Social Finance Report on Turnover Costs Finds Key Lessons for Provider-Employer Partnerships
Social Finance has released the report “Making Entry-Level Talent Stick,” highlighting its work with NYCETC member Seedco and research into the real cost of turnover to employers. Through detailed quantitative interviews with businesses — Seedco’s employer partners in New York, NY and Memphis, TN — the report’s findings estimate a single instance of turnover costs an employer approximately $3,300, with disproportionate impact on smaller businesses. The study found that employers consistently suggested that they would be willing to share about 50% of the value of improved retention with a workforce provider that was able to show improvements.
LMIS and EDC Release Report from "Building an Inclusive Economy" Conference
The NYC Labor Market Information Service (NYCLMIS) and the NYC Economic Development Corporation (NYCEDC) have released a conference report on the inaugural conference, "Building an Inclusive Economy in New York City: Contributions from Higher Education and Research," that took place in January 17. The conference brought together stakeholders from higher education and research settings across sectors, including government, business, philanthropy, nonprofit, and academia to to discuss the growing inequality in New York City and the decreasing access to opportunities for upward mobility; highlight the role of higher education and research in addressing these challenges; and explore multi-sector approaches to mitigating these developments and promoting a truly inclusive economy. The report highlights these major themes from throughout the day, lessons learned and next steps.

Funding Opportunity: USDOL Grant for New Center for Employer-Focused Disability Policy and Technical Assistance
The U.S. Department of Labor announced the availability of approximately $2 million in funds for the first year (anticipated to be matched each year for 4 years) of a cooperative agreement for an employer-focused disability policy development and technical assistance center. The solicitation is a re-competition of an existing cooperative agreement. Seeking to build upon the prior work of ODEP's Employer Assistance and Resource Network on Disability Inclusion (EARN), the new center will conduct research; engage with the business community; identify effective policies and practices that support business needs; and provide resources, technical assistance, and training to help public- and private-sector employers (including federal contractors) recruit, hire, retain, and advance individuals with disabilities. The deadline to apply is June 24 (see grant ID FOA-ODEP-19-01).
Funding Opportunity: NYS RAEN RFP
The New York State Education Department (NYSED) Office of Adult Career and Continuing Education Services-Adult Education Program and Policy (ACCES-AEPP) is seeking proposals from organizations to plan and deliver quality, research-based professional development and training, and effective communication links to State and federally-funded agencies providing adult literacy services below the post-secondary level. The goal of the RAEN system is to provide staff development resources to improve the skills of adult education practitioners to improve the quality of the adult education and family literacy programs funded by ACCES-AEPP. The RAEN will provide technical assistance in coordination with ACCES-AEPP to assist adult education programs in meeting statewide benchmarks on the National Reporting System's core indicators and any other monitoring tools developed by NYSED. Applications are due June 20.
