April 22 City Council Meeting Preview

Here are a few items on the upcoming City Council meeting agenda:
  • At 5:30 p.m., the City Council will hold a work session to discuss establishing an organizational structure for the Marion-Polk regions called a ‘Continuum of Care’ to better coordinate and fund efforts to alleviate homelessness. See the work session agenda→
  • Mayor Bennett will issue a proclamation recognizing Asian-Pacific American Heritage Month. Learn more→
  • Council will receive an update on actions to implement the Congestion Relief Task Force recommendations. Learn more→
  • Staff will give an update on the plans and actions taken to detect, treat, and respond to cyanotoxins in Salem’s drinking water supply, should they appear again. Learn more →
  • There will be an update from the Library Advisory Board on the Library’s Collection development policy. Learn more→
Can’t make it in person? Watch it live online. City Council meetings typically convene on the 2nd and 4th Monday of every month. Meetings start at 6:00 p.m. in Council Chambers, Room 240 in the Salem Civic Center.

Upcoming Budget Committee Meetings and Public Hearings

Join members of the City Council, Revenue Task Force, and Budget Committee in April and May as we work together to bring the organization's services and programs and community needs and expectations of service in line with available resources within our community. The first meeting will take place on Wednesday, April 24, 2019 at 6:00 p.m., in City Council Chambers, 555 Liberty ST SE, RM 240.  

At the April 24 meeting, the Budget Committee will also hold a public hearing to consider the City’s Capital Improvement Plan (CIP) and make a recommendation to the City Council. The Capital Improvement Plan helps prioritize certain Salem capital improvement projects over the next five years. Projects in the plan range from improvements to transportation and utility infrastructure, to historic structures, the Salem Airport, and parks. Only projects with an identified funding source are included in the plan. See the Proposed Capital Improvement Plan and find additional information about the current Capital Improvement Plan. 

Additional Budget Committee Meetings will be held:
  • May 1, 2019
  • May 8, 2019
  • May 15, 2019 (alternate date)

Proposed Fiscal Year 2020 Budget Takes Steps to Bring Expenses In-Line with Revenue


Although the City of Salem $600 million enterprise is in overall good fiscal health, the City faces some challenges. For the Fiscal Year 2020 (beginning July 1, 2019), the City’s General Fund will require a necessary alignment of revenue and expenditures. Unfortunately, to achieve alignment funding for a small number of programs will be discontinued. Public Workshop on Multifamily Housing Design April 30

​The community is invited to a public workshop on the design of multifamily housing on Tuesday, April 30, 6:00 – 7:30 p.m. at the Salem Public Library, Anderson Rooms, 585 Liberty Street SE. You can review and provide input on refined ideas for updating Salem's multifamily housing regulations.

This is the second public workshop for the City's Multifamily Housing Design project. The project seeks to update the City's regulations on housing developments with three or more dwelling units. 

The City received a lot of input on initial code concepts at the first public workshop and through an online survey. The survey is open through April 5, so there is still time to participate. Learn more→

How will Salem use Federal Funds to Help Those in Our Community?

The City of Salem annually receives HOME Investment Partnerships and Community Development Block Grant program funds from the Department of Housing and Urban Development. The Annual Action Plan is a component of the five-year Consolidated Plan that specifically describes how the City of Salem and the Salem/Keizer Consor­tium will spend the federal resources over a one-year period for activities serving low- and moderate-income persons, the homeless, and persons with special needs. The draft Annual Action Plan will be available for public review and comment through Monday, May 20, 2019. City Manager's Update

The Salem City Manager sends periodic updates to the City Council. Those updates are now available on the City website. 

Our Salem: Today

We're working on a multi-year project to update the Salem Area Comprehensive Plan, which guides development in the Salem area. The first phase, called Our Salem: Today, is analyzing the existing conditions of the City and evaluating how Salem could grow under current policies.

Earth Day Showing of Albatross

This film by artist Chris Jordan is a powerfully moving love story about the Albatross on Midway Island in the Pacific. Watch a FREE showing of the documentary ALBATROSS, which gives a look at the effects of plastic pollution on the albatross that nest there. Space is limited. April 28 Edgewater Walking Cruise

On this month's walk, share fliers with neighbors about Season Two of the West Salem Farmers Market, which starts on May 2 in Edgewater. This year's market will feature more days and more activities! After the walk, meet back at Urban Grange for coffee and conversation. All are welcome.

2020 Census Information Session

Date: Wednesday, April 24, 3:00 p.m.
Location: Center 50+, 2615 Portland RD NE
Preparations are underway for the 2020 U.S. Decennial census. The constitutionally mandated census count appropriates congressional seats and affects 16 large federal assistance programs which distribute funds to local services. Help is needed to prepare our community to be counted. All are welcome to attend to learn more about the Census and how we can achieve a complete count.
