How to Implement Responsible Data Practices in Our Programs?

We all want to be responsible with our constituent and organizational data.  We want to protect it, sharing only needed data, with authorized and responsible people, in formats that help and protect everyone.
 
Also, most of us want to be compliant with USAID’s Development Data Policy requirements.
 
And then there is reality.

Project budgets are thin, so corners are cut at every opportunity to make our work more efficient.
  • Constituents are asked for more data without any explanation or consent.
  • Field staff save personally identifying information on laptops and pass it around on thumb drives.
  • Managers demand access to raw data and faster analysis, anonymization protocols be damned.
  • Marketing doesn’t wait for consent - fundraisers need a personal story now.
  • Donors want faster, better feedback on their investments, without funding for the technology, training, and time to make it right.
So what are we to do?
 
We can’t continue the status quo without creating the next data scandal. None of us want to put our constituents in harm, through our inaction as much as our actions.
 
Now we have new guidance from USAID.

Considerations for Using Data Responsibly at USAID was launched last week to help us find our way. Yet this is still just a framework that we need to interpret for our specific use cases.
