At their annual Convention in Vancouver Washington, the Washington Society of Association Executives (WSAE) awarded WSTA Executive Director Justin D. Leighton with their top award, Association Executive of the Year. 

Established in 1968, WSAE is the "association of associations" in Washington State. WSAE represents more than 225 association executives, staff specialists, and industry partners.

On behalf of the entire Association, I want to congratulation Justin on a job well done.

There is a room block secured at the DoubleTree Hotel by Hilton however space is limited.  Once the room block is full Conference attendees will need to find nearby hotels. Visit the Lodging page for suggested alternatives.

Getting There:
DoubleTree does charge for parking. If you're from a local agency and not staying the night we recommend taking transit.  The Conference is located on several Sound Transit Regional Express Bus Routes, Link Light Rail and Sounder Train in Tukwila as well as several King County Metro bus routes including the RapidRide. Obviously located near the SeaTac International Airport for easy flying. 
 

Conference Sessions 

WSTA is working to program over 40 sessions, four general session speakers including keynotes and several tours.  WSTA hopefully plans to announce a draft program next week.   In the meantime here are some key things to remember. 

Monday, August 19th: 
  • WSTA Vanpool Committee will meet during the 1st and 2nd Breakout Series (Morning Sessions) 
  • WSTA Operations Committee will meet during the 3rd and 4th Breakout series (Afternoon sessions) 
  • WSTA is working with King County Metro, Sound Transit and Kitsap Transit to offer 7 unique tours in the region. These tours will be Monday Morning between the 1st and 2nd General Sessions. Here are the tentative Tour Titles.

RTAP Scholarship for Conference

RTAP scholarships are available for the 2019 WSTA Public Transportation Conference on a first-come, first-served basis up to 25 scholarships. Reimbursement limit is $750. No more than 2 applications from any one agency. Qualifiers such as rural service and financial need still apply. House and Senate Updates Regarding FY 2020 Appropriations

The House of Representatives considered its first Fiscal Year (FY) 2020 appropriations “minibus” this week. The four-bill package (H.R. 2740) includes: Labor-Health and Human Services-EducationEnergy and Water DevelopmentDefense; and State-Foreign Operations. House leaders removed Legislative Branch funding legislation from the first minibus following a dispute over pay increases for Members of Congress. The House started considering hundreds of amendments this week and will continue to do so into next week. We will provide a summary of any major policy changes that result. We also expect the House to vote on passage of the first measure and consider a second FY 2020 appropriations “minibus” (H.R. 3055) with at least five bills next week: AgricultureTransportation-Housing and Urban DevelopmentCommerce-Science-JusticeInterior-Environment; and Military Construction-Veterans Affairs.

The House Appropriations Committee passed its final two Fiscal Year (FY) 2020 spending bills: 1) Financial Services and General Government and 2) Homeland Security. For more information on the Homeland Security bill, see Chairwoman Lowey’s statement or Subcommittee Chairwoman Lucille Roybal-Allard’s statement. You may also view the June 7th edition of this report for more information regarding line items in both measures.

Senate Republicans led by Senate Appropriations Chairman Richard Shelby met with senior Administration officials, including White House Chief of Staff Mick Mulvaney and Treasury Secretary Steven Mnuchin, to discuss how to raise spending caps enacted by the Budget Control Act of 2011 for Fiscal Years (FY) 2020-2021. The Senate Appropriations Committee needs to determine and overall spending limit to proceed with their FY 2020 bills, and discretionary programs would be sequestered by 10 percent automatically if they fail to reach a compromise. Chairman Shelby indicated that the upper chamber may pass a Deeming Resolution in order to allow appropriators to begin drafting FY 2020 funding legislation at a top-line spending figure absent a traditional budget if that is the case next month.

Exciting news for 2020!
 
Next year we’re partnering with the American Society of Civil Engineers for their 2020 transportation conference in Seattle, WA. WSDOT’s Innovations and Partnerships conference will be on Tuesday, May 26, 2020 at the Hyatt Regency Seattle. ASCE’s flagship three-day conference in transportation and development kicks off the next day with an emphasis on showcasing collaborative, smart and integrated mobility solutions.

WSTA Job of the Week:

Deck Hand
Kitsap Transit

We are recruiting for a Deckhand (as needed) to join our team to perform deckhand duties on a small passenger ferry vessel and assist the Captain in operating the vessel safely, reliably and in conformance with the rules and regulations of the United States Coast Guard regulations and agency policy.

The person in this position will perform routine inspections of the vessel and its components, checking on all operating and safety equipment as well as electronics componentry to ensure that the vessel is seaworthy in every respect. This position is also responsible for inspecting the operational status of emergency backup controls on a daily basis prior to departing homeport and performing safety inspections and drills. The person in this position will need to perform lookout duties in compliance with national & international marine standards. The person in this position will also need to stop the vessel and passenger operations and take corrective actions immediately, if an unsafe condition exists.
