LINCOLN SOUTH BELTWAY TO ACCELERATE SCHEDULE
NEBRASKA - The Nebraska Legislature gave the green light to accelerated construction of the long-awaited South Beltway, reducing its completion timetable from eight to three years.The bill (LB616), which authorizes a new creative financing process that provides for delayed construction payments by the state, was sponsored by Sen. Mike Hilgers of Lincoln and received final approval on a 48-0 vote. READ MORE
VOLUNTEER SCALE CHECKS MAY 9, WAVERLY SCALE
NEBRASKA - The best time to learn and verify your driver and company will easily pass muster is before a problem happens. The Nebraska Trucking Association and Nebraska State Patrol is again offering a volunteer scale check for east and west-bound trucks 9 a.m.-1 p.m. at the Waverly Nebraska Scale.
OSTERGARD WEIGHS IN ON EMPLOYMENT
NEBRASKA - Worker shortage could cause some firms to leave the state if the issues persist, said Tonn Ostergard, CEO of Crete Carrier. “You don’t want to sound like Chicken Little,” he said. “But we also have to be objective and say we have issues staring us in the face.” READ MORE
ATRI SURVEY LOOKING FOR OPERATIONAL COSTS
NEBRASKA - ATRI’s annual Operational Costs of Trucking is now in its 11th year of collecting cost information derived directly from fleet operations and is among its most requested research reports. ATRI’s annual analysis provides carriers with a critical benchmarking tool and government agencies utilize ATRI’s real-world data analysis to make better-informed transportation infrastructure investment decisions. Among the for-hire fleet metrics being requested by ATRI are driver pay, fuel costs, insurance premiums and lease or purchase payments. Carriers are asked to provide full-year 2018 cost per mile and/or cost per hour data. READ MORE
SPOTTED LANTERN FLY PROMPTS PERMIT IN PA
NATIONAL - Spotted lanternfly, an invasive species first discovered in 2014 in Berks County, Pennsylvania, has the potential to cause considerable damage to many valuable crops in Pennsylvania and beyond. To stop its spread, the Pennsylvania Department of Agriculture issued a quarantine for counties where the presence of this pest has been confirmed. Businesses operating in the quarantine zone must have permits to move equipment and goods within and out of the zone. READ MORE
FAST ACT REAUTHORIZATION SETS PRIORITY ON THE HILL
NATIONAL - The U.S. House of Representatives’ Committee on Transportation and Infrastructure began discussions on a reauthorization of the Fixing America’s Surface Transportation (FAST) Act, with a Members’ Day hearing. During the hearing, members discussed what they felt should be the top priorities of the committee. Additionally, committee members submitted letters outlining their priority areas for a FAST Act reauthorization.

FMCSA AG CARGO SECUREMENT EXEMPTION CORRECTION
NATIONAL -On April 23, 2019, FMCSA published a correction to a notice granting the Agricultural and Food Transporters Conference (AFTC) of the American Trucking Associations’ (ATA) request for a cargo securement exemption, originally published on April 15, 2019. The correction updated an incorrect URL.
CVSA Active Exemption Tracker CVSA maintains a list of active exemptions issued by FMCSA. Members can access the document by logging into their CVSA member portal and clicking on the “Exemptions” tab at the top of the page.
MONEY AVAILABLE FOR TRUCKS INSTALLING AUXILIARY POWER UNITS 
NEBRASKA - Owner-Operator Independent Drivers Association Foundation, Inc. was awarded a grant from the Environmental Protection Agency (EPA) for partial reimbursement for those individuals whose trucks are registered in Region 7 of the EPA.  Region 7 consists of the states of Kansas, Missouri, Nebraska and Iowa.  The grant is designated for those whose trucks are model years 1996-2006 and wish to install an EPA certified  auxiliary power unit (APU).  If anyone or any carrier is interested and wants to know if they ae qualified they need to contact Andrew King, Research Analyst for the Foundation.  His email is: andrewking@ooida.com.

STATES PROVIDING RELIEF TO TRUCKERS
NEBRASKA - The State of Nebraska executive order regarding trip and fuel permit waivers extends to May 15, 2019.  Read the memo and executive order for more information. If you have any questions or concerns, contact the Motor Carrier Services Division at (402) 471-4435.

NEBRASKA TRUCKING FOUNDATION SCHOLARSHIPS NOW OPEN 
NEBRASKA - The NTA Foundation officially opened applications for the 2019 Scholarships to benefit CDL and/or diesel technology students. Scholarships will be awarded to the best candidates by the foundation board of directors. Applicants must be enrolled at Central Community College, Metropolitan Community College, Northeast Community College and Southeast Community College.

NATIONAL - Rep. Chris Collins (R-N.Y.) is urging Congress to double the 18.4-cents-per-gallon gasoline tax, which has not been raised in more than a quarter century. He also wants to double the existing fee that airline passengers pay per flight..READ MORE
