City Council Considers 5G Wireless Facilities

The Sausalito City Council took action at its meeting on June 11 to move forward with amendments to the City's zoning ordinance governing wireless telecommunications facilities like the small-cell installations used for 5G networks. The ordinance regulates the deployment of new telecommunications facilities to the extent allowed by federal and state law. The regulations are primarily based on aesthetic concerns, as federal law prohibits municipalities from restricting the installation of telecommunications facilities based on health concerns or through the introduction of high fees for installation permits.

Also at the meeting on June 11, and in response to public comment, the City Council directed City staff to research what other municipalities have done to regulate 5G networks in their communities and what legal actions are underway. Staff will report back to the Council in August or September 2019. If the Council determines that further amendments to the ordinance are warranted, a public hearing will be announced to Sausalito residents.

A second reading of the amendments to the City's zoning ordinance will take place at the City Council meeting on Tuesday, June 18. If approved, the ordinance would go into effect 30 days later.

New Additions to 2019-20 City Budget

At its meeting on June 11, the City Council reviewed recommendations for supplementary additions to the City's fiscal year 2019-20 budget, which covers the time period July 1, 2019, to June 30, 2020.

Fiscal year 2019-20 is the second year of a two-year budget cycle which began on July 1, 2018. A preliminary budget for 2019-20 was set as part of the 2018 budget process, so this year's budget process involves making relatively minor changes. The City is projecting total general fund operating expenditures of approximately $20,200,000 in 2019-20, with operating revenues exceeding operating expenditures by $488,000 and general fund reserves of $1,175,000.

The following additions to the City's 2019-20 budget were reviewed by the City Council and moved forward for final review:

Requests from City Departments
  • Request from City Administration to update the City's financial system ($15,500)
  • Request from City Administration to upgrade the City's computer system to Windows Exchange Server 2019 ($31,712)
  • Request from City Administration to install video recording equipment in the City Hall Conference Room ($35,000)
  • Request from City Administration to outsource the video recording of City Council meetings to the Community Media Center of Marin ($18,000)
  • Request from the Community Development Department to fund phase one of a records management program to digitize the City's building and planning archives ($50,000)
  • Request from the Sausalito Police Department to replace the recording system for the interview room at the police station ($54,000)
  • Request from the Sausalito Police Department to restore the position of captain ($15,000)
Requests from Community Partners In addition to the items above, the City Council added an appropriation of $50,000 for disaster preparation, prevention, and geologic mapping.

Mobile Shower Service to Continue at Marinship Park

At its meeting on Tuesday, June 11, the City Council approved a resolution to continue offering mobile shower service on two mornings per week at Marinship Park. The service is provided by Downtown Streets Team, whose staff also provides shower users with information about housing and employment services and other forms of assistance.

In the staff report recommending the extension of the program that began in December 2018, the Sausalito Police Department cited the following statistics:
  • Beneficiaries of the program have taken 581 showers
  • The vast majority of people who have used the mobile showers are from the Sausalito community and live on boats on Richardson Bay, in vehicles, or on the street
  • 29 shower users have been newly entered into the county's Homeless Management Information System (HMIS)
  • 46 shower users have been assessed using the county's vulnerability index service prioritization decision assistance tool (VI-SPDAT)
  • Approximately 50% of boat-dwellers who have used the mobile showers have expressed interest in getting into permanent housing
  • Approximately 75% of those living on land who have used the mobile showers have expressed interest in getting into permanent housing
  • The police department has received zero calls for service related to the mobile shower program
  • The police department reports no increase in the overall number of calls for service at Marinship Park

Open House on June 17 to Review Proposals for Fort Baker

The National Park Service has received five proposals from prospective commercial partners interested in rehabilitating the boat shop and marina complex at Fort Baker, which consists of an 8,200-square foot main building, three smaller outbuildings, a deck, and a guest dock.

The partner that emerges at the end of a review process will be responsible for rehabilitating the existing facilities and operating a new waterfront community center. Suggested elements for the new community center include a restaurant and bar, an event venue, and a public marina for day use.

As Fort Baker's neighbors to the south, the residents of Sausalito are likely users of the new facilities. Sausalito would also see potential impacts if the new facilities generate additional traffic to the area.

As part of getting Sausalito involved in the decision-making process, the National Park Service will host a drop-in open house on Monday, June 17 from 6:30 to 8:30 p.m. in the Edgewater Room of Sausalito City Hall. At the open house, each of the prospective commercial partners for the boat house and marina project will have a table from which to distribute informational handouts and engage members of the community.

Based on feedback from the public and its own evaluation of prospective partners, the National Park Service plans to release a short list of candidates for further consideration in late 2019. The partner that is ultimately awarded with the project will begin rehabilitation of the complex in 2020 or 2021, with an expected 20-year lease for operations.

Public Hearing on Sewer Rate Increase Scheduled for June 18

Every five years, the City of Sausalito assesses its sewer management costs and needs, then establishes sewer rates to support those needs. Based on the current rate study, the City of Sausalito is proposing to raise the City's rates by an aggregate of 4% per year over the next five years. Funds generated by the higher rates will make it possible for the City to make capital improvements that are necessary for us to continue to maintain compliance with Clean Water Act requirements. A public hearing on the proposed increase is scheduled for June 18, 2019.

The new proposed rates are shown in the table below:
Sewer Rates
The City of Sausalito collects and transports raw sewage through a system of pipes and pump stations. The sewage is then sent to the Sausalito-Marin City Sanitary District interceptor.

Between 2014 and 2018, the City successfully reduced sanitary sewer overflows by 70 percent through a proactive maintenance and rehabilitation program. As the City's 80-year-old system continues to age, additional repairs and replacements are needed.

The City's residential rate structure follows the approach that was approved by a majority of ratepayers and adopted by the City Council in 2014. Sewer rates are allocated to one of four customer classes:
  • Single Family
  • Single Family Attached
  • Duplexes
  • Multi-Family
Eighty-eight percent of the sewer rate is comprised of a fixed charge for installed infrastructure, and the remaining 12 percent is an adjustable volumetric charge that is calculated based on winter water use for each customer class. During winter, water usage closely reflects indoor water usage and consumption. The volumetric component is adjusted annually based on average winter water usage for the prior fiscal year across all customer classes. A unique fixed and volumetric charge is assigned to non-residential customers.

The public hearing at which the City Council will consider and decide upon the proposed sewer service rate increase is scheduled to take place at 7:00 p.m. on Tuesday, June 18, 2019, in the Council Chambers at City Hall. Time will be available for members of the public to provide their comments to the Council.

Any affected property owner or tenant may submit a written protest to the proposed increase to the sewer service rates. Each protest must be in writing, state that the identified property owner or tenant opposes the proposed changes, identify the parcel for which the protest is made (by assessor's parcel number or street address), and include the signature of the property owner or tenant. Only one protest will be counted per parcel. Protests may be submitted by mail to the City of Sausalito, 420 Litho Street, Sausalito, CA 94965. Protests may also be hand-delivered before or at the public hearing on June 18. To be counted, protest documents must be received before the hearing ends. If a majority of property owners submit a protest, the Council cannot adopt the proposed rates.

New Tennis Courts at MLK Park Are Ready for Play

The renovated tennis courts at MLK Park
Renovations to the five tennis courts at MLK Park have been completed and the courts are now ready for use. Work performed by Maggiora & Ghilotti, Inc. included the complete removal and replacement of the court surface, new nets and posts, new fencing fabric on the east side of the courts, the creation of a new van-accessible parking stall on Coloma Street, and a new accessible path of travel to the courts.

The City Council approved the closure of Caledonia Street for the City of Sausalito to host National Night Out. The City Council adopted Resolution No. 5809 continuing the Declaration of a Local Emergency Related to Storm Activity and Landslides and authorized by Resolution No. 5810 the extension of construction hours for debris removal.
  • 5C. Pilot Mobile Shower Program Update and Request for Adoption of Program (Read the Staff Report)
The City Council received and filed the update on the Mobile Shower Pilot Program and adopted the program. Quarterly reports will be provided to Council. The City Council adopted Ordinance No. 1271 to amend the Sausalito Municipal Code by adding Chapter 11.40.

Pedestrian and Bicycle Advisory Committee. The role of the Pedestrian and Bicycle Advisory Committee is to provide the City Council with recommendations on bicycle and pedestrian circulation in the community.

Previous meeting. The Pedestrian and Bicycle Advisory Committee held a regular meeting on Monday, May 20 in the City Hall Council Chambers. Topics on the agenda included the General Plan Update, safe routes to school, traffic congestion, and the committee's update to the City Council on May 28.

Upcoming meeting. The next meeting of the Pedestrian and Bicycle Advisory Committee will be held at 6:30 p.m. on Monday, June 17 in the City Hall Council Chambers. Parks and Recreation Commission. The seven-member Parks and Recreation Commission advises the City Council on the activities of the Parks and Recreation Department, on planning and policy matters related to City of Sausalito parks and recreation areas, and on the management of public art in Sausalito.

Previous meeting. The Parks and Recreation Commission held a special meeting on May 29. At the meeting, the commission voted unanimously to request that the City Council appropriate $25,000 for the planting of trees at MLK Field.

Upcoming meeting. The Parks and Recreation Commission will hold a regular meeting on Wednesday, June 19 at 6:30 p.m. in the Edgewater Room on the lower level of City Hall. Topics on the agenda include the General Plan Update and the commission white paper requested by Mayor Joe Burns.

Business Advisory Committee. The Business Advisory Committee is a standing subcommittee of the Sausalito City Council. Its nine members are tasked with evaluating the economy of the City of Sausalito, identifying actions to promote the economic health of the business community, and performing other duties as requested by the City Council.

Previous meeting. The Business Advisory Committee met on May 16. At the meeting, the committee members discussed how to make opening a business in Sausalito a friendly process, the implementation of new business tax rules, committee reports to the General Plan Advisory Committee and the City Council, and the committee's goals for 2019.

Upcoming meeting. The next regular meeting of the Business Advisory Committee will be held on Thursday, June 20 at 8:00 a.m. in the City Hall Conference Room. The committee members will continue discussions regarding their presentation of the three-part Economic Development Report to the General Plan Advisory Committee and the scheduling of a joint meeting with the Hospitality Business Development Committee. There will also be an update on the City's new business license ordinance and permit process.

Hospitality Business Development Committee. The role of the Hospitality Business Development Committee is to promote the hospitality and tourism industry in Sausalito and make recommendations to the City Council. Membership of the committee consists of two representatives from the hotel industry, two representatives from the restaurant industry, and two representatives from the Chamber of Commerce.

Previous meeting. The Hospitality Business Development Committee met on Thursday, June 6. At the meeting, the committee discussed the strategic marketing plan to be presented to the City Council on June 11.

Upcoming meeting: The next meeting of the Hospitality Business Development Committee will be held on Thursday, June 20 at 10:00 a.m. in the City Hall Conference Room. At the meeting, the commission will revisit the strategic marketing plan in the wake of the City Council meeting on June 11.

News from City Departments

Public Works. As part of the City's 2018 Streets Project, a City of Sausalito contractor will be installing striping and pavement markings along Caledonia Street and Spencer Avenue during the week of June 17.

Work on Caledonia Street will take place between Napa Street and Johnson Street. Work hours are 8:00 a.m. to 6:00 p.m. on Monday, June 17 and Tuesday, June 18. Caledonia Street will remain open, but parking will be limited. Traffic will be controlled by use of flaggers.

Work on Spencer Avenue will take place between Prospect Avenue and the Highway 101 frontage road on Wednesday, June 19. Work hours are 8:00 a.m. to 6:00 p.m. Spencer Avenue will remain open but controlled by use of flaggers.

Public Works. PG&E has scheduled urgent overnight repairs in the vicinity of 412 Pine Street for Wednesday night and Thursday morning, June 19 and 20. Approximately 120 PG&E customers in the area will experience a power interruption. Those affected should have already received notification from PG&E. If you are not sure if your address will be affected, please contact Assistant Engineer Bryant Ho of the City of Sausalito at (415) 289-4191 or JJ Stowaser of PG&E at (925) 519-0074. The power interruption should only last about an hour. 

Construction activity will include the operation of cranes and heavy equipment. The noise will be significant if you are a resident of Pine Street. Construction is expected to last throughout the night.

Public Works. PG&E has notified the City of Sausalito that its crews will be replacing a steel gas main on Booker Avenue through July 12, 2019. The road will be closed Monday to Friday from 8:00 a.m. until 6:00 p.m. Please use alternate routes and plan accordingly. Public Works. Atwood Avenue will be closed just east of the driveway at 26 Atwood on Monday, July 1 for construction work related to underground utilities. The closure will detour traffic around Atwood between North Street and Bulkley Avenue. Please expect delays if you live on Atwood. After the utility work has been approved, pavement restoration work will require a second road closure in the same location.

Administration. The City of Sausalito has been advised that Golden Gate Ferry schedules will not change for the summer season. Current timetables will remain in effect through Sunday, September 22, 2019.
VIEW THE SAUSALITO SCHEDULE FOR THE GOLDEN GATE FERRY
Administration. In collaboration with PG&E, the Golden Gate National Recreation Area (GGNRA) has closed a series of trails and fire roads in and around the Alta Fire Road, Rodeo Valley Fire Road, Oakwood Valley Trail, and Bobcat Trail. These areas in the Marin Headlands will be closed to all visitor access until sometime in July 2019. The closures will ensure visitor safety during the replacement of power lines which provide power to the City of Sausalito and all park lands in the Marin Headlands.

The project is part of PG&E's high-priority transmission line replacement project for ten towers within the GGNRA in Marin County. One additional tower requires lower-priority repair work. As part of PG&E's Wildfire Safety Inspection Program, it was determined that corrective repairs were necessary for the towers on the Ignacio-Alto-Sausalito 60kv transmission line.

Parks and Recreation. Sausalito Parks and Recreation and Super Soccer Stars are pleased to offer summer soccer classes for ages 1 to 7 years. Two four-week sessions for five age groups between the ages of 1 and 7 will be held on Saturday mornings at Marinship Park from June 29 to July 20 and August 10 to 31. Coloring and Doodling Party for Adults. Come relax and join the coloring party on Tuesday, June 18 from 4:00 to 6:00 p.m. in the Edgewater Room of City Hall. We provide a stress-free atmosphere, soothing music, and delicious refreshments so you can unleash your imagination. The Sausalito Library provides all coloring supplies, and we can help you make bookmarks and buttons from your artwork. Seating is limited for this free program. Mail, Contacts, and Calendars on Your Mac. This Sausalito Library workshop at 10:30 a.m. on Thursday, June 20 will focus on the Apple applications for your personal life: managing your people, your time, and your communication. You will learn how to create contacts and calendar events and sync them to your iPhone and iPad. You will also discover the basics of Apple Mail and learn workflows and organizational strategies to master your email. Instructor Jon Hartman is a computer consultant specializing in Apple devices who also teaches classes at the libraries in Mill Valley and Tiburon.

Marin Poetry Center Traveling Show. The Marin Poetry Center Traveling Show brings together local poets to read their own or others' work aloud. In groups of no more than five, these poets hold forth at coffee houses, bookstores, libraries, and civic sites. The shows are short, punchy, pithy, and informal. The Sausalito show will be hosted by the Sausalito Library in the City Hall Council Chambers at 7:00 p.m. on Thursday, June 20. Poets include Louise Yost, Sy Margaret Baldwin, Robin Lee, Carol Sheldon, and Angelika Quirk. All are welcome to attend. The Marin Poetry Center is a local organization dedicated to the development and appreciation of poetry.

Edible Flowers: Beyond the Beauty. Have you ever wondered if you can eat your flowers? In some cases, you can! Many of these edible beauties are easy to grow over the course of a season. Join Jenine Stilson on Thursday, June 27 at 7:00 p.m. in the City Hall Council Chambers to learn which flowers or parts of flowers are safe to eat — and some that you should avoid. We will cover ornamentals, herbs, flowers of fruits and vegetables, and even weeds, and give you creative ideas on how to use them. Jenine became a UC Marin Master Gardener in 2014 and has been a leader of the Edibles Guild for the past three years. This program is co-sponsored by the Sausalito Library and Sausalito Beautiful.

4th of July in Sausalito. This three-part event on Thursday, July 4 begins with a parade of floats, bands, classic cars, local officials, and organizations. The parade starts at the intersection of Second Street and Main Street at 10:00 a.m. and ends at the corner of Caledonia and Litho streets. After the parade, the party gets going at Robin Sweeny Park with food and entertainment, a tug of war, an egg toss, and live music and dancing. The finale at Gabrielson Park at 6:30 p.m. features more live music, followed by Sausalito's legendary fireworks display.

Author Reading: Houseboat Wars. It's 1977, and battles rage on Richardson's Bay over attempts to evict hundreds of houseboat dwellers, most of them young and rebellious, in the new novel Houseboat Wars by Charles Bush. Kirkus Reviews writes, "In this thriller, a houseboat community's legal case against developers culminates in murder.... The attorney protagonist getting caught up in more melodrama than lawyering makes for an unusual but convincing tale." Charles Bush is a former attorney whose clients ranged from residents of Sausalito houseboats to inmates on San Quentin Prison's Death Row. This special Sausalito Library program will take place on Tuesday, July 9 at 7:00 p.m. in the Edgewater Room of City Hall.

Caregiver Support Group. Are you or someone you know caring for a loved one who is suffering from cognitive impairment? Consider joining the Sausalito-based Caregiver Support Group, led by facilitators affiliated with the Alzheimer's Association of Northern California. The next monthly meeting will be held on Saturday, July 13 from 10:00 to 11:30 a.m. in the Rotary Village Community Room at 701 Coloma Street in Sausalito. The group offers caregivers the ability to exchange information, talk through challenges and ways of coping, and share feelings and frustrations. Ed Hardy: Deeper than Skin. The Sausalito Library invites you to a presentation on the first museum retrospective of renowned tattoo artist and California native Ed Hardy. This special program presented by museum docent Gretchen Turner will take place on Thursday, July 18 at 2:00 p.m. in the City Hall Council Chambers. Deeper than Skin tracks Hardy’s goal of elevating the tattoo from its subculture status to an important visual art form. The exhibition surveys Hardy's life in art that has as its inspiration both traditional American tattooing and Japan’s ukiyo-e era culture.  The corresponding exhibit at the de Young runs from July 13 to October 6.
