Are you a new or returning data manager, English learner point of contact (POC), Enrollment Audit POC, Special Education POC, or Transportation POC? Have you recently transitioned to a new LEA-level role? Were you interested in attending the June 11 Start of School Summit, but could not? If any of these questions applies to you, fear not - register today for the Start of School Make-Up Summit!
 
This half-day make up summit will be held on Monday, Aug. 5, 2019, from 9 a.m.-1 p.m. at OSSE, 1050 First. St. NE, First Floor, Eleanor Holmes Norton Conference Room. Consisting of many of the core sessions from the first summit, the make-up date will once again focus on supporting LEA-level staff in seamlessly transitioning to the 2019-20 school year. Training and resources related to the most important start of school issues for LEAs will be held for LEA data managers and the main POCs for English learners, enrollment audit, special education, and transportation.

Transportation Online Tool for Education (TOTE) Training  (reminder)

To ensure that all students who require transportation services are routed in a timely fashion, OSSE's Division of Student Transportation (DOT) will host training workshops on navigating the new Transportation Online Tool for Education (TOTE) platform.

This training is required for LEAs and special education transportation coordinators and is designed to provide information on entering school calendar information and transportation request forms (TRFs) into the TOTE system for students who require transportation for the 2019-20 school year.

Dates for the upcoming training sessions are listed below. All training sessions will be held at OSSE, 1050 First St. NE, Fourth Floor, Bill Nye Training Room 442, from 10 a.m.-1 p.m. Register

New Training: Federal Grants Administrative Rules under the Education Department General Administrative Regulations (EDGAR)
 
Based on feedback from subgrantees, OSSE is excited to provide a training on Federal Grants Administrative Rules under EDGAR, which provides information on topics such as procurement, record retention, cost principles and time effect. The goal of this training is to assist LEAs in effectively implementing their federal grants.

All LEAs are welcome to attend, and individuals who oversee grants are strongly encouraged to attend.

Please register for one training; the same content will be covered on both days. Both sessions will be held at OSSE, 1050 First St. NE.

2019-20 National School Lunch Program (NSLP) Applications - Due Aug. 30, 2019

The 2019-20 National School Lunch Program (NSLP) applications are available in Orchard, OSSE’s online software for child nutrition programs. All School Food Authorities participating in the NSLP are required to submit a new or renewal application annually. Applications are due from all School Food Authorities by Friday, Aug. 30, 2019.

School Food Authorities are encouraged to utilize the following resources while completing their applications:
  • NSLP Application Documents Checklist;
  • NSLP Application Training PowerPoint - available July 2019; and
  • Schedule a technical assistance visit with your school nutrition program specialist.

OSSE Releases the 2019-2021 School Garden Grant Request for Applications

OSSE's Division of Health and Wellness is soliciting applications for the 2019-2021 OSSE School Garden Grant. The School Garden Grant is now available in the Enterprise Grants Management System (EGMS). The purpose of this grant is to:
  1. Increase the number of students that engage in school garden programs.
  2. Increase the number of classroom teachers who are including garden-based teaching into their teaching practice.
  3. Increase the number of schools with garden programs.
  4. Institutionalize school garden programs to ensure staying power.
Applications must be submitted no later than Wednesday, Sept. 4, 2019 at 3 p.m. The grant period is two years beginning on Oct. 1, 2019 and ending on Sept. 30, 2021.

Applicants are strongly encouraged to participate in the webinar information session on Friday, June 28, from 9-10 a.m. [Register] A recording of each information session will be available June 28, 1 p.m., on OSSE's website.

Fall SAT School Day Bulk Registration and Timeline Information
 
OSSE will once again coordinate bulk registration for high school seniors for SAT School Day, Wednesday, Oct. 16, 2019, on behalf of all LEAs. Bulk registration involves OSSE submitting student rosters for the SAT to College Board, which generates printed labels for students to use on testing day. Bulk registration does not replace test ordering, which LEAs must complete on College Board’s test ordering site.
 
In order to ensure optimal accuracy in the rosters OSSE submits, LEAs will have an opportunity to review their files. Please be advised of the following SAT bulk registration timeline:
  • Sept. 6 - OSSE shares individual LEA files with SAT School Day coordinators via Box, OSSE's secure file transfer site. SAT School Day coordinators check roster accuracy, including verifying the grade levels of students.
  • Sept. 16 - LEAs return updated rosters to OSSE via Box.
  • Sept. 18 - OSSE submits final bulk registration files to College Board.

  • Aug. 27 - Services for Students with Disabilities (SSD) Testing Accommodations Request Deadline
  • Sept. 19 - Order Deadline (test booklets and SSD materials)

FY20 Consolidated Application Webinar Series

To support LEAs in planning for and creating their FY20 Consolidated Application for funding under a variety of programs related to the Elementary and Secondary Education Act (ESEA), OSSE is holding a series of webinars on different topics including schoolwide planning, completing the application itself, early childhood requirements, and more. All webinar topics will be repeated multiple times through September 2019. We recommend LEA grant managers, fiscal leads, and academic officers attend the series. The next webinar in the series is as follows: 
  • Fiscal Reporting Requirements - Wednesday, June 26, 2019, 2-3 p.m. [Register] - This webinar discusses the financial reporting requirements for recipients of ESEA Titles I-IV funding, including per-pupil expenditure reporting, maintenance of effort reporting, and supplement not supplant rules for reporting. Suggested audience: federal grants managers and financial officers of LEAs receiving federal funding under ESSA.
  • Schoolwide Plan Requirements – Thursday, June 27, 2019, 11 a.m.-12 p.m. [Register] - All Title I recipients must implement either a schoolwide or targeted assistance program with their funds. This training offers a detailed overview of Title I-A schoolwide plan requirements for compliance under ESSA to assist LEAs in developing their plans for the 2019-20 school year.

2019 DC Data Summit

The 10th Annual DC Data Summit will bring together more than 300 public and public charter school leaders, teachers, and staff in DC with an opportunity to collaborate to find solutions to data problems, attend interactive workshops to expand data skills, and share latest trends and best practices for data-driven instruction, decision making, and performance management. Registration is free and open to all public charter and DCPS teachers, leaders, and staff, as well as nonprofit partners and stakeholders in DC.

The DC Data Summit will take place at Carlos Rosario PCS, 1100 Harvard St. NW, on Thursday, July 11, 2019, from 8 a.m.-4 p.m. Register

Notice of Final Rulemaking: Chapter 75 Alternative Program Designation
 
On Friday, June 14, 2019, OSSE released a Notice of Final Rulemaking, proposing a new chapter titled “Alternative Program” to Subtitle A “Office of the State Superintendent of Education” of Title 5 “Education” in the DC Municipal Regulations. This chapter sets forth the eligibility criteria for a school or specialized program within a school to be designated as an alternative education program and establishes the application process.
 
The final rulemaking can be found in the DC Register and on the OSSE website.

For LEAs applying for alternative program designation for the 2019-20 school year, the application can be found on the OSSE website and will close on Monday, July 15, 2019.

Federal Grant Opportunities: School Climate, Violence Prevention

The US Department of Education has recently published Notices Inviting Applications (NIAs) for two grant programs that may be of interest to District LEAs. Eligible applicants for both are LEAs.

Project Prevent grants are intended to prevent violence through the implementation of evidence-based violence prevention programs and provide mental health services to students in communities that are exposed to violence. The application deadline is Monday, July 15, 2019.

The LEA School Climate Transformation Grants program is the department of education’s major initiative to promote the use of multi-tiered behavioral frameworks. In conjunction with these grants, the PBIS Technical Assistance Center is provided funding from the department of education to provide expert technical assistance to the LEA School Climate Transformation grantees. The application deadline is Monday, July 22, 2019.
OSSE Releases the Healthy Tots Wellness Grant Request for Applications

OSSE’s Division of Health and Wellness is now accepting applications for the DC Healthy Tots Wellness Grant. The purpose of the Healthy Tots Wellness Grant is to support the dissemination of healthy eating, physical activity, and wellness programming in the DC early child care community. OSSE is awarding funding to entities that can provide technical assistance and help implement wellness programming at targeted community-based child care facilities in DC. The selected applicants will be required to build capacity and sustainable partnerships within the early learning community. The fiscal year 2020 grant is now available in the Enterprise Grants Management System (EGMS) and will remain open through Monday, Aug. 5, 2019 at 3 p.m. No late applications will be accepted.
 
Applicants will be awarded funding to implement programming in these six areas:
  • Gardening/Environmental Sustainability;
  • Farm to Childcare/Local Food Procurement;
  • Nutrition Education;
  • Physical Activity & Education;
  • Staff Wellness & Center Wellness Policy; and
  • Family-Style Dining.

College Board’s SAT School Day Coordinator Training

OSSE is partnering with College Board to offer an SAT School Day training for school coordinators for the 2019-20 school year. This training will be led by College Board staff in preparation for the upcoming senior SAT School Day on Wednesday, Oct. 16, 2019.

Topics will include:
  • Test ordering,
  • Bulk registration,
  • Implementing the test day,
  • An overview of College Board’s SAT School Day manual,
  • Benefits students receive for participating, and
  • College Board and OSSE will be on hand to answer any questions.
This training is highly recommended for any staff who are new to conducting or managing SAT School Day.

The training will be held on Wednesday, Aug. 7, 2019, from 1-3 p.m. at OSSE, 1050 First St. NE, Sixth Floor, Charles Drew (Room 622).

Second Supplemental Payment Receipt for Charter LEAs Now Available

The second supplemental payment for the 2018-19 school year was deposited to public charter LEA bank accounts in May. These supplemental payments are for public charter schools that have students with new or increased individualized education program (IEP) designations, new limited English proficient (LEP) designations, and/or new at-risk designations made after the October 2018 enrollment audit. The second supplemental payment is for new or increased designations between Feb. 11, 2019 and April 15, 2019. A statement with the specific demographic data associated with your second supplemental payment is posted in your school’s online, secure folder.

In order to access the supplemental payment receipt files in your LEA’s Box.com folder, you need to be designated as either the “Chief Financial Officer” or “LEA Finance/Grants Manager” in eSchoolPLUS. For help in adding or changing roles in eSchoolPLUS, consult OSSE’s LEA Points of Contact Guide or ask your LEA data manager for support.

Special Topics in English Learner Programming July Webinar: English Learner Family Engagement Practices

OSSE is pleased to announce its next session in the Special Topics in English Learner Programming. English learner (EL) POCs and teachers are invited to participate in July’s session. Federal education policy provides that family engagement be an activity that is meaningful and culturally respectful and fosters students’ learning and development. LEAs with successful EL family engagement initiatives focus on building the capacity of families and staff to create home-to-school partnerships that support students in a systemic manner. This month’s webinar is your opportunity to reflect upon your experiences engaging the families of ELs and plan for EL family engagement in the upcoming school year.

High Leverage Practices for Teacher Leaders

OSSE's Division of Teaching and Learning is pleased to announce a two-day professional development training opportunity geared at high leverage practices for teacher leaders. District of Columbia public and public charter K-12 educators who are serving in a teacher leadership capacity in their schools are encouraged to attend (including mentor teachers, classroom teachers, instructional coaches, department chairs and grade-level chairs). This two-day training will cover adult learning, teacher leadership competencies, and change management theory as tools to leverage teacher expertise and leadership within schools.

This training will take place Tuesday and Wednesday, July 23-24, 2019, 8 a.m.-4 p.m. at American University, Spring Valley Building, 4801 Massachusetts Ave. NW. Register - space is limited and registration is first-come, first-served. Participants will be eligible to earn OSSE professional learning units.

Foundational SIOP Training to Improve Academic Outcomes for English Learners
 
This three-day experiential workshop for all K-12 school leaders, teacher and staff is designed to allow participants to gain an in-depth understanding of the components of the Sheltered Instruction Observation Protocol (SIOP) Model and strategies to implement it in the classroom to improve academic outcomes for English learners (ELs) and all students. Participants will gain practical skills to collaborate, share, and implement lesson plans that incorporate all eight components and 30 features of SIOP in order to teach content while developing students’ academic and social language. In addition to the SIOP Model text, participants will receive a workbook and A+RISE sampler cards to support their implementation of the model upon return to their LEAs.

This workshop will take place on Monday-Wednesday, Aug. 5-7, 2019. The session on Monday, Aug. 5, 2019 will be held from 10 a.m.-4 p.m. at Dorothy I. Height/Benning Neighborhood Library, 3935 Benning Road NE. The sessions on Tuesday and Wednesday, Aug. 6-7, 2019 will be held from 9 a.m.-4 p.m. at DCHR - Center for Learning and Development, 1015 Half St. SE. Register

LEA teams of general and special educators, English learner specialists, specials teachers, related service providers, coaches, and administrators are strongly encouraged to attend. Due to the sequential and experiential nature of this workshop, participants must be present for the first day. Participants who attend all three days are eligible to receive OSSE professional learning units (PLUs).

Fall 2019 Biology Content Fellowship

Secondary science educators are invited to join a month-long fellowship in September 2019 focused on biology content. This professional development series will be focused on creating systems and structures to provide effective, research-based instruction in Biology for all students that is aligned to the Next Generation Science Standards (NGSS). Cohorts will consist of up to two teachers from up to 15 schools. This month-long program will include an orientation in late August 2019, eight hours of in-person training, peer coaching, and lesson plan development and support. Dates and times will be set according to what works best for cohort participants. The program will run from late August 2019 through Sept. 30, 2019. The application for this fellowship will launch in early July 2019.

Essential Understandings for Learning and Teaching about American Indians: Creating a Culturally Responsive Classroom  (reminder)
 
The Smithsonian National Museum of the American Indian and OSSE invite English language arts (ELA) grades 3-12 teachers to the second session in a three-part series: Culturally Relevant Literacy Instruction.

Harnessing Student Collaboration for School Discipline  (reminder)

Student engagement is an effective and powerful way to incorporate restorative efforts into school culture. This workshop series will provide participants with strategies to implement the youth voice to communicate school discipline standards, training, and community advocacy and involvement.
 
School leaders and behavior support staff serving students in grades 6-12 in public and public charter schools in DC are invited to attend. Participants are encouraged, but not required, to attend all workshops. Each workshop is two hours.
 
Workshop 1: Harnessing Student Collaboration in Communication of School Discipline Standards. The student leadership is an effective means to communicate and maintain school discipline standards. Workshop participants will work closely with high school youth to understand the importance of youth participation in the communication of school discipline standards and utilize the youth voice as a sounding board to help guide their discussions regarding discipline communication in their own school communities. Workshop 1 will take place on Thursday, July 25, 2019, 1:30-3:30 p.m. at OSSE, First Floor, Eleanor Holmes Norton III (Room 110). Register

Workshop 2: Harnessing Student Collaboration in Schoolwide Alternative Discipline Training. Student voice is a powerful tool in the positive shaping of culture and climate. This workshop allows participants to collaborate and design a student-led, restorative training model for their school environments. Participants pair their training model to a student-implemented discipline process or structure. Workshop 2 will take place on Tuesday, July 30, 2019, 1:30-3:30 p.m. at OSSE, First Floor, Eleanor Holmes Norton I (Room 108). Register

Workshop 3: Harnessing Student Collaboration in Community Advocacy and Involvement. Student-led community advocacy is a remarkable mechanism to improve school culture and climate. Workshop participants will survey Youth Justice, Inc.’s student-led, restorative justice-based Peer Court program and its community advocacy efforts. Participants will identify potential student advocacy opportunities within their own unique school environments. Workshop 3 will take place on Monday, Aug. 5, 2019, 1:30-3:30 p.m. at OSSE, Fifth Floor, Nannie Helen Burroughs (Room 523). Register
