  SURVEY REGARDING NSP 2021-2027

In order to complete the National Strategic Plan for 2021-2027 programming period, the Ministry of Agriculture and Rural Development, through the Directorate General for Rural Development - Managing Authority for RDP is addressing to those interested the request to fill-in the Survey regarding the National Strategic Plan in the context of CAP 2021-2027 (published on the website of MARD - www.madr.ro homepage) until 31st of July.

OPEN CALLS FOR PROJECTS 
  • Between 26 June-30 September 2019, takes place the call for projects on sM 9.1 and 9.1 a;
  • Also, between 17 June-31 December  is open the call for projects on sM 4.2 GBER de minimis;
  • Until 31 August is also open the call for projects on sM  4.3 - irrigation infrastructure component (includingITI Danube Delta).
  • Furthermore, up to 30 November 2019 takes place the call for projects on sM 17.1

   AGRIFISH COUNCIL OF 18 JUNE



The Council agreed its negotiating position ('partial general approach') on the proposal for a regulation on the 2021-2027 EMFF, with the aim to foster a dynamic fishing sector, support the generational renewal of an aging sector, and ensure a fair standard of living for coastal communities.

The Council was briefed on a Commission communication on the state of play of the Common Fisheries Policy and on the consultation on the fishing opportunities for 2020.

The Commission communication on fishing opportunities kick-starts the annual exercise of fixing total allowable catches (TACs) and national quotas for the following year. TACs for the Baltic Sea will be set in October and for the North Sea in December 2019.

In public session the Council discussed a presidency progress report on the work carried out in the Council on all the Commission proposals of the CAP reform package, which includes regulations on CAP strategic plans, financing, management and monitoring of the CAP, and the common organisation of agricultural products.

14th NRNs' MEETING IN BUCHAREST

On 12-13 June, Bucharest hosted the 14th NRNs' Meeting, co-organized by ENRD together wiith the Romanian Rural Network. The main topics of the event aimed connecting with project beneficiaries and supporting LEADER implementation.

Also, the event explored collaboration between NRNs on joint topics of interest.
Within the workgroups discussions, the conclusions aimed:

  • role and involvement in an integrated territorial approach,
  • the activities within the 2021-2027 period,
  • improving living and work conditions in rural areas and introducing new technologies,
  • importance of collecting examples of good practice
  • applying smart villages concept and adapting it from country to country
  • LAGs and their contribution in developing rural communities
The event was attended by representatives of national rural networks, DG AGRI, EIP Agri, Romanian LAGs, MA and PA.

  HIGH LEVEL CONFERENCE ON TRANSBOUNDARY ANIMAL DISEASES

On June 10th 2019, the Parliament Palace held the High Level Conference on Transboundary Animal Diseases, an event organized under the Romanian Presidency of the Council of the European Union.

Together with Minister Petre Daea, at the event were present also Vytenis Andriukaitis - European Commissioner for Food Health and Safety, Geronimo Brănescu, the President of the National Sanitary Veterinary and Food Safety Authority, as well as senior European officials, Pekka Pesonen - Secretary General of Copa Cogeca, Bernard Van Goethem - DG Sante Director, and Eran Raizman, senior expert at the FAO Animal Health and Production Office. Also, academics, researchers and experts from EU countries lectured on the subjects discussed at the conference.
The topics addressed were of particular importance, such as:
  • farmers' perspective on cross-border diseases risk management in order to ensure continuity of work,
  • FAO assistance to states affected by cross-border diseases, including African Swine Fever (ASF) and Pest of small ruminants,
  • EU's point of view on cross-border animal diseases,
  • the role of EFSA in helping Member States to deal with these epidemics,
  • the importance of cooperation in cross-border animal diseases,

ANNUAL CONFERENCE ON FINANCIAL INSTRUMENTS FOR AGRICULTURE AND RURAL DEVELOPMENT FUNDED BY THE EAFRD 2014-2020

On 4 June 2019, Minister Petre DAEA attended the 5th annual conference on the financial instruments of the European Agricultural Fund for Rural Development in the period 2014-2020, an event organized by the European Commission through the Directorate-General for Agriculture and Rural Development Rural Development and the European Investment Bank (EIB).

The purpose of the conference was to provide an overview of the Commission's proposal to support agriculture and rural development through the CAP and through the financial instruments, the opportunities provided by the EAFRD financial instruments for EU Member States and regions and the experience of the EAFRD/RDP managing authorities on the use of financial instruments.

"The Ministry of Agriculture and Rural Development responds to the key needs identified at the level of the European Union and implicitly at our country’s level regarding the support for the financing of investments in agriculture and rural development through financial instruments" - Minister Petre Daea.

The event was attended by the European Commissioner for Agriculture and Rural Development, Phil HOGAN, together with high level representatives from the national, European and the EU Member States responsible for agriculture and rural development. Also, the event included specialists from EAFRD managing authorities and paying agencies in the European Union, as well as financial intermediaries, including financial institutions, fund managers, guarantee institutions, their associations and all other actors in the financial sector directly involved in the management of EAFRD financial instruments.

"Farmers and farms operate in special business conditions and therefore require customized financial instruments. Working with the EIB, we have made major progress in developing them in recent years, but we have to do more. "- Phil Hogan.

  INFORMAL MEETING OF THE MINISTERS OF AGRICULTURE AND FISHERIES IN BUCHAREST
 

Also on 4 June, was held the informal meeting of the Ministers of Agriculture and Fisheries of the Member States, event organized in the context of the Romanian Presidency of the Council of the European Union.

The event took place at the Parliament Palace in Bucharest and was chaired by the Minister of Agriculture and Rural Development, Petre Daea.

The informal meeting was attended by ministers of agriculture and fisheries from the EU Member States, Phil Hogan, European Commissioner for Agriculture and Rural Development, Jerzy Plewa, Director General of the European Commission, Angel Boixareu Carrera, General Director of the General Secretariat of the Council of the European Union, Pesonen Pekka Juhana, Secretary General of Copa Cogeca, Paolo De Castro, Vice-Chair of the Committee on Agriculture and Rural Development.

The agenda included extremely relevant and updated topics for the Member States, in the context of the new Common Agricultural Policy (CAP): agricultural research, innovation and bioeconomy - creating synergies - and key instrument for the rural development.

Agricultural research and bioeconomy are key priorities to allow farmers in EU countries comply with higher standards imposed by the CAP, especially on environment and climate.

Petre Daea highlighted the European Union's efforts to support research and innovation materialized as follows: the current research framework program Horizon 2020, rural development policy and the long-term strategy "A strategic approach to agricultural research and innovation in the EU", completed by the Commission in July 2016.

The discussions have underlined the relevance of sound policies and appropriate tools to ensure that farmers have the knowledge and results of these researches.

It was also restated the need that updating in the new CAP gives greater relevance to the building of a functioning system of agricultural knowledge and innovation (AKIS), to the cooperation and integration of the primary sector in the bioeconomic value chains to ensure sustainable development.

The unanimous idea was that agricultural research must play a more important role in developing solutions for a future that complies with the European objectives and with those of sustainable development, in line with local peculiarities.

Within the Council, ministers shared views on how to ensure a better policy orientation, in order to make sustainable a new model of agricultural business, especially in the bio-economy sector, to lead farmers to innovation and research.

NATIONAL EVENTS
  EXPERTS’ MEETINGS ON DEVELOPING THE NATIONAL STRATEGIC PLAN

During 24-25 June, the Ministry of Agriculture and Rural Development, through the Directorate General for Rural Development - Managing Authority for NRDP, organized in Bucharest two meetings of experts dedicated to the elaboration of the National Strategic Plan.
One of the meetings regarded Green Architecture, focusing on conditionality, eco-schemes and interventions in environment and climate commitments, while the second covered the LEADER method and the rural renewal strategy.
The meetings were attended by 4 experts from the EU Commission. The meetings were organized within the "Organizing Experts' Meetings within the Action Plan of the National Rural Development Network 2014-2020", financed by the technical assistance measure under the NRDP 2014-2020.
  24th  MEETING OFTHE LEADER WORK GROUP

During 25-26 June, at Băile Tuşnad took place the 24th and last of the series of meetings dedicated to LEADER implementation and local development, organized by the National Rural Development Network(RNDR) .
The topic of the meeting was LEADER results and perspectives, and the event also included visits to two projects in the area.

The event was attended by Mrs. Teodora Gabriela GHENIU - Secretary of State within the Ministry of Agriculture and Rural Development, experts from the Leader Service and the National Rural Development Network within the Managing Authority for the NRDP, of the Paying Agency (AFIR - OJFIR Harghita) and representatives of the Local Action Groups (LAG).

The meeting covered two sessions, during which were discussed issues such as:
  • the results of the LG Meetings,
  • the Leader approach and implementation of Local Development Strategies (LDS)
  • the prospects of the measure 19 LEADER within the programming period 2021- 2027,
  • questions and answers on the implementation of sub-measure 19.2 - Support for the implementation of actions under the local development strategy
  • as well as information on the submission and evaluation of LAG cooperation projects.
At the same time, were identified the difficulties encountered in the realization of the projects related to 19.3 component A - Preparatory technical assistance for the cooperation projects of the LAGs, with the purpose of identifying the solutions in order to improve the implementation process.

The Secretary of State, stressed the support that MADR, through the MA - LEADER and non-agricultural Units, provides to LAGs in ensuring complementarity and facilitating communication with other institutions involved at the local level.

The participants also visited the beneficiaries of the NRDP-financed investments, in Harghita county, in order to find out more about their good practices and the problems they face in implementing the projects.
Among those were the project "Improving the infrastructure of Baile Tusnad Tourism Association" - LAG LEADER CSIK and the project "Diversifying the activities of SC LAGUNA SERV SRL by setting up a tailoring workshop in Leliceni", Harghita County - under sub-measure 6.4 .

  AGRICULTURAL HIGHSCHOOLS - LOCAL HUBS FOR THE DEVELOPMENT OF SMALL AND MEDIUM FARMS

Civitas Foundation for Civil Society continues the project "Agricultural highschools - Local Hubs for small and medium farms' development" and further invests in developing the necessary skills for students to become farmers and entrepreneurs in agriculture.
 
During this period, some of the high-schools in the program carried out study visits, an important part of the program, which, along with practical exercises and presentations of representatives of farms and processing units, offering young people the opportunity to explore new learning techniques in agriculture.
 
These study visits emphasize both the value chain in the field of agriculture - production, processing and marketing, as well as the future opportunities that young people can access.
 
The aim of the program is to change the way students perceive agricultural education, bringing to their attention several examples of farms and units to inspire them and to help them develop their professional development and training.
Civitas' project is part of a comprehensive program to increase the number of students interested in a career in agriculture.More details here.

 SALSA CONFERENCE ON THE FUTURE OF SMALL FARMS

More than 40 farmers, researchers, representatives of local authorities, NGOs and universities from 6 European countries gathered in Brasov, during 13-17 May, to discuss  about the future of EU agricultural policy.

The workshop was organized under Horizon 2020, "SALSA: Small farms, small food businesses, sustainable food security" by Highclere Consulting.

Participants from Poland, Latvia, Lithuania, Bulgaria, Croatia and Romania took part in a very relevant exercise: identifying the needs of small farmers, prioritizing them, defining realistic objectives and finding appropriate tools to support the work of small farmers in a sustainable way .
Topics discussed included priorities such as marketing and sales, climate change and natural resources, access to soil and water, counselling, labor force, diverse social issues, etc.

The debate has inevitably reached the need for education: the farmer's (marketing, sales, etc.), but also the consumer, the latter being unaware of the important role that small farms have in securing agricultural products for consumption.

NOD VERDE SUPPORTING LOCAL PRODUCERS

Nod Verde is an economic, short-supply chain initiative that provides farmers with a new outlet and consumers with an alternative for local agri-food products.

Nod Green project helps small producers use local resources to support their work, but also to improve the standard of living and food that people consume on a daily basis.

The products' range is very large, including fresh vegetables and fruits, bakery and pasta products, meat products, dairy products and eggs, as well as preserved products such as syrups, jams, craft beer and local wines.

Nod Verde is a project of Civitas  Foundation for  Civil Society and is a contribution to a better connection between producers and consumers
