Tourism leaders say the industry is lagging behind when it comes to attracting young New Zealanders into the sector.

Tourism Industry Aotearoa chief executive Chris Roberts announced the business case for a new raft of initiatives at TRENZ, the country's biggest annual tourism showcase in Rotorua, with hopes it will help address the shortfall.

The industry is preparing to attract an estimated 40,000 new employees needed to support growth over the next five years - a 20 percent boost on the current tourism workforce.

The three-year package can be broken down into three components - improving perceptions, bridging between young people and tourism businesses, and ensuring those working in the industry have positive experiences.

It includes industry open days, the creation of a school engagement programme and pledge to create a placement for businesses.

A recent study found two-thirds of tourism businesses rely on work visas for staffing.

Chris Roberts said tourism was often not viewed as a viable career option, which needed to change.

"Many other industries in New Zealand, such as the agriculture sector, are well advanced in their talent attraction strategies.

"As an industry, we're actually lagging well behind and historically have under invested in trying to attract people into our industry so the time's never been better to raise the profile."

The perception of wages was also viewed as a drawback for some.

Mr Roberts said offering a living wage had been considered as the industry finalised its sustainability goals - but he did not rule it out for the future.

"People need time to adjust their business model. Some businesses, they tell us, they would fold tomorrow if they suddenly paid everyone the living wage."

Wanaka women have been fighting for years for improved maternity care. They argue that their lives, and the lives of their babies, are put at serious risk due to the Russian Roulette decision of whether to stay in Wanaka to give birth - or drive to Dunedin.

The government will play a more active role in the future of tourism through its newly-unveiled vision.

The New Zealand-Aotearoa Government Tourism Strategy was launched by Tourism Minister Kelvin Davis and Conservation Minister Eugenie Sage this morning.

The new strategy aims to tackle challenges of growth, including the lack of visitors travelling into the regions and inadequate infrastructure while sharing the benefits more widely.

Mr Davis said the strategy was designed to deliver benefits to New Zealanders through productive, sustainable and inclusive tourism growth.

Tourism is a vital part of New Zealand's ongoing success, supporting national and regional economies, creating jobs and allowing us to celebrate who we are," Mr Davis said.

The strategy outlines plans for more collaborations with industry, iwi, local government and across the tourism and conservation sectors.

It described its tourism goals as long-term and aspirational.

"As a steward, government looks across the whole tourism system to make sure that it is working effectively, and that the other participants have the incentives, information and capability to play their respective roles" it said.

The strategy set five outcomes to guide the new strategy: focusing on the growth wanted from tourism, protecting and carefully managing the environment, developing and promoting high-quality, authentic visitor experiences, receiving support from communities, and making sure growth is spread across the regions.

Mr Davis said the strategy also sought to build stronger partnerships with Maori tourism operators, iwi, hapu and tangata whenua.

Ministry of Business, Innovation and Employment tourism system and insights manager Richard Davies said the strategy recognised the pressures being placed on New Zealanders.

"It recognises that governments actually got a key role in the tourism system both as a steward of the system so we don't have to just be reactive to tourism," Mr Davies said.

"We can actually hold some levers that can, I guess, lead to better planning and produce better results for New Zealand. That's what it's all about at the end of the day."

Conservation Minister Eugenie Sage said tourism could be a champion for sustainability and restoring the environment.

New Zealand's natural and cultural heritage is at the core of our tourism industry and our national identity. We must build a sustainable visitor industry that protects and cherishes this heritage for future generations, Ms Sage said.

As visitor numbers rise we must ensure the tourism industry is part of the solution for our biggest conservation challenges, including climate change, the impact of pest species, and habitat loss and degradation."

The tourism industry released its strategy for the future earlier this week at TRENZ.

Delays in the issue of work visas are continuing to frustrate local employers, in spite of recent pressure for improvements.

The upcoming ski season in particular is feeling the effects with one snow sports instructor contacting Crux claiming that up to half of ski workers are still facing visa delays with less than a month to go before the season starts.

Bjorn Nordahl, a snow sports instructor from Sweden, told us "Processing times for visas has been increased to ridiculous levels and that with immigration charging double the processing fee! Both the ski season is in danger as well as the future to bring high quality people to work in NZ."

Mr Nordahl went on to say that many ski workers overseas were extremely worried about the situation as they could not book flights to Queenstown until their visas were confirmed.

NZ Ski CEO Paul Anderson confirmed that there are immigration delays that he is working closely with Immigration NZ to resolve.

"We employ 1200 staff in total and seek around 300 essential skills visas largely for Snowsports Instructors so getting these processed is critical for our business to add to our local instructor base."Queenstown Chamber of Commerce CEO Anna Mickell has been pushing Immigration NZ for ways to improve the situation, explaining that in some cases the employers are making mistakes with their visa applications.

"One of the issues that Immigration NZ is facing is the volume of requests they get from employers that are not 'decision-ready' or in other words there are too many errors in them to be able to process first-time and they need to go back to the employer for further or correct information. This is a productivity issues for INZ, tying up their staff and slowing down total processing times.   They have requested our support in an education campaign to improve this situation. INZ also provide training videos etc. This goes some way to explaining some of the issues that are being faced by INZ."

"QLDC and the Chamber have, separately, put in a response to the Regional Workforce Planning Draft Strategy, which focuses heavily on improving processes for immigration.  We are waiting to hear back on how this will roll out. This draft strategy suggests a move back to regional employment hubs, a move the Chamber supported, however we have asked for greater granularity of data to allow Queenstown and Wanaka to be seen as a distinct region, separate from Otago as a whole."

All of which might be a little too late for some workers. Bjorn Nordahl observes from Sweden "It puts the whole tourism industry at jeopardy when NZ citizens can’t or won’t take these jobs and employers rely on foreign workers to keep businesses and the local economy going. Immigration has let everyone down on this. Many workers are hugely worried and anxious to get their visas now without any further delay."

The following media release has been posted by QLDC.

"Responding to community concerns, Queenstown Lakes District Council (QLDC) will be upgrading a section of Ballantyne Road in Wānaka following funding approval from the New Zealand Transport Agency (NZTA).

Queenstown Lakes District Council General Manager Property and Infrastructure Peter Hansby said the Transport Agency has agreed to fund 50% of the $6.4m project which would see the road sealed and upgraded to meet modern safety standards.

“Upgrading any legacy road is a difficult balancing act. We have worked very closely with the Transport Agency and many people in the Wanaka community to agree a preferred design that strikes a balance between safety,community requirements, active travel and affordability,” Mr Hansby said.  

The upgrade project will include a range of safety improvements, including:

 

  • A sealed surface and clear zone on both sides, significantly reducing the risk of crashes in the area. 
  • A low speed environment by design, i.e. paint markings or planting, with further traffic calming methods applied if necessary.
  • One metre wide sealed shoulders to allow for walking and cycling. 

 

Mr Hansby is thrilled with the news, noting that with such limited funding available for roading upgrades, securing a share of the project cost is a fantastic outcome for the Wānaka community.

“The Transport Agency has worked very closely with us to understand the need for improved safety on this road.  It is something the people of Wānaka have been asking for over a number of years so we are delighted to land on a solution that will see the road sealed and upgraded,” he said. 

Deputy Mayor Calum Macleod shared the sentiment, saying “This is fantastic news for an important link between Wanaka, The Airport and Luggate. The community has been pushing for an upgrade to the safe operation of this stretch of road for many years. I would like to congratulate NZTA and QLDC on agreeing to make this investment. It will be gratefully received.”

Following the completion of a detailed design and further community input, construction of the upgrade is scheduled to start 2020/21."
