The OGP Gazette is a monthly update of technical information provided by the OGP Support Unit and IRM. It is intended to help OGP stakeholders stay up to date on official decisions and the technical aspects of Action Plans and reporting.

OGP Cohorts for 2019 



OGP countries and OGP Local participants are organized in two cohorts according to the year - even or odd - in which they present their two-year Action Plan (AP). Even year cohort participants submitted action plans in 2018 and will continue to implement this year. Odd year cohort participants are due to deliver an action plan this year with a deadline of August 31.

Reporting


The Public Access Commitments Database reflects data on action plans, year 1, and year 2 IRM reports. While these action plans have been tagged for OGP Thematic Tags, their inclusion will not change IRM assessed variables (i.e. specificity, OGP value relevance, potential impact, completion, starred commitments). The database now covers action plans through the 2018-2020 cycle.

The OGP Explorer provides easy access to OGP data related to action plan commitments and IRM reports, including data on the process that OGP members undertook in developing their APs. Unlike the Public Access Commitments Database, which contains raw IRM data that can exported in a CSV file, the OGP Explorer is designed to provide simple, user-friendly access to the wealth of data that OGP has collected. The OGP Explorer now covers action plans through the 2018-2020 cycle.

Steering Committee Announcements


2019 Steering Committee Rotation
Government
The five short-listed candidates for the three seats opening up on the OGP Steering Committee in October are Armenia, Georgia, Germany, Indonesia and Kenya. The voting period will close May 3rd. Learn more about the Government election process here.

Civil Society
We are thrilled to announce that the new members of the Civil Society Steering Committee for the 2019-2022 term are Maria Baron (Directorio Legislativo), Helen Darbishire (Access Info Europe), Aidan Eyakuze (Twaweza), Elisa Peter (Publish What You Pay), and Zuzana Wienk (White Crow), plus additional members Asma Cherifi (Coordination of Francophone African Open Data Community) and Glynnis Cummings-John (Restless Development). Articles of Governance Review Update

In 2018, the Support Unit, under direction of the Criteria and Standards Subcommittee undertook a review of the OGP Articles of Governance (AoG). The aim of this review was to strengthen the language of the Articles, align to current practices, and reflect all decisions made by the Steering Committee since the Articles were last reviewed in April 2015.

The public comment period for the revised version of the AoG closed on April 11, 2019. Learn more about the review process here.

State of Open Government Report


An updated version of the OGP Flagship database is now available (including a list of the changes made). As previously announced, the database combines all existing OGP databases with external data produced by organizations working on open government. It includes:

  • Summary statistics at the national level
  • OGP performance in key areas of open government
  • OGP process (advanced user version only)
  • OGP commitments (advanced user version only)

The database includes scores for all OGP members on performance in key policy areas. These scores are calculated using both IRM report and partner organization data. The key priority policy areas featured in the database include:

  • Anti-Corruption: Open Contracting and Beneficial Ownership
  • Civic Space: Freedom of Assembly, Freedom of Association and Defending Journalists and Activists / Freedom of Expression
  • Public Services: Water and Sanitation,  Health and Education
  • Fiscal Openness
  • Open Policy-making

The OGP’s Independent Reporting Mechanism (IRM) is seeking a highly organized individual with strong writing, project management and research skills to collaborate with the IRM team and carry out research, quality control, publication and dissemination of IRM reports from OGP participating governments.
