Bills, Bills and More Bills...

Georgia Legislative Action on Education
The Georgia Legislature passed 16 bills affecting education in DeKalb County Schools.
Allyson and the DCSD Board established these legislative priorities for the 2019 session.

Here is a summary document of the education bills that passed and failed.
Pending education laws awaiting Governor Kemp's signature include bills on the following:
  • Annexation Process
  • Establishing a Mental Health Reform Commission
  • Threat Assessment Requirements
  • Identifying and Supporting Dyslexia
  • Minimum Recess Requirements
  • Bids-Conflict of Interest and Advertising Requirements
  • Verification of Bus Driver licenses
23 bills regarding education failed to pass.  Why care? This is two year Legislative Session.  Any bill that failed can be considered in 2020.

Board of Education Business

Highlights from the April 15th Board of Education meeting:

  • Gyms at Tucker High, Tucker Middle, Lakeside High and Henderson Middle will have their floors repaired, renovated, and refinished this summer.
  • John Lewis Elementary is still on track to open this fall.
  • Many recommendations from the School Based Needs Assessment have been implemented. For example, a new Principal Advisory Group is assembled and meeting with the Superintendent. Also, next year’s professional learning calendar will decrease the amount of time principals and teachers must leave the school building.
  • Preliminary budget estimates indicate that some Fund Balance dollars will be used to cover teacher salary increases. That increase will hit the budget for almost all divisions in the District. As we receive more information regarding our tax digest and state QBE funding, we will be able to determine whether we will have additional funds available for priority items such as deferred maintenance.
  • The revised volunteer policy was not on the agenda. The District received input on the cost and inconvenience of background checks. They are working to find a technology solution to address concerns.
  • Amendments to purchasing policies will remain online for another month for input.
  • Amendments to equal opportunity policies are being considered.
The next DCSD Board Meeting will be on Monday, May 6th.
