This month’s issue highlight’s NZ’s Capital gains tax debate.  Prime Minister Jacinda Ardern is in a challenging position, however, her government hopes to find alternative ways to ensure fairness across the board.  Wellington City Council’s goal to become a Zero Carbon Capital is promising.  They are requesting our support by contributing our feedback, so please contribute as much as you can to move towards a Zero Carbon Capital.   
   
Many of us already know what the Health and Disability system is like in New Zealand and while there may be some areas that are working well, there are many areas that need improvement.  The Government has allowed an opportunity for people to contribute to a survey.  The focus of this Review is to ensure that we make recommendations for changes which will improve the equity of outcomes.  The Ministry is also charged with looking to the future to ensure that the system can meet the technological, demographic, workforce and other challenges that will confront the system over the coming years.

There is an on-line process so all interested people can have their say on how the health and disability system can be improved.

This will not be the only means of participating. The Panel will continue to meet with interested parties and will sponsor many different workshops around the country in 2019.

Electoral shake-up halves the number of Lower Hutt ward councillors
The number of ward councillors in Lower Hutt will be halved at this year's local election with the introduction of six city-wide seats.
 
Under the new arrangement determined by the Local Government Commission (LGC), each ward will have one councillor while a further six will be voted for by the entire electorate. The mayor's status remains the same.

Limited showers, no meal prep: 'Ruthless' plans to cut disabled care revealed.
Health bosses planned to limit showers and meals for the disabled, create long wait lists for specialist care, and refuse help for autistic children as part of a desperate cost-saving bid.

However, advocates, providers and their disabled clients say the cuts - designed to save $10m by June, and $20 million each year after - are now simply happening by stealth instead.

Wellington City Council moves closer to flicking off Arlington site to Housing NZ

Wellington is one step closer to handing over two more central city locations to the government for housing.

If the preferred plan goes ahead, Housing NZ will develop Arlington 1 and 3 – the two remaining sites of the former Arlington council housing precinct – into a mix of social and affordable housing.

New Zealand Health and Disability System Review

The Minister of Health, Dr David Clark announced a wide-ranging review designed to future-proof our health and disability services and has appointed Ms Heather Simpson as Chair of the review.

The panel will seek independent advice and analysis and engage with DHBs, primary care, health professionals and the public in developing its recommendations.

The review panel will then provide an interim report by August 2019 and a final report by 31 March 2020.

Cut-price petrol seller Gull applies to put pumps in capital

Discount petrol business Gull hopes to bring lower fuel prices to the Wellington region by the end of the year. A resource consent  has been lodged with the Hutt City Council by Gull to build an unmanned station in Petone.The consent includes four double pumps at the proposed station on a site currently occupied by a second hand clothing store on Waione St.

Planning underway for the Post Budget Breakfast.

PHA Welly teams up every year with CPAG Welly, to host together the Post-Budget Breakfast. Two meetings have already been held with a skeletal committee of representatives of both branches.
 
Already we have:
  • assured the Boatshed is booked for May 31st - save the date!
  • spoken with Finance Minister Grant robertson, who assures us our branch will always have someone delegated to present the budget from among his associate ministers
  • confirmed our National President, Lee Tuki, will be a keynote speaker  
We will be needing volunteers on the morning of the event and hope to also find a regular planning committee member to represent us during these weeks before the big day. Please flick us an email (wellington@pha.org.nz) if you are interested.
Buildings, parks and roads may retreat inland as part of ‘buffer-zone’ proposed for Kapiti Coast
A surf club, several buildings, picnic areas and roads along a 40-metre section of the Kāpiti Coast may have to be either relocated or closed due to the rising threat of storms and coastal erosion. 

Greater Wellington Regional Council has proposed establishing a 40m erosion zone in Queen Elizabeth Park at Paekākāriki, which would allow the restoration of sand dunes that would, in turn, protect the coastline that is falling into the sea.

Wellington becoming a Zero Carbon Capital
To be zero carbon means that we can balance the activities that do produce carbon emissions against the activities that capture carbon. This effectively means our overall impact on the climate is zero.

The Government is working its way through getting agreement on a zero carbon bill. With overwhelming submissions in favour of an ambitious bill, there is strong support for a change in direction.

Capita gains tax abandoned by Government

The Government has abandoned plans to impose a capital gains tax recommended by the Tax Working Group in February. 

Prime Minister Jacinda Ardern ruled out a capital gains tax under her leadership, saying that no consensus was able to be reached within the Government.
