MEETING PROGRAM

We are excited that John Nowak, Co-Executive Director of CHIP, COMMUNITY HEALTH IMPROVEMENT PLAN and Care Coordination for Jefferson County, will share with all of us the important work of the group in our community.

Healthcare is the most important topic on voters minds, especially this year.

John's talk will be a good opportunity to find out more about the efforts made in our county to serve the comprehensive health needs in our community.
CHIP conducts an online community health assessment that we encourage you to complete at this link:  Community online survey.

INITIATIVES
1.  House Resolution 109 (Green New Deal) was introduced at the April WSDCC meeting.

It went through review by the WSDCC Resolutions committee on April 5, and the State Resolutions Committee recommended to the WSDCC that House Resolution 109 be supported, adopted, and passed - and the WSDCC passed the resolution on April 7, 2019. You can read the resolution at this link: WSDCCRES – 918 – 1904050 - PASS – ENV – GREEN NEW DEAL
2.  There will be a vote on whether to support a NO vote on Initiative 976 which will be on the Nov. 5 general election ballot.

The resolution that was passed on I 976 at the WSDCC in April can be read at the following link:WSDCCRES -- 914 – 190405 - PASS -- ENV – OPPOSING INITIATIVE 976
What is it? From the SOS:

Should this measure be enacted into law? Yes [ ] No [ ]

Ballot Measure Summary
This measure would repeal or remove authority to impose certain vehicle taxes and fees; limit state and local license fees to $30 for motor vehicles weighing 10,000 pounds or less, except charges approved by voters after the measure’s effective date; base vehicle taxes on Kelley Blue Book value; require regional transit authorities to retire bonds early where allowed; and either reduce or repeal taxes pledged to bonds depending on whether bonds are retired by 2020.

3.  There will also be a vote on supporting Initiative 1000.

Recommend for a YES supporting Initiative 1000 allowing the state to employ affirmative action in employment, education and contracting. I-1000 passed in the legislature, and the leadership of the JCD had recommended endorsement.  However, it is anticipated that a referendum campaign will be launched on I-1000.  If that happens, the board will place before the membership the opportunity to take a NO position on the referendum at the June 20 General Meeting.  From the SOS:

Ballot Title
Initiative Measure No. 1000 concerns remedying discrimination and affirmative action. This measure would allow the state to remedy discrimination for certain groups and to implement affirmative action, without the use of quotas or preferential treatment (as defined), in public education, employment, and contracting. Should this measure be enacted into law? Yes [ ] No [ ]

Ballot Measure Summary
This measure would allow the state to remedy documented or proven discrimination against, or underrepresentation of, certain disadvantaged groups. It would allow the state to implement affirmative action in public education, employment, and contracting if the action does not use quotas or preferential treatment. It would define affirmative action and preferential treatment. The measure would establish a Governor’s commission on diversity, equity, and inclusion, and require the commission to draft implementing legislation and publish reports.
