June is Seniors' Month. Ontarians are living longer than ever, and older Ontarians make up a growing portion of Ontario’s population. It’s estimated that by 2041, approximately one in four Ontarians will be aged 65 or older.

The Ontario Securities Commission's (OSC) vision is a stronger and more secure financial future for all Ontario seniors. We continue to work on implementing our Seniors Strategy which includes a comprehensive action plan of targeted policy, operational, research, educational and outreach initiatives to ensure that older Ontarians’ needs are appropriately met by the OSC and the investment industry.

 
 

Our consumer website GetSmarterAboutMoney.ca has many tools and resources for older investors.

  • New resource hub for seniors. We recently created a new resource hub to give older Ontarians a convenient, central online location to find resources available to them: consumer protection, community and social services, physical and mental health resources, legal help and more.

  • Retirement planning. To get the most out of your retirement years, it’s a good idea to have an up-to-date financial plan as well as follow a budget and use savings plans to maximize financial and tax benefits. Check out these 7 ways to prepare financially for retirement.

  • Living your retirement. Transitioning from working life to retirement takes careful financial planning and decision-making. Knowing how much you'll need to save for retirement will help you better prepare for the future. Read about the rules for taking money out of your RRIF.

  • Review and track. You'll receive key information when you buy and sell an investment, as well as regular account statements. Use this information to stay on top of your investments and track your progress toward meeting your goals. Review your investment account information.

Mental Accounting

Last fall, the OSC's Investor Office published a national research study on investor knowledge, attitudes and behaviours.

Findings include:

  • Retirement preparedness: Younger Canadians are most likely to be optimistic about retirement, but least likely to have started saving for retirement. 39% of Canadians aged 18-34 expect their standard of living will improve in retirement, compared to only 8% of Canadians aged 55 and older.

  • Conversations about aging and finances: Most Canadian adults with parents aged 45 or older say their parents have not talked to them about how they would like their finances managed if they were no longer able to do so. However, over 4 in 10 (42%) Canadian adults with parents aged 85 or older reported that they are responsible for managing their parents’ financial affairs.

The CSA published for comment a proposed rule, National Instrument 25-102 Designated Benchmarks and Benchmark Administrators (Proposed NI 25-102), intended to implement a comprehensive regime for the designation and regulation of benchmarks and those that administer them.

The CSA published for comment Proposed Amendments to National Instrument 21-101 Marketplace Operation and Proposed Changes to Companion Policy 21-101CP Marketplace Operation.

Proposed National Systems Renewal Program Rule and Related Amendments

Comments due: July 31, 2019

The CSA set out next steps for a new integrated national information and filing system (the Renewed System) for Canada’s capital markets. The CSA is also proposing a new rule, National Instrument 13-103 System Replacement Rule, which would require filers to electronically transmit all documents to securities regulators through the new system, subject to certain exceptions.

Proposed Repeal and Replacement of Multilateral Instrument 13-102 System Fees for SEDAR and NRD

Comments due: July 31, 2019

The CSA set out next steps for a new integrated national information and filing system (the Renewed System) for Canada’s capital markets. The CSA is proposing to revise Multilateral Instrument 13-102 System Fees for SEDAR and NRD to implement a flat-fee model, rather than the current model where system fees are based on the number of jurisdictions where documents are filed.

Request for Comments on Proposed Amendments for At-the-Market Shelf Distributions

Comments due: August 7, 2019

The CSA published for comment proposed amendments to CSA National Instrument 44-102 Shelf Distributions (Proposed NI 44-102), which would replace exemptive relief that reporting issuers have generally required to conduct at-the-market (ATM) distributions of equity securities.
