Infrastructure News is the quarterly newsletter to keep our suppliers up to date with new policies, common queries and issues about Ministry of Education property and infrastructure.

Version three of the forward construction project pipeline now available

We recently published the third version of the Ministry of Education forward construction project pipeline. 

The forward construction project pipeline provides indicative timings of anticipated construction tenders over $500,000 to be released via the Ministry’s Construction Directory.

New consultancy and minor works contracts

The Ministry has recently updated some of its standard construction and construction consultancy contracts to make these contracts easier for Schools and Consultants to use.
 
The contracts which have been updated are:
  • Short Form Agreement for Consultant Engagement (Contract value: Up to $50,000.)
  • Conditions of Contract for Consultancy Services (Contract value: $50,000 and above.)
  • Minor Works Contract (Building Works Contract value $5,000 to $50,000)
These new contracts and updated guidance notes are now available on our website page for contract templates.
 
The latest versions of these contracts should be used for all new Construction and Construction Consultancy Services engagements. The updated contracts do not impact any existing contracts Schools have in place.

The changes to the CCCS (Conditions of Contract for Consultancy Services) are a result of a Crown construction group review led by the Ministry of Education. The group consisted of key government construction buyers and key construction industry groups. The group has worked together for a year to agree a common set of Crown special conditions to be used by participating Government agencies.

Refresh of the Ministry of Education website property pages

The Ministry has restructured the school property and transport information on the education.govt.nz website for schools and suppliers.
 
The purpose of the restructure is to make the website easier for users to navigate and quickly find the information they are looking for.
 
While you will notice changes to the structure of the information, there are no changes to policy or processes and we have not removed any information from the website.
 
All information for suppliers (including project managers, 10YPP consultants, designers, architects, transport service providers and ICT suppliers) can still be found in one section: http://education.govt.nz/suppliers
 
Key changes to this section: If you have any saved bookmarks to pages on our website these will now need to be updated. If you have any questions or issues finding information, please contact EIS.webservices@education.govt.nz

Ministry of Education recognised for innovation

The Ministry of Education has been recognised for two awards relating to innovation in procurement and legal services.
 
Our Construction Directory was a finalist and was awarded Special Recognition for “exceptional nominations and contribution to the procurement industry in New Zealand” in the Innovation category at the EY New Zealand Procurement Excellence Awards. This award recognises procurement teams or individuals pushing the boundaries of innovation in procurement and those who deliver value-adding solutions to both clients and New Zealand.
 
Our in-house legal team also won the Artemis Executive Recruitment In-house Innovation award at the In-House Lawyers Association of New Zealand. This award was won for our adoption of a contract automation tool called ContractExpress.
 
Contract Express enables our frontline delivery mangers to prepare initial standardised contracts for medium and major works projects. The benefits of adopting ContractExpress are largely seen internally, but will be felt externally through faster turnaround times. Following the implementation, we have seen reduced drafting time, increased consistency and quality of contracts, and better data on contract contents and the contracting process which will help us continue to get better.

How we’ve been responding to your feedback

Late last year we sent a survey out to the industry to gain a better understand how the Education Infrastructure Services (EIS) was perceived.
 
The survey was sent out to a number of external suppliers across our professional services and construction areas to seek feedback on how to create positive relationships with stakeholders, streamline processes, improve communication, build trust and confidence and align with the overall Ministry and EIS strategies.
 
If you took part in the survey, we’d like to thank you again for sharing your thoughts. We think it is really important that we hear what you have to say and we will carry them out regularly going forward.
 
Thanks to your feedback we have made a number of changes that we hope will improve how we work together. These changes all focus on improving the way we do things to give a better service to our stakeholders. We are committed to making sure that improvements are made and outcomes improved.
 
We have summarised the key themes for in the PDF below along with progress to date and further opportunities for improvement for your information.
