The Downtown Programme will create a generous and welcoming destination along the water’s edge that is recognisably Tāmaki Makaurau. Key projects are being accelerated within the programme. Subject to resource consent they will be completed by 2021, in time for the America’s Cup.
 
We are currently in preparation mode for the next construction phase of the Downtown Programme. From late June, we expect to start work on the big, transformational Downtown Programme projects; strengthening Quay Street’s seawall, enhancing the streetscape, and redeveloping the ferry basin. You can anticipate a flurry of activity once these get underway. 

In the meantime, this weekly newsletter will keep you up to date on progress, how you may be affected and who you can contact.

Seawall preparatory works moves east along Quay Street

Footpath in front of 139 / 131 Quay Street

Monday 10 June to July 2019




The seawall preparatory works currently underway on the western side of Princes Wharf are now close to completion. On Sunday night (09/06) the western site will be disestablished and a new site will be erected on the footpath outside 139 -131 Quay Street (see pink area in map above) so investigation works can continue.
 
While these works are underway there will only be one lane out of Princes Wharf. All turning options will be maintained from the wharf, but there will be a temporary loss of the dedicated LEFT turn out lane. We apologise for the inconvenience.

What to expect:
  • Noise (Use of air-vac machine, concrete cutting and excavation).
  • Works will progress westward back towards Princes Wharf intersection.
  • Loss of dedicated LEFT turn out of Princes Wharf.
  • Pedestrian access to and all surrounding businesses will be maintained throughout works at all times.
  • Working hours 7am to 6pm  Monday to Saturday. Please note that if required works may continue until 10pm.
  • Works expected to be completed by July 2019
 

Pedestrian island removal

Lower Hobson Street / Quay Street intersection

Wednesday 12 June to late June 2019




Between 9.00pm and midnight on Wednesday night (12/06)  traffic management will be established for the removal of the pedestrian refuge island (highlighted pink area in image above). This set-up requires barriers to be drilled into the pavement so there may be some intermittent noise.
 
The rest of the removal works will take place during the day. 
 
Description of works:
  • Removal of existing signals, breakout of existing traffic islands and installation of new trafficable surface to replace island.
  • Pedestrian crossing will be maintained using barriers and TMP.
  • This island removal will also result in the dedicated right turn into Princes Wharf becoming a permanent shared lane for straight through/ left and right turning traffic. 
 What to expect:
  • Noise (excavator, some breaking, hydro-vac)
  • Noise mats will be used
  • Minor adjustments to pedestrian movements going forward but the crossing will be maintained.
  • Working hours are 7.00am to 6pm Monday to Saturday

 

Tree investigations along Quay St footpath
Lower Albert Street to Queens Wharf 

From Monday 10 June 2019




These works commence next week and will involve concrete cutting works, air vac excavation and careful breakout of planter boxes around existing trees (see pink shaded area in image above).

What to expect:
  • Noise disruption (intermittent)
  • Reduced footpath width
  • Noise mats will be used
  • Working hours are 7.30am to 6pm
Access into all buildings and along Quay Street will be maintained.

 

 

Bus ramp installation
Northern end of Queens Wharf 

Monday 10 to 21 June 2019


Installation of new concrete bus ramp on the car park area just north Shed 10. These works are necessary to maintain access for large vehicles for cruise ships throughout ferry basin works.

What to expect:
  • Some noise from construction works (drilling, concrete cutting)
  • Lifting operations of precast panels
  • Increased site traffic on Queens Wharf
  • Reduced access to northern end but access will be maintained

PREPARATORY INVESTIGATION WORKS 

Princes Wharf entrance
Early May to 09 June 2019


Works continue in front of Burger Boy on the western side of  the Princes Wharf / Quay Street intersection and are programmed to be complete Sunday 09 June.

 

STORMWATER DRAINAGE INSTALLATION

Quay Street northern edge: Lower Hobson Street to Lower Albert Street .
Now  mid-June 2019


Stormwater installation works continue between Lower Hobson Street and Lower Albert Street.

These works involve:
  • Saw cutting intermittent
  • Excavation intermittent
  • Concrete breaking intermittent

ACTIVATION SPACE IN FRONT OF FERRY BUILDING


This area will be disestablished on Sunday 09 June to prepare for upcoming tree investigation works.
 


PROOF DRILLING FOR GEOTECH INVESTIGATION WORKS 

Queens to Marsden Wharf
Early May to late June 2019


Proof drilling works continue along the northern side of Quay Street between Queens Wharf and Marsden Wharf.There are 96 boreholes to drill so two drilling rigs will be working simultaneously to complete these works as fast as possible. An airvac machine is also required to clear the boreholes before they are drilled.

What to expect:
  • Noise levels similar to those experienced during utility trenching operation (air-vac machine, concrete cutting, drilling rig).
  • Noise mats will be used during loud works.
  • Working hours 7am to 6pm  Monday to Saturday. Please note that if required works may continue until 10pm.

PILE REPAIR & MAINTENANCE WORKS UNDER PIER 2

07 June to late - August 2019

 

The Downtown JV will be maintaining Pier 2 piles as part of the Downtown Programme. The piles need to be repaired which will require hydro demolition (powerful water blasting of old concrete from existing piles). All works will take place beneath Pier 2 and no barges are required.
 
Over the next two weeks scaffolding will be installed under the wharf and noise mats will be erected. The hydro demolition works need to be scheduled around the tides and will start around mid-June, and continue through until August 2019.
 
There will be a loud works stand down period between 12pm and 2.30pm (approx.) Monday through Saturday to help ease disruption to your customers during the lunch period.

All ferry services will operate as normal throughout works. 

To enable truck access, the canopy over Pier 2 has been removed. It will be reinstated following the works.

 
What to expect:
  • Quifworks early to mid-June 2019
  • Loud works mid-June to August 2019
  • Noise disruption (intermittent as they are tidal based)
  • Noise mats will be used on scaffolding under Pier 2
  • Working hours are 7.00am to 6pm Monday to Saturday
  • There will be reduced levels of noise between 12pm and 2.30pm (approx)

CLOUD DOOR INSTALLATION

Queens Wharf
04 June to late - June 2019

  • New roller doors being installed at the Cloud.
  • Minimal to no noise disruption
  • Access to the Cloud will be maintained but reduced at times when required

Over the next two years, activities and movement along and around Quay Street and the Ferry Basin will be affected by Downtown Programme construction as we work towards completion by 2021.

Please continue to drive with caution and be alert to the right turn restrictions that have been put in place to maintain traffic flow along Quay Street (see map below).

We are constantly monitoring the traffic flow and making adjustments where required, so please maintain awareness of any traffic layout changes as well as other road users and pedestrians.

TRAFFIC RESTRICTIONS TO NOTE

  • Reduced lanes into and out of Princes Wharf
  • No right turn into or out of Lower Albert Street
  • No right turn into Commerce Street from Quay Street
  • No right turn into Gore Street from Quay Street
  • No right turn into Britomart Place from Quay
  • Right turn permitted into Queens Wharf

Service investigations for upcoming seawall piling works underway across sections of the Queens Wharf entrance.

Red Fence protection 

Queen's Wharf westward


Heritage protection of the Red Fence along Quay Street is now underway.

Plywood frames have been made up protect the heritage fence and lamp posts during these construction works. These are currently being installed. 

Pier 2 maintenance 


Scaffolding being delivered to Pier 2 as part of the upcoming maintenance and pile repair works.  

These works will be noisy, but will keep Pier 2 safe and functional. Ferry services run as scheduled throughout.

To enable truck access, the canopy over Pier 2 has been removed. It will be reinstated following the works.


Information Pop Ups


Early morning commuters from all ferry services last week were handed a Downtown Programme brochure and encouraged to sign up for this weekly project newsletter as we move closer to construction.
 
The team were there from 7am to 10am Tuesday and Thursday and it was encouraging the number of people interested in reading and talking about the Downtown transformation.

Make Give Live - Knit in Public Event

Saturday 08 June | 10.30am to 12.00pm 

La Cigale Britomart Takutai Square

Come along and spread the joy of knitting far and wide. Knit In Public Day is a world wide event, knitters around the globe gather together in public to show the community how amazing the craft is. Bring your knitting to Britomart and sit and knit for a while, stay for half an hour, or stay for the whole session! The aim is to keep the art alive, pass it on to the next generation and promote the wonderful material of wool to the world.

Make Give Live bring communities of knitters together to make hats and other accessories that are sold - but the lovely part is that  for every item sold one is donated  to someone in need in NZ.

The plan is to hand out hats and accessories to people that really need them in our city on the day, so if you have any handmade items lurking at the bottom of your cupboard, please bring them along! Can't wait to get knitting!
