Federal Disaster Declaration Issued for February 14 Mudslide

On May 1, President Trump approved a major disaster declaration for the severe winter storms, flooding, landslides, and mudslides that hit the state of California between February 13 and 15, 2019. The mudslide in Sausalito's Hurricane Gulch neighborhood on February 14 is covered by the declaration.

The federal declaration of disaster allows for the possibility of federal funds to be provided to public agencies and individuals to help them recover from a disaster. A federal declaration typically allows for public agencies to receive up to 75% of the cost of recovery (i.e. debris removal, emergency protective measures, repairs, equipment, etc.) from federal funds. The declaration also usually allows individuals to recover up to 100% of costs for housing assistance incurred because of a disaster and up to 25% of costs incurred for other needs.

The exact amount of funds that will be made available based on the declaration of disaster has not yet been determined. When available, the City of Sausalito will provide affected residents with instructions on applying for federal funds for disaster recovery.

Dunphy Park Construction Update

Construction of the base project at Dunphy Park will be "substantially complete" by July 4, 2019, according to a report presented to the City Council on April 30 by Loren Umbertis of the Public Works Department. Because the lawn will not be ready for use on the 4th of July, this year's community picnic will be held at Robin Sweeny Park and a blocked-off section of Caledonia Street.

Grass hydroseeding is one of the last steps in the current phase of construction at Dunphy Park. The lawn areas will then require a period of approximately 2-3 months of minimal impact until the turf is fully established. At the time that construction of the base project is complete, visitors will be able to see what the park will look like but will have limited access. The parking lot, bocce courts, and shoreline paths are among the facilities that will be available for public use.

The base project began in December 2018 and includes the following elements:
  • Grading of the site
  • Installation of parking lot lighting and underground utilities, including sanitary sewer and storm drain improvements
  • Three new bocce courts
  • A new asphalt parking lot
  • New ADA-accessible shoreline walkways
  • An improved and accessible shoreline access area
  • Foundations for the restroom and trash enclosure structures
  • Furniture and fixtures, including benches, tables, and other amenities
  • Creation of a "horseshoe" area in the middle of the park, with earth mounds for seating on the perimeter
  • Placement of planting soil
  • Installation of an irrigation system
  • Hydroseeding
Funding for the base project came from a variety of sources, including funds from the Certificates of Participation issued in 2016, the City's Tidelands Fund, Galilee Harbor, and a $750,000 grant from the California Department of Resources, Recycling, and Recovery (CalRecycle). The grant from CalRecycle was a late addition and not part of the original funding plan approved for the project.

At its April 30 meeting, the City Council approved an additional $161,000 to cover the cost of design services and change orders related to unforeseen conditions at the park, such as the discovery of a second set of railroad tracks running parallel to Bridgeway and poor subsurface conditions related to the site's historical use as a burn dump.

The additional costs will be paid for with funds from Measure O, the ½-cent sales tax measure that was passed by Sausalito voters in 2014. The Council also gave direction to the City Manager to execute a contract with Romtec, Inc. to construct the restroom and trash enclosure structures that were approved by the Council at the time the base project was approved.

When work at Dunphy Park is completed, City contractor Integra Construction Services will begin work on improvements to Southview Park.

Public Hearing Scheduled for Proposed Sewer Rate Increase

Every five years, the City of Sausalito assesses its sewer management costs and needs, then establishes sewer rates to support those needs. Based on the current rate study, the City of Sausalito is proposing to raise the City's rates by an aggregate of 4% per year over the next five years. Funds generated by the higher rates will make it possible for the City to make capital improvements that are necessary for us to continue to maintain compliance with Clean Water Act requirements. A public hearing on the proposed increase has been scheduled for June 18, 2019.

The new proposed rates are shown in the table below:
The City of Sausalito collects and transports raw sewage through a system of pipes and pump stations. The sewage is then sent to the Sausalito-Marin City Sanitary District interceptor.
Between 2014 and 2018, the City successfully reduced sanitary sewer overflows by 70 percent through a proactive maintenance and rehabilitation program. As the City's 80-year old system continues to age, additional repairs and replacements are needed.

The City's residential rate structure follows the approach that was approved by a majority of ratepayers and adopted by City Council in 2014. Sewer rates are allocated to one of four customer classes:
  • Single Family
  • Single Family Attached
  • Duplexes
  • Multi-Family
Eighty-eight percent of the sewer rate is comprised of a fixed charge for installed infrastructure, and the remaining 12 percent is an adjustable volumetric charge that is calculated based on winter water use for each customer class. During winter, water usage closely reflects indoor water usage and consumption. The volumetric component is adjusted annually based on average winter water usage for the prior fiscal year across all customer classes. A unique fixed and volumetric charge is assigned to non-residential customers.

The public hearing at which the City Council will consider and decide upon the proposed sewer service rate increase is scheduled to take place at 7:00 p.m. on Tuesday, June 18, 2019, in the Council Chambers at City Hall. Time will be available for members of the public to provide their comments to the Council.

Any affected property owner or tenant may submit a written protest to the proposed increase to the sewer service rates. Each protest must be in writing, state that the identified property owner or tenant opposes the proposed changes, identify the parcel for which the protest is made (by assessor's parcel number or street address), and include the signature of the property owner or tenant. Only one protest will be counted per parcel. Protests may be submitted by mail to the City of Sausalito, 420 Litho Street, Sausalito, CA 94965. Protests may also be hand-delivered before or at the public hearing on June 18. To be counted, protest documents must be received before the hearing ends. If a majority of property owners submit a protest, the Council cannot adopt the proposed rates.

New Pickleball Courts Closer to Reality

At its meeting on Tuesday, April 30, the City Council gave direction to City staff to solicit bids for the construction of two new pickleball courts at MLK Park. The courts are slated to replace one of the existing basketball courts. If completed, the project will also include a new surface for the entire play area, along with new basketball hoops and new fencing.

The estimated cost of the project is $80,000. After bids have been received, City staff will return to the Council with a recommendation whether or not to proceed with the project. 

Pickleball is a low-impact paddle sport played on a badminton-sized court with a slightly modified tennis net, a large ping-pong-like paddle, and a plastic wiffle ball. The simple rules of the game make it easy for beginners to learn.

For those who can't wait for the completion of the new outdoor courts, the Parks and Recreation Department is now offering Friday evening pickleball at the MLK Gym. Hours are 7:00 to 10:00 p.m. Equipment is provided, and all ages and skill levels are welcome to participate. The drop-in fee is $8 for residents and $10 for non-residents.

In an update to the City Council on April 30, Senior Civil Engineer Andrew Davidson reported that improvements to the athletic field at MLK Park are expected to be completed by mid-June 2019. As with Dunphy Park, the field will remain closed after hydroseeding to allow the turf to become established prior to use.

Remaining work at the site includes the installation of storm drains, replacement of the irrigation system, fine grading of topsoil, installation of outdoor exercise equipment, installation of the vehicle gate, infield repair, and turf seeding.

During the turf establishment period, it may be possible to relocate some of the construction fencing to allow access to the path around the field and the new outdoor exercise equipment.

Police Department Provides Update on Tourist Bicycle Season

Bicycle traffic has decreased, bike parking revenues are down, and more electric JUMP bikes are coming into town, according to a monthly report provided to the City Council for its meeting on April 30.

The Congestion Management Update from the Sausalito Police Department covers the first month of the 2019 tourist bicycle season, from March 22 to April 21. The update includes statistics compiled by Sausalito Bike Return, the City's contractor for ambassador, bicycle parking, and bicycle return services. The following statistics, among others, were presented in the report:
  • The daily average number of bicycles entering Sausalito from the south declined from 827 in 2018 to 795 in 2019. Bicycle numbers are tallied by ambassadors from Sausalito Bike Return.
  • The number of parking permits sold at the bicycle parking lot on Tracy Way was down from a daily average of 248 in 2018 to 196 in 2019. The report notes that poor weather likely accounted for the decrease in parking permits sold.
  • The daily number of bicycles returned to San Francisco by truck increased from 30 in 2018 to 34 in 2019.
  • The daily average number of JUMP bikes increased from 6 in 2018 to 14 this year. JUMP bikes are on-demand electric bicycles offered by the rideshare company Uber.
For 2019, the ambassador station at the south end of town has moved to a location on Bridgeway at the foot of Richardson Street. In previous years, the station has been on National Park Service land at the corner of Alexander Avenue and East Road. According to the report, the new location has made for a big improvement in bicycle congestion and noise in an area that provides the first clear view of the San Francisco skyline from Sausalito.

JUMP bikes left behind in Sausalito are unlocked by Sausalito Bike Return staff and moved to the bike return corral. At that point, JUMP bikes can either be rented by someone else or taken back to San Francisco with the rest of the bikes being returned. Uber is charged for any activity related to JUMP bikes.

Hospitality Business Development Committee. The role of the Hospitality Business Development Committee is to promote the hospitality and tourism industry in Sausalito and make recommendations to the City Council. Membership of the committee consists of two representatives from the hotel industry, two representatives from the restaurant industry, and two representatives from the Chamber of Commerce.

Upcoming meeting: The Hospitality Business Development Committee will hold a special meeting on Monday, May 6 at 10:00 a.m. in the City Hall Conference Room. Agenda items include the discussion of a strategic marketing plan proposal from Lisa Demoney.

Finance Committee. The Finance Committee is a standing subcommittee of the Sausalito City Council. It consists of two councilmembers and is tasked with monitoring the City's finances, evaluating fiscal implications, and making recommendations to the Council.

Previous meeting. The Finance Committee met on Monday, April 8 in the Conference Room in City Hall. Topics on the agenda included a review of the City's Draft Comprehensive Annual Financial Report (CAFR) for FY 2017-18 and reports from Maze & Associates on audit field work and upcoming Governmental Accounting Standards Board (GASB) pronouncements affecting the City. Community Safety/Disaster Preparedness Committee. Sustainability Commission. The Sustainability Commission advises the City Council on waste management, recycling, and sea level rise. The commission also plans and conducts public education programs related to sustainability.

Previous meeting. The Sustainability Commission held a regular meeting on April 11. Topics on the agenda included public outreach, the General Plan Update, and the ferry landing. Sausalito Beautiful would like the commission to endorse the concept of public green spaces being treated as basic City infrastructure. Robert Haley, Zero Waste Manager for the San Francisco Department of the Environment, spoke to the commission about zero waste efforts in San Francisco and provided recommendations to the commission on how to promote zero waste in Sausalito.

Upcoming meeting. The next Sustainability Commission meeting will be held on Thursday, May 9 at 6:30 p.m. in the City Hall Conference Room. At the meeting, the commission will discuss a planned presentation to the General Plan Advisory Committee in June and receive the final Zero Waste Marin report from Envirolutions.

Library Board of Trustees. The five-member Sausalito Library Board of Trustees reviews the administration of library operations, establishes library policies, and makes recommendations to the City Librarian.

Previous meeting. The Library Board of Trustees met on Thursday, March 14. At the meeting, the trustees updated the hallway bulletin board policy and discussed state and local library laws.

Upcoming meeting. The Library Board of Trustees will meet on Thursday, May 9 at 6:30 p.m. in the Friends of the Library Bookstore on the upper level of City Hall. Topics on the agenda include a proposal to remove fines from most disc media, the "white paper" requested from all boards and commissions by Mayor Joe Burns, and the summer meeting schedule.

Administration. The Golden Gate National Recreation Area (GGNRA) reports that Friday, May 10 will be the start date of phase two of a pilot program to relieve traffic congestion, improve safety and parking, and enhance the visitor experience on Marin Headlands roadways. This traffic plan will be in effect through mid-fall, including Memorial Day, the 4th of July, Labor Day, and Fleet Week. 

Vehicle traffic through Bunker Road and the Baker-Barry Tunnel in the Marin Headlands will be one-way in the westbound direction on weekends and return to two-way traffic Monday through Friday. Conzelman Road will convert from two-way travel to one-way travel in the eastbound direction between McCullough Road and Alexander Avenue, with a portion of the remaining travel lane dedicated for visitor parking seven days a week. Bicyclists will not be subject to these restrictions and may continue to ride in both directions.

Traffic will also be affected on Tuesday, May 7 and Wednesday, May 8, when GGNRA will be performing a routine cleaning of the Baker-Barry Tunnel. On both days, the tunnel will be closed to all traffic (vehicle and bicycle) from 8:30 a.m. to 4:00 p.m. The park will use this opportunity to remove debris from the roadway and gutters to maintain safe travel in the bike lanes. Visitors and residents are asked to allow extra time to use the alternate route on Alexander Avenue and Conzelman Road. Updates will be posted on the park's Alerts and Conditions page.

Parks and Recreation. Students in grades K-8 will love a new high-energy theater class from Interactive Enrichment. Together, they will act, dance, and sing their way through various theater games and exercises. Students will also learn the fundamentals of choreography and a few classic steps, such as grapevine, three-step turn, and jazz square. This four-week course culminates with a mini performance of a classic Broadway tune. Days and times are as follows:
  • Kindergarten: Tuesdays (May 7, 14, 21, 28) 2:15 to 3:00 p.m.
  • Grades 1-5: Tuesdays (May 7, 14, 21, 28) 3:15 to 4:15 p.m.

Help Weed Tiffany Park. The weeds are everywhere, and Tiffany Park needs some love! Sausalito Beautiful's Green Thumbs volunteers will be at Tiffany Park on Saturday, May 4 from 9:00 a.m. until noon. All are welcome to join us. The goal will be to clean up the weeds, especially around the planting done last year at the south end of the park. Marin Wildfire Forum. Wildfire prevention and emergency preparedness are countywide priorities. Sausalito residents are invited to a special Marin Wildfire Forum on Saturday, May 4 to learn what they can do to protect their homes and what we can do together to make Marin as wildfire-safe and emergency-ready as possible. The event will be held from 10:00 a.m. to noon at the Embassy Suites, 101 McInnis Parkway in San Rafael.

Marin Open Studios. Marin Open Studios is a self-guided tour of artists' studios that takes place every year during the first two weekends in May. The 2019 tour gets underway from 11:00 a.m. to 6:00 p.m. on Saturday, May 4 and continues on May 5, May 11, and May 12. This year's tour includes more than fifty artists at the ICB Building, 480 Gate 5 Road in Sausalito. Any questions about Marin Open Studios may be directed to info@marinopenstudios.org.

Met Opera Preview. The Sausalito Public Library's Met Opera Preview series for 2018-19 comes to an end on Tuesday, May 7 at 7:00 p.m. in the Edgewater Room of City Hall with a preview of the upcoming Metropolitan Opera performance of Dialogues des Carmélites by Francis Poulenc. Host Tom Wilhite will present background information about the opera and composer, followed by a plot synopsis that includes a selection of audio and video clips from past performances. Tom's preview takes place on the Tuesday before the Saturday morning Live in HD simulcast from the Met. All are welcome.

Bike to Work Day. The Bay Area's 25th annual Bike to Work Day will take place on Thursday, May 9. Cyclists are invited to stop by the many Bike to Work Day "Energizer Stations" around the Bay Area, including at Vista Point (north end of the Golden Gate Bridge) between 5:30 and 9:30 a.m.

Make It Better. The Sausalito Woman's Club will present a Men's Melodrama and Madrigal Society performance of Make It Better on Friday, May 10 and Saturday, May 11. The show is written and directed by Mike Denney. The performance begins at 7:00 p.m. Doors open at 6:00 p.m. with a no-host bar and light appetizers. WAG Dog Festival. On Saturday, May 11, the City of Sausalito Parks and Recreation Department will host the 3rd annual WAG Dog Festival. The event will take place from 10:00 a.m. to 3:00 p.m. at Gabrielson Park in downtown Sausalito. Attendance is free for both two-legged and four-legged attendees. The festival will include a dog show, booths for dog-related vendors and nonprofits, and a raffle with $1 tickets. Caregiver Support Group. Are you or someone you know caring for a loved one who is suffering from cognitive impairment? Consider joining the Sausalito-based Caregiver Support Group, led by facilitators affiliated with the Alzheimer's Association of Northern California. The next monthly meeting will be held on Saturday, May 11 from 10:00 to 11:30 a.m. in the Rotary Village Community Room at 701 Coloma Street in Sausalito. The group offers caregivers the ability to exchange information, talk through challenges and ways of coping, and share feelings and frustrations. Art Making Through the Ecstatic Experience. Local artist Bret Arenson has explored the use of the ecstatic experience as a creative impetus in both visual arts and in performance. After discovering an automatic response within him on a fateful night fifteen years ago, he has applied this ecstatic response to a wide variety of creative projects, including ongoing street performances and large scale ambient works. At this program inside the Sausalito Library at 5:00 p.m. on Saturday, May 11, Bret will talk about his experiences in the unfolding of his ecstatic discoveries and his application of ecstatic automatism to the art-making process. Bret Arenson's exhibit "Forest Fog (Afterglow In The Elements)" is on display inside the Sausalito Library through May 11.

Mother's Day Brunch. St. Mary Star of the Sea Parish will be honoring our parish mothers, all other parish women, and our wonderful Sausalito friends at our Mother’s Day Brunch. The brunch will be held on Sunday, May 12 at 10:15 a.m. in the church hall. The menu will feature quiche from Rustic Bakery, ham, scrambled eggs, and fresh fruit. A variety of beverages will be served, along with mimosas and champagne. The cost is $15 for adults and $5 for children. Tickets will be on sale at the door. All women that attend will receive a beautiful red rose. St. Mary Star of the Sea is located at 180 Harrison Avenue.

Global Warming: How to Look at the Data and What to Do About It. Join physicist Eric Arens in the City Hall Council Chambers at 7:00 p.m. on Thursday, May 16 for an overview of where we stand with climate change. Subjects covered will include an explanation of greenhouse and ozone-trapping gases, the way to look at the data to see the present and future effects of these gases, and the actions that are being taken and could be taken to stop the deterioration of the environment. Before his retirement, Eric worked at NASA and the University of California at Berkeley. This program is sponsored by the Sausalito Library.

Art Reception. All are welcome at a reception on Friday, May 17 from 6:00 to 8:00 p.m. to celebrate a new Sausalito Library exhibit by local artist Heidi Snowden. Featured will be Heidi's portraits of Sausalito's "great and near great," including Sally Stanford, Juanita Musson, Jean Varda, and Robert Conley, Jr. (aka Van Bo). The exhibit will be on display from May 12 to June 22.

Fado at The Pines V. You are cordially invited to an evening of petiscos, wines, and Portuguese fado music. The national song of Portugal, fado is intimately intertwined with Portuguese food, wine, and culture. This year's event will mark the first appearance of Fado de Coimbra fadistas in Northern California. Fado at The Pines V will be held on Saturday, May 18 from 6:00 to 10:00 p.m. at The Pines mansion at 33 Miller Avenue in Sausalito. The event is a benefit to support the Youth Sailing Exchange between Cascais, Portugal and Sausalito. A limited number of tickets remain at prices ranging from $100 to $125.

Celebration of Life: Steefenie Wicks. A celebration of the remarkable life of Steefenie Wicks will be held on Sunday, May 19 at 1:00 p.m. at the Sausalito Woman's Club. Steefenie was a writer, photographer, houseboat dweller, and longtime volunteer with the Sausalito Historical Society. She was fun and feisty, and told great stories about the old days. The Sausalito Woman's Club is located at 120 Central Avenue.

Behind the Label: An Insider View of the Wine Industry. As you sip a glass of California wine, you may suspect that the wine in the bottle has a story behind the beautifully embossed label. Not the story on the winery's website, the one that gloats about the legendary history of the winemaker's family and the idyllic confluence of environmental factors that conspired to produce the perfect grapes. In this Sausalito Library program in the City Hall Council Chambers at 7:00 p.m. on Thursday, May 23, winemaker Addison Rex will take us behind the scenes and into the wine cave to discuss the realities of the wine industry. Born and raised in Sausalito, Addison's professional journey has taken him from cellar rat to founding a wine negociant business and beyond.

Introduction to Photos on Mac. Join us on Thursday, May 30 at 10:30 a.m. in the Edgewater Room of City Hall to learn how to make the most of the photos and videos on your Mac laptop or desktop computer in this free introductory class. We will discuss tools, tips, and tricks to help you get the most out of Photos. Topics covered include organizing, editing, and sharing photos and videos. Instructor Jon Hartman is a computer consultant specializing in Apple devices who also teaches classes at the libraries in Mill Valley and Tiburon. No RSVP necessary.

Invasives: More Than Just Bugs and Blooms. Invasive plants brought in from other parts of the world represent a significant challenge to the natural environment of our home landscapes in Marin. When a gardener thinks of an "exotic invasive," it is usually an insect or a plant. These are, indeed, awful threats, but there are exotic invasive diseases, aquatics, and mammals that also pose important threats to our native species and environments. Based on research done by the UC Cooperative Extension staff, Marin Master Gardener Bob Mauceli will discuss some examples of these alien threats and what California is doing to deal with them. This program in the City Hall Council Chambers on Thursday, May 30 at 7:00 p.m. is co-sponsored by Sausalito Beautiful and the Sausalito Library.

Walking Around the Mediterranean Sea. Join us on Thursday, June 6 at 7:00 p.m. in the City Hall Council Chambers to hear author Joel Stratte-McClure discuss his trilogy of The Idiot and the Odyssey travel narratives about his 20-year walk around the Mediterranean Sea. Joel is an American journalist and adventurer who lived in France for more than three decades and has been writing about his global trekking and hiking adventures since the 1970s. His work has taken him to more than 115 countries, and his articles have appeared in The Times of London, Time Magazine, and numerous other publications. The program will be illustrated by a slideshow of photos from his explorations. Festival of the Holy Spirit. The IDESST Sausalito Portuguese Cultural Center will host its annual Festa do Espirito Santo on Sunday, June 9. The Festa gets underway at 11:00 a.m., when the parade procession leaves the Portuguese Cultural Center at 511 Caledonia Street to make its way to the Star of the Sea Church at 180 Harrison Street. The parade will return via Princess Street and Bridgeway beginning at approximately 12:30 p.m. The dove ceremony in front of the Portuguese Cultural Center will take place at approximately 1:15 p.m. The day's events conclude with the presentation of the queen and her court at 2:15 p.m., followed by a performance by the Lusitania Band of the North Bay at 2:45 p.m. All are welcome to join in any or all of the activities, including the parade and the special lunch of Sopas e Carne. Those who are not participating in the parade should join the first lunch seating at 11:30 a.m.
