It's been a busy couple of weeks for the HEA!

HEA Queensland held their AGM and Elected a new State Chapter Committee!

A formal thank you to Miranda, Chelsey, Zoe and Susanna for forming the State Chapter and championing it for the last two years.
The five new HEAQ Committee members are:
  • Fiona Edmunds - President
  • Christine Fosbery - Secretary
  • Kaylah Voltz - Treasurer
  • Ken Woolford - State Liaison
  • Terry Harding - ordinary member

The EGM was held this past Saturday on 22 June 2019, fulfilling the remainder of the annual reporting requirements for 2017 and 2018.



Treasurer David Walters submitted both the 2017 & 2018 Financial Reports to the ACNC on 23 June.
Formal Association Minutes and Activity Reports were delivered by Vivienne Fox for 2017 and 2018, in her capacity as the recognised President for both years. All reporting requirements have now been satisfied for the Office of Fair Trading and the Australian Charities and Not-for-profits Commission.
A Special General Meeting was also held on 22nd June. The meeting contained a Special Resolution put forward by the Committee for the Members to vote upon.
 
The vote was 41 in-favour, and 17 against.  However, the Resolution did not carry as it required 75%.
The Resolution proposed was that the 5 May 2018 meeting held by members be recognised as the valid AGM for 2018.

Because this did not pass, formal annual reporting decisions made at the meeting, including the dissolving of the the previous committee, did not hold. This means that Vivienne Fox continued as the recognised President of the HEA after 5 May 2018 and, as stated above, she therefore delivered the official annual reports for the HEA for 2017 and 2018 at this weekend's EGM.

Western Australia Consultation

HBLN Home Education WA was recently invited to take part in the Department of Education's standard 5 yearly policy review on Home Education.

Details on the initial consultation phase of the review (attended by HEWA committee members), are on this link at HBLN.

This policy applies to staff of the Department of Education and is not changing legislation. 

The Department of Education has also sent out a survey to current Home Educating families asking for input. The survey closes this Friday 28 June. To take part in the survey go to the link above. The survey is anonymous.

TAFE ENROLMENT - HAPPENING NOW

 

In NSW registered homeschoolers can access TAFE courses from the age of 15, after the HEA advocated for homeschoolers and met with the Minister for Skills.

 

Enrolment for TAFE courses is happening now. Some parents have let us know that students have not been able to easily enrol in TAFE courses, indicating that admin staff at TAFE have not been appropriately trained with regard to homeschooled students. We are working with Training Services NSW to resolve these problems. 

 

Please email v.fox@hea.edu.au including which TAFE, which course and a brief explanation of the issues you have encountered.

 

Our students are not required to show a year 10 completion certificate, be signed off by ‘a school’ or meet with an under 16 counsellor. English and maths proficiency tests are also not a requirement prior to enrolment.

 

“Registered home schooled students that meet the Smart and Skilled eligibility criteria below will be eligible to undertake Smart and Skilled training that commences on or after 1 January 2017.

Other Smart and Skilled eligibility criteria:

• aged 15 years or older

• live in New South Wales

• an Australian citizen, permanent resident, humanitarian visa holder or New Zealand citizen.”

Survey Results!

Thank you to the 44 people who took the recent survey put out by the Committee (thank you Lynda Carlos!).

Summary below:
  • 61% of respondents had never volunteered for the HEA
  • 39% had volunteered or been on a committee in past
  • 43% of respondents said they were not available to volunteer for the HEA
  • 75% of respondents said it was “extremely important” that there is a national association like the HEA representing home educators.
 

Main reasons for FIRST joining HEA
(could give more than one reason):

  • 52% to support the HEA as a national body for home educators
  • 50% for insurance (event organisers’ or work experience)
  • 38% to learn more about home education
  • 36% to connect with others
  • 36% for subscriptions discounts

  • 44% to stay informed/connected

Insurance for the Organiser of Events including sports and any other occupation incidental thereto or associated therewith, including ownership and/or occupation of premises. Legal liability to third parties for Injury and/or Damage to Property caused by an occurrence in connection with the Insured's business (HEA).

Products Liability $20,000,000 each and every Occurrence and in the aggregate

Subcontractors/third parties​ -  Condition of HEA insurance:
Any third party at the HEA Event, ​MUST have their own liability insurance with a minimum of $10million indemnity cover.  
Public liability is intended to give insurance cover for HEA volunteers and committee members against events that may legally be considered the fault of the HEA or its volunteers. Our insurance policy makes the HEA legally responsible for incidents and intends to remove the financial responsibility from the volunteers and organisers. Volunteers and organisers however, should not be intentionally negligent, as this would nullify their insurance coverage. 

Note that there is ​an exclusion in our Public Liability insurance of ​“Playground Equipment”​ This means that if a child goes off and plays on the playground equipment during an event, the HEA public liability insurance will not apply to an incident where the child gets injured playing on the equipment. In short, the PL policy is to provide cover for meetings and gatherings that may be held in a public space. The policy is designed to only cover activities that are fully supervised by instructors / volunteers / supervisors / parents and the like. ​Kids love to go to playgrounds but effectively the policy wording is there to exclude any claims arising from incidents in playgrounds.

ATO’s 2019 Tax, Super + You competition

Following its success last year, the Australian Taxation Office’s Tax, Super + You competition will return on 3 June and HEA Members have received a personal invitation to participate!

 
High school students are invited to submit creative entries that explain the value tax and/or super brings to our community – and stand a chance to win cash prizes. More details about the competition are below.

The Tax, Super + You competition, which will run from 3 June to 23 August, invites high school students to develop creative ideas on how they think tax and/or super contributes to the community. There are no limits on what students can submit but some examples are to Write It, Make It or Film it!

There is a total cash pool of over $6,000 to be won between two categories - Junior (Years 7-9) and Senior (Years 10-12). See prize breakdown below.
