Neighborhood Watch Program
Written by Erin Roche, University of Maryland Francis King Carey School of Law
For many years, neighbors have come together to create neighborhood watch groups. These groups encourage neighbors to look out for each other and promote safety for the community. Seminole County certainly encourages these groups and the Sheriff’s office has laid out an effective chain of command to ensure that individual programs run smoothly. The Sheriff’s office also allows for interested residents to set up an appointment with the office to answer any questions that they may have about starting a neighborhood watch group in their own community.
Each group should be made up of three components: the Coordinator, Block Captains, and the other residents. When a suspicious incident occurs and a resident who is part of the neighborhood watch sees this incident, they must first report it to the Sheriff’s office. It is very important that residents do not engage or try to become involved in the situation. After reporting to the Sheriff’s office, the resident should then contact their Block Captain who will alert the Coordinator. The Coordinator is to make sure that all the Block Captains are aware of the situation so that they may alert the residents on their block.

Business Security Assesment
Written by Erin Roche, University of Maryland Francis King Carey School of Law

The Seminole County Sheriff’s Office will provide free on-site security assessments to businesses in the county. Assessments can not only offer specific recommendations for businesses to protect themselves and reduce the risk of crimes committed against them like robbery or burglary. The assessments will be provided by specially trained deputy sheriffs who use Crime Prevention Through Environmental Design principles to check the property and identify vulnerable areas.
If you are interested in getting an assessment or finding out more information, contact the Neighborhood Services Unit at 407-665-6880 or email: crimeprevention@seminolesheriff.org

New Texting and Driving Law

Written by Erin Roche, University of Maryland Francis King Carey School of Law

In order to make Florida's roads safer, the Florida legislature has voted to amend the “Florida Ban on Texting While Driving Law” or s. 316.305, F.S. The bill was recently signed into law by Governor Desantis and it will make some significant modifications to the original law. It should be noted however that if the bill passes, from October 1, 2019 to December 31, 2019, police officers will simply offer a written or verbal warning for violations of the law and after January 1, 2020, citations will be issued for violations.
The law will continue to prohibit texting and operating a motor vehicle, although there are some exceptions like if a driver is receiving texts related to the operation of the vehicle, reporting criminal activity, or safety related information. The law also redefines the term “wireless communication device” so that the law is not limited to cell phone usage but also extends to tablets, laptops, electronic game consoles, and any kind of two-way messaging system.
It is also stated that if a motor vehicle accident caused by the use of a handheld communications device results in death or serious bodily harm, billing records for said wireless device are admissible as evidence in proceedings related to the accident. Law enforcement officials will record the type of device used in the citation. If a driver receives a citation, it is punishable as a moving violation and the offender will have three points assessed against their license. There will be a wireless communications device driving safety program that offenders may participate in to waive their penalty if the clerk allows. The clerk may also dismiss a case for first time violators that prove purchase of equipment that allows for handsfree use of their device while driving.
