2019 FOCA AGM and Spring Seminar


A special thanks to Barbara LeVasseur for attending the session on behalf of the association.  If you are interesting in attending one of these session please let us know.

I had the pleasure of attending the 2019 FOCA AGM and Spring Seminar for Lake Associations held March 2, 2019 at the Boulevard Club in Toronto.  Here is a brief summary of some of the highlights that were of interest to me.   For additional details, members of RLCA and thus members of FOCA can go to the FOCA website (www.foca.on.ca), sign in as members and look at a comprehensive summary of the meeting prepared by Michelle Lewin of FOCA.  (See the last paragraph below for sign in directions.)  The focus of this meeting was on planning—from organizational planning best practices for associations, to tips for successful engagement with rural municipal partners, to personal family planning to pass the cottage to the next generation.

A Naturalized Shoreline Tupperware Weekend


Later this summer, we are sponsoring a prototype event to encourage and help local homeowners with the naturalization of their shorelines. The two-day event, Aug 10-11 on Coleman Lake (we’re starting small…), is structured somewhat like an old-fashioned Tupperware party and will leverage the knowledge of Julia Sutton, of Sutton Environmental, who spoke at the 2018 RLCA Annual General Meeting. Here’s the plan, in a nutshell:
  • on the morning of the first day, Julia will do a tour of the lake, to assess the state of the shoreline vegetation.
  • later in the day, lake residents will meet with Julia for a general presentation on shoreline health, and the results of her morning assessment of the Coleman Lake shoreline.
  • throughout the 2 days, Julia will do as many in-depth assessments of properties on the lake as time allows. These will be at the request of the owners, at a cost subsidized by the RLCA.
  • throughout the 2 days, people will be able to place orders for plants from a list compiled by Julia from suppliers she trusts. Since this year’s event is occurring in August, the plants will be for a fall-planting schedule, and will be delivered directly to the purchasers’ doors (that’s the Tupperware part…)
The broader intention of this initiative is to host similar events around the Redstone area, each focused on a local shoreline (a lake, or part of a lake), with a goal to raise awareness of that shoreline’s health, and encourage neighbors to collaborate on how to improve it. To that end, potential hosts (or anyone who’s just interested in shoreline health) are invited to a drop-in on Saturday evening, August 10, to meet with Julia and hear about the details of hosting for their area. The Lake Kashagawigamog Organization (LKO) will be holding a half day seminar called “Love Your Lake” on July 20, 2019 at the Minden Community Centre starting at 9:00 AM.  The purpose of this event is to highlight the many factors that have a significant effect on lake health most especially proper septic maintenance, the promotion and preservation of shoreline vegetation and prevention and control of invasive plant and animal species.  We will have people with expertise in these three areas to present information and answer questions.  We also are inviting attendance by local businesses who work in these areas to  demonstrate their products and also answer questions.  
 
There will be an admission fee (LKO members free, advance tickets $15 or $20 at the door) which will include a lunch catered by McKeck’s.  We want to encourage all residents of the County to attend and help us in our goal of ensuring the protection of our lakes.
 
The LKO’s top priority is the protection of the Lake.  Both water quality and the maintenance and improvement of the shoreline are essential if we want to be able to continue enjoying this beautiful area.

Hazard buoys, No Wake, Channel and Swimming markers

Hazard, No Wake, Channel and swimming markers have been assembled and are ready for deployment.  Mike Johnson is co-coordinating the effort and you should see the results in a few weeks as we start moving them out. 

At its May 28th meeting Dysart Council adopted a new Fireworks Bylaw and a new Noise Bylaw.  The setting off of consumer fireworks, those anyone over 18 can purchase, is now limited to four holiday occasions/weekends (New Year's Eve, Victoria Day, Canada Day and the August Civic Day) each year as opposed to the previous situation which permitted fireworks any day of the year.

The new Noise Bylaw provides residents protection from unreasonable noise (for example, noise which inhibits normal conversation or enjoyment of nature, such as the sounds of birds chirping, from your deck) any time of the day and prohibits certain activities (construction, radio/music and yelling/hooting/shouting) between 11 p.m. and 7 a.m.

It is my hope that these new bylaws begin the process of signalling to all residences that peace and tranquility are important parts of life at the lakes in Dysart and that respect for one's neighbours is a shared obligation. 

Presumably you will again be reminding any property owner who needs a septic pumping in 2019 that they should be certain to have an inspection completed at the same time.

Cottage Succession Planning Seminar

Learn how to “Keep the ‘Family’ in the Family Cottage”

On Saturday, July 27th FOCA (Federation of Ontario Cottagers Associations), in conjunction with Kennisis Lake Cottage Owners' Association (KLCOA), is hosting a seminar on Cottage Succession Planning.

The presentation will be from 10am – Noon in the Logging Museum in the Haliburton Forest. The Forest is graciously providing this space for us for free in order to hold this important presentation.

Peter Lillico, an estate planning lawyer, is a frequent speaker on cottage succession planning and has been working with FOCA to deliver a series of seminars to cottagers’ associations around Ontario. According to Peter, “It’s not lack of interest, capital gains tax or other financial pressures that result in most family cottages going up for sale. It’s a consequence of friction within the family that arises from sharing ownership and usage. If your goal is to keep your family in the cottage for future generations, my goal is to help you develop an agreement to secure a lasting and successful succession, avoid family friction and prevent ‘For Sale’ signs sprouting.” 

Space is limited so that Peter has an opportunity to answer your questions. KLCOA members are getting a chance to sign up early before other Lake associations are invited. This seminar is free to FOCA and KLOCA members. Non-members will be charged $10 at the door if space is available.
