Legislators debated into the afternoon Saturday. Both chambers of the 88th General Assembly of the Iowa Legislature adjourned Sine Die just after 2:00 p.m. on the Saturday, April 27th, a few days before the scheduled 110th day of session. This newsletter contains updates on the final outcome of several bills we were still lobbying on at the very end of session for IowaBio.
HF339, a bill IowaBio supports and was pushing forward, would give IEDA more flexibility to allocate additional tax credits to the oversubscribed angel investor tax credit program. The bill was amended in the House by Representative Grassley (R-New Hartford) to address the high-quality jobs program. The Senate did not take up the bill because of concerns with this amendment, so the bill, floor managed by Senator Chapman (R-Adel), failed to advance.
Language clarifying the R&D tax credit in HF779 to include the word “agricscience” passed and has been sent to the governor. Language expanding the credit to also include “agricultural animal production” did not make it into the final version of the bill.
The Senate stripped out PBM audit language for Medicaid added in the House to HF766, the HHS appropriations bill.
