IN THIS ISSUE:  Kerbside Collection, Dumbleyung Playgroup Installations, Historical Exhibition Extended, New Justice of the Peace and more!
Decisions from the Ordinary Meeting of Council held in Kukerin:
  • Finalised contract with Warren Blackwood Waste for the provision of waste and recycling collection
  • Approved the submitting of Dumbleyung-Nyabing Road, 129 Gate Road and Adams road for consideration of Regional Road Group funding in the 2020/21 financial year
  • Planning approval given for a residential outbuilding
  • Approved a budget amendment for repairs to the roof on Kukerin Hall and re-roofing of the Administration Building
  • Supported the creation and distribution of stickers to go out with the rate notices explaining the Shire of Dumbleyung Fire Channels
  • Next meeting will be in the Dumbleyung Council Chambers on Thursday the 16th May commencing at 3pm
Congratulations to the Dumbleyung Playgroup on completing their fencing & shade project - a Bain Estate Future Fund Initiative.
The Dumbleyung Playgroup were successful in the 2018/19 Bain Estate Future Fund round to install a fence at the front of the Playgroup and a shade structure in the back outdoor play area. Congratulations to the community members who participated in the busy bee to install the structures for future generations of the Shire of Dumbleyung to enjoy, made possible by the Bain Family's amazing legacy.
Kerbside Collection
Will take place Monday 13th May 2019 in Dumbleyung, Kukerin and Moulyinning Town sites. Please refrain from putting out items before Saturday 11th May 2019. The Shire of Dumbleyung offer two kerbside collections per year. If you are not ready for this one keep an eye out for the next one which will be advertised later in the year. Thank you for your co-operation.
New Justice of the Peace
Mary-Ann Davidson has become our newest Justice of the Peace in the Shire of Dumbleyung. Mary-Ann works part time at the shire so if you require her services, please contact the shire office to make an appointment on 9863 4012.
Best Wishes to the Gilfellon Family
This month we say farewell to our Chief Executive Officer (CEO) Matthew Gilfellon and his family Amanda, Cecelia and Leo and wish them all the best as they relocate for Matthew to progress his career in Local Government at the Shire of Chittering.
 
Matthew and Amanda moved to the Shire of Dumbleyung in 2013 and quickly blended into the community with both of them becoming a part of numerous sporting and community groups, including the Volunteer Fire and Rescue. During this time Matthew and Amanda started a family with Cecelia and Leo calling Dumbleyung home, bringing the children so much freedom, so many friends and all so many memories.
 
Being the CEO in a small community certainly presents it’s challenges and Matthew had the great ability to be very professional at a work level whilst also being an integral part of the community. Did you know Matthew was in his 20’s when he started as CEO for us?
 
There is a lot of work and achievements that are not obvious in Local Government. Matthew worked closely with the Council, which changed significantly during his time. He arrived at a time when the first round of well-aged units had just been completed, the Bluebird Project was in it’s infancy, the Bain Estate Future Fund was not yet organised, our integrated plans weren’t quite in place and he was straight into a Financial Management Review. There was a lot to do behind the scenes with implementing governance systems, financial management procedures and creating integrated plans for the future. Some challenges included updating all of our Sewerage Plans to get the system back up to scratch and consolidating the Town Planning Scheme and commencing changes to update it. The works program always ran smoothly, but improvements to the governance side produced great audit results.
 
Improved communications took time and we saw a couple of cycles of community engagement, updating of the newsletter, new online avenues of communication, upgrading of the shire website, development of a tourism website and most recently the implementation of our communications plan allowing us to now provide a lot more information in a timely and user friendly manner.
 
The most public achievements are probably the projects we all witness developing.
There was a second round of Well Aged Units, two in Kukerin and three in Dumbleyung; there was Royalties for Regions funding which assisted with the construction of the caravan park campers kitchens, building the Dumbleyung Hall disabled toilet along with improvements to the Community Resource Centre, Kukerin, Dongolocking and Moulyinning Halls, Short term accommodation unit in Dumbleyung and waste sites. These projects were already selected but no plans were in place.
 
There were also new initiatives and projects through this time. There was the Water Harvesting Scheme which required planning and then the application for funding and many projects that were completed in conjunction with the community. We saw developments with the Bluebird Replica, Interpretive Centre and CRC, Community Garden, Tarin Rock tennis courts, Kukerin tennis lights, Dumbleyung netball court, Kukerin bouncing pillow, Dumbleyung & Kukerin park lighting, historical locality signs, Dumbleyung Mini Mall, pool heating and replacing the Yacht Club and Kukerin hockey change rooms under insurance.
 
While it’s nice to look back on achievements it’s time to celebrate the future and we wish the Gilfellon family the very best in their next adventure! Matthew, Amanda, Cecelia and Leo; Thank you and we look forward to seeing you all again.

Historical Exhibition - Absolon Street, Dumbleyung

This Exhibition is to showcase the Shire of Dumbleyung Historical Locality Signs stemming from our Historical Committee initiative. We thank everyone involved for their time in making this project possible! The Exhibition has opened in conjunction with the Dumbleyung Mini Mall and will close at the end of May 2019.

Find all the Locality locations on the Shire of Dumbleyung Historical Locality Map which also includes heritage school sites and dates. Localities include:
Bibiking, Brambrae, Bullock Hills, Candlelight, Coomelberrup, Datatine, Dongolocking, Dumbleyung, Falcondale, Jinarnin, Kilburn, Kukerin, North Kukerin, South Kukerin, Merilup, Moulyinning, North Moulyinning, Mount Pleasant, Nairibin, Nippering, North Nippering, Pingarning, Tarin Rock & Wishbone.

PROJECT BACKGROUND: The Historical Locality Sign project is an initiative of the Shire of Dumbleyung Historical Committee. The aim of this project is to document our history in a way that is also interesting to our future generations and tourists as part of a drive trail.
The concept is for photos being of settling families, sporting groups and some interesting farm practices, structures and facts. We are also documenting all families past and present in the ‘Families’ list. The majority of the sign content has been compiled from previous history publications.
We realise that not all historical information will fit within these guidelines so further stories and family information can now be uploaded by anyone on our new historical forum under the relevant locality here https://www.dumbleyung.wa.gov.au/history.

Stubbs Park Traffic Diversion Bypass Completion
Over the past month, road works have been carried out on the corner of Bennett St and Bahr Road (Stubbs Park) in Dumbleyung. We would like to thank you for your patience and congratulate the works crew as they finish sealing the road this week.

LAST CHANCE - Landcare Survey
We are conducting a Shire of Dumbleyung Landcare survey. The last Survey was completed in 2015 and we would again like your feedback on the future direction/ focus of Landcare services. If you require a printed version, these can be collected from the Shire & Landcare Offices.
COMPLETED SURVEYS MUST BE SUBMITTED TO THE SHIRE OF DUMBLEYUNG BY 5pm 6th May 2019

Fundraising Opportunity – Catering for Council Meetings
Community/Sporting Groups or Individuals are invited to put their names forward for catering for one or more of the 2019 Council Meetings.  (If we have a large number of responses then it may mean that some groups/individuals may only be able to cater once and dates are awarded on first in best dressed.)  Caterers are asked to provide a main course and dessert for a minimum of 10 people and are paid $32 per head for February through to November.  The December Christmas Dinner can be up to $40 per head depending on the menu and expressions of interest are sought for this closer to the date.  If you are looking for a little extra income then this is a simple and easy opportunity for local groups to raise funds.

19 September 2019
24 October 2019
21 November 2019

We rely on and encourage residents of the shire to report faults, as we don’t have the resources to ensure that every road, building, park and garden in the shire is free from defects. If you see something, please report it keeping in mind the following:
1. Reports are to be made via the shire website, www.dumbleyung.wa.gov.au, or if you don’t have access to a computer, or prefer not to, you can make a report via the front counter of the shire, either in-person, by telephone, or email ao@dumbleyung.wa.gov.au. 
2. Reports are not to be made to the Manager of Works and Services, staff not working the front counter or any staff member in their private time. We are trying to ensure every works request receives the appropriate response, but if you choose to go outside the process, we may not provide a response.
3. Works requests simply need to report what and where the fault is. If you have further helpful information please include it, but we do not require a story behind the fault. From the report, we can determine the correct treatment and if we require further information, we will get back in touch.

Following your report, we will respond to acknowledge receipt of the report as soon as it is received, and then let you know what action we plan to take within ten days. If applicable, we will then let you know when the work has been carried out.
