Lured by tax incentives, investors seek gold in Charlotte’s historically black neighborhoods
Mattie Marshall, president of Washington Heights Community Association, has lived in the west Charlotte neighborhood for more than 30 years. She was one of the attendees at a recent info session where Charlotte-based real estate company, Grubb Properties, spoke about the $20 million that would be directed toward investment projects in west Charlotte.
Congress approved generous tax incentives for investors to build in high-poverty communities, aka "opportunity zones." But, some residents are worried if that means further gentrification in historically Black neighborhoods.
Marshall recalled how Black residents in major U.S. cities were led to believe that “urban renewal” redevelopment campaigns of the 1970s would be to their benefit, only to see their homes and Black-owned businesses razed and replaced by projects more favored by local governments.
Will it be different this time around? Will developers listen to residents and create the types of projects that residents are asking for?
