Granville County Celebrates Groundbreaking for New Law Enforcement Center and Animal Shelter
March 12, Granville County broke ground on two projects to expand capacity for current and future needs. The new Law Enforcement Center will bring the Granville County Sheriff’s Office, the Emergency Communications Center and a detention center under one roof, while eliminating out-of-county housing for inmates. The new Granville County Animal Shelter will double the capacity of the current facility to increase adoptions and reduce the need to euthanize animals. Click here for more information.

James Douglas Gaylon, Sr., Former Guilford County Commissioner, Passes at Age 88
James Douglas Gaylon, Sr., textile industry executive, dedicated public servant and civic leader passed away on April 17. Gaylon worked for Burlington Industries, Allied Chemical and Guilford Mills. He also served on the Guilford County Board of Commissioners, Greensboro City Council, the Greensboro Coliseum Commission, the N.C. Department of Transportation's board, and was active in various civic and community organizations. Click here to read more about his life.

Register for County Assembly Day, May 8
NCACC will host its 2019 County Assembly Day on Wednesday, May 8th, starting at the North Carolina Museum of History in downtown Raleigh. A brief program in the morning will be held at the museum, which is directly across Jones Street from the General Assembly. NCACC will also host a lunch on the State Capitol grounds. Work Continues on Fonta Flora Trail
NCACC reported on the Fonta Flora Trail, a multi-county undertaking, in CountyQuarterly spring 2018. Work on the trail continues, with an end goal of connecting western North Carolina from Morganton to Asheville with a 70-80-mile foot and bike trail. Burke County will hold a public ribbon-cutting ceremony for the new White Creek Covered Bridge on the Fonta Flora State Trail, May 24th, at 10 a.m. Parking is available at the Lake James Linville Access Area on Hwy. 126 and it’s a short walk from the parking lot to the bridge. North Carolina Receives $2 Million in Federal Grant Assistance for Disaster Affected School Districts

NCACC Steering Committee to Feature Presentation on New Work Based Learning Tool
On May 14, NCACC’s Public Education Steering Committee will feature a presentation on the Work Based Learning Navigator, which was recently launched by the North Carolina Business Committee for Education. The new online platform allows employers to post apprenticeships and other experiential learning opportunities, while giving educators a way to identify and provide students work-based learning activities. The free, web-based platform operates like an online shopping experience and helps students make informed career decisions, while building a talent pipeline for employers. “More Powerful NC Campaign” Launched to Combat Opioid Crisis
Created by the North Carolina Department of Justice and the Department of Health and Human Services to raise awareness of the scope and danger of the opioid crisis, and as a call for action that North Carolinians can rally behind, the “More Powerful” campaign is anchored in the message that together, we are more powerful than opioids, and we can all help play a part in ending the epidemic. The campaign outlines real, actionable steps for the safe storage, use and disposal of pain medications, as well as resources for finding treatment and recovery support.
Counties are encouraged to pass a resolution of support of the campaign and a template is available on the campaign website. NCACC serves as a partner in the campaign, along with many other organizations. For more information on the campaign and access to resources, click here.

The Public Education and Tax & Finance Steering Committees will convene a meeting to discuss school funding issues in counties. The agenda will include presentations on school capital funding, workforce development, sales tax legislation, and other NCACC updates. You do not need to be a steering committee member to attend – all county commissioners and staff are invited. Pre-registration is requested.

Across the nation, cities, counties and special districts face unprecedented decisions on issues ranging from budgets, to land use, to housing, to community resilience. Addressing these challenges and opportunities requires more participatory and transparent ways of arriving at policy solutions. Conclusions that could once be reached through bargaining at the stakeholder level, now require new methods of reaching the full diversity and creativity of community voices. This can be a challenging undertaking, but managed effectively, public involvement on important decisions can lead to more creative, sustainable solutions.

The UNC School of Government's live and on-demand webinars for ethics training for local elected city and county governing board members satisfy the state's two-hour requirement for elected and appointed members of city councils and county boards of commissioners. This training must be completed within 12 months of election day and is required every time they are elected, re-elected or appointed and reappointed to a local office. An in-person offering will be held during the NCACC Annual Conference on August 22, 2019, from 3 - 5 p.m.
