by 2030 that 20% remaining fossil fuel must be fully mitigated to achieve “carbon neutrality”

*100% clean by 2045

8 Legal-finding implementation plans including near-term targets

*$68/ton CO2 for planning and acquisition

*Energy assistance to 60% of low income families by 2030, 90% by 2050 (please note Social Justice issue)

*Incentives for fair labor standards in the development of renewables

*Performance-based and incentive-based regulations allowing utilities to finally turn profit motives to energy efficiency and demand response.

This historic legislation puts our state on the path to ending global warming pollution.  It was a “legislative fight” but a victory for our planet – beginning the process of mitigating our CO2 emissions!

Representatives:  Tarleton and Fitzgobbon and Senator Carlyle who pushed this bill through many, many obstacles!  We will also thank our 24th District legislators – Chapman, Tharinger and Van de Wege…who helped in this process!

Raging Warriors for Universal Healthcare
 
The House version of HB1877/SB5822 was in Rules committee and would
soon come up for a vote in the House. It has been popular and expected to
pass, giving us the 2020 session to complete the details of a Pathway to Universal Healthcare for All Washington. The current bill establishes a
Trust Fund to fund the program. Governor Inslee has already blessed this approach so we expect results next year that will bring affordable, accessible, comprehensive healthcare to all the state's residents, including immigrants regardless of their legal status. 
 
 The Rotary Luncheon at the Tri-Area Community Center May 16, when Dr. Molly Parker from Jefferson Healthcare will report on the progress of the SANE project. This is the program that trains healthcare providers to conduct the rape evidence kits so they can be used at trial. If you've been concerned about this gap in our medical/legal system, please attend the Rotary Luncheon. Title X, the bill that covers Family Planning healthcare and outreach in the schools, is still an unknown due to the many lawsuits on-going, but if WA loses these funds, we will have to find a way to replace about $20k in Jefferson Co.

The following topics were discussed at our April meeting and those items marked with ** selected for action in the form of communications to our Washington senators and representative, and/or other congressional committee heads and members of relevent committees in the House and Senate.

The Mueller investigation into possible conspiracy with Russia by the Trump campaign and subsequent possible obstruction of justice has now been completed but the report has not yet been made public.** Members will also be attending the P.T demonstration to demand its release. Other House investigations are proceeding.

Foreign policy issues discussed included Trump's acknowledgement of Israel's control of the Golan Heights, the failure of the U.S./North Korea summit, and continued understaffing of the U.S. State Dept. The failure of the administration to report on Khashoggi's murder and the administration's secret authorizations for U.S. nuclear energy companies to share technological information for nuclear power plants with Saudi Arabia despite Saudi Arabia's not having agreed to anti-proliferation terms convinces us that legislation is needed to keep pressure on Saudi Arabia.**

Arming U.S. subs with low-yield nuclear missiles is dangerous and destabililizing and should not be funded.**

The  president is threatening to cut aid to Guatemala, El Salvador and Honduras which would be counterproductive. People are migrating out due to violence and economic hardship so the last thing we should do is to intensify the desperate conditions by curtailing aid programs. Aid should rather be increased.**
