2019 North Carolina Farm Act

The 2019 North Carolina Farm Act was successfully amended and given a favorable report by the Senate Agriculture/Environment/Natural Resources Committee. From here, the bill will be sent to the Senate Finance next week Committee followed by both the Senate Judiciary and Rules Committees. Two amendments were incorporated into the Farm Act to clarify that certain information about farmers used by Soil and Water is confidential. We also passed a change to the Agritourism Section to add Equestrian Activities and set guidelines for the structure of shooting ranges.

FEMA Approves $2.6 Million for Duplin County Debris Removal

The Federal Emergency Management Agency has approved nearly $2.6 million to reimburse Duplin County for debris removal following Hurricane Florence.

Beginning Sept. 7, 2018, the county hired contractors to remove vegetation and other debris from public rights of way throughout the county. The approved funds cover work completed through March 22, 2019.

FEMA’s Public Assistance program provides grants for state and local governments and certain private nonprofit organizations to reimburse the cost of debris removal, emergency protective measures and permanent repair work.

Public Assistance is a cost-sharing program. FEMA reimburses applicants at least 75 percent of eligible costs, and the remaining 25 percent is covered by the state of North Carolina. FEMA’s share for this project is more than $1.9 million. The federal share is paid directly to the state, which disburses funds to agencies, local governments and certain private nonprofit organizations that incurred costs.
