Dear Neighbor,

This week was a great start to our full line-up of Safe Summer Nights programming in the 48th Ward. To keep up with what's happening, please see the Summer Calendar on the 48th Ward website.



Our first-ever Food Trucks at Berwyn Station event on Monday was a huge success, with more than 200 neighbors coming out to join us for food, games, and community. This event will take place every Monday, 5-8pm, through August. As we begin to mentally prepare for the coming CTA Red Purple Modernization project, it is important that we continue to make intentional efforts to support our local businesses who will be impacted by construction. This event is an effort to highlight the great businesses on Berwyn, like Rewired Cafe, Steep Theatre, and The Boxcar. 

On Tuesday night my office, in partnership with CTA, held our first "Block-by-Block" meeting for residents on Winthrop who will be impacted by the CTA RPM project. We were joined by more than 20 neighbors from the 5200 block. These meetings are opportunities for neighbors to hear updates about the project and to share their concerns so we can proactively plan to ease the pains of construction. We will be meeting with residents from the 5300 block of Winthrop this Tuesday, July 16, 6:30pm, at Cedar Park, 5311 N. Winthrop. This week we also held an informational meeting about plans for a Chicago Public Schools Early Childhood Education facility at 5300 N. Broadway, set to open in the Fall of 2020. This new preschool facility requires a special use zoning permit, which I will support. Designs for the building will reorient the building so that the entrance is on Berwyn. Plans for the space include 4 classrooms, with 20 students in each room. Classes will be primarily for 4-year-olds, with some 3-year-olds as well. This school will be associated with our local CPS schools, including Peirce, Goudy, and Swift. There will be 12 CPS staff on site, and there will be some on-site parking for staff. This facility is part of our efforts to ensure that all children in our community, including the youngest, have access to high quality education. If you have any questions about this project, please email me at harry@48thward.org.

This week CPS announced that Peirce Elementary School Principal Lori Zaimi is joining the Independent School Principal (ISP) Program. This program is designed for high-performing principals who can ensure continued strong performance with minimal oversight from the district, and who benefit from additional independence to lead their schools. This designation is a testament to Principal Zaimi's leadership and vision. Please join me in congratulating her and her team on this accomplishment. Goudy Elementary School and Senn High School are also part of the ISP program.

This week Mayor Lori Lightfoot announced that she has suspended the installation of new water meters at homes in Chicago while more research is done to determine why an increase in water lead levels is being seen in some homes with meters. Chicago's water is safe to drink, this step is being taken out of an abundance of caution. For more information on how to ensure you have the highest quality water possible in your home and how to obtain a lead test kit, see below.

I appreciate your patience while some streets in our community have been rough and awaiting resurfacing. As of this morning, Elmdale and Norwood are in the process of being resurfaced, and we expect that portions of Glenlake, Winthrop, and Kenmore will be resurfaced in the immediate future. Additionally, resurfacing of Clark St. between Foster and Bryn Mawr following a water main installation will begin next week. Click here for more details on this project.

Earlier this week there was a fatal car crash in our community near Devon and Sheridan. The driver of the vehicle was driving at excessive speeds and crashed into a sign structure on Loyola University campus, ejecting him from the vehicle. I send my condolences to his friends and family during this difficult time. I have been making efforts to calm traffic and slow drivers down throughout the community, including installing speed indicators along Broadway and Sheridan. I am working with CDOT to have two new speed indicators installed on the northern portion of Sheridan Road.

Today About Face Theatre's youth program had a great write-up in the Chicago Tribune. This program in its 20th year, and provides youth the opportunity to build skills and express themselves. Their production "20/20", a retrospective on queer culture for the past 20 years, opens tonight at Hoover-Leppen Theatre at the Center on Halsted, 3656 N. Halsted. About Face Theatre moved their offices to our community five years ago, and have been active partners in the local theatre and small business communities. Tomorrow, July 13, 11am, there is a Rally to End Criminalization, Detention, and Deportations at Daley Plaza, sponsored by many immigrant and refugee support organizations across the city. Our community, city, and country are all stronger because of our diversity and our ability to learn from those who are different from us. Please come out to show your support and speak out against President Trump's unjust attacks on immigrants.

Water Safety Update 

The Department of Water Management (DWM) would like you to know that the installation of water meters through the MeterSave program has been temporarily suspended while more research is done to determine why an increase in water lead levels is being seen in some homes with meters.

To be clear, Chicago’s water is safe to drink and we are taking this step out of an abundance of caution. In addition, there are very easy steps that residents can take to ensure they have the highest quality water:

  1. Filter Sets for metered customers
    DWM has sent a letter to every customer who received a meter since 2000 with registration information for a free filter set. The filter sets--a water pitcher and six filters that are NSF-certified to reduce lead if used correctly--can be ordered online at www.ChicagoWaterQuality.org/filters using the custom code in the letter.  Over the next few weeks, residents will also be receiving another mailing from DWM with this information.   
    Please register for this free filter set if you are eligible and have not already done so.
  2. Free Lead Testing Program
    DWM strongly encourages you to participate in their free lead testing program offered to any resident in Chicago. The testing is done by a certified lab and your results will be sent to you. DWM will also schedule a follow-up visit if necessary. You may request a free lead test kit by calling 311 or by visiting www.ChicagoWaterQuality.org.
    If you have requested a test kit, please follow the instructions carefully and return it. The kits have no expiration date.
  3. Flushing
    One of the most effective tools for ensuring water quality is flushing. Every time you have not used your water for six hours or more, run a tap for five minutes to move the stagnant water out of your system. Doing dishes, laundry, showering or watering the lawn all count towards flushing as well.  Also, as always, use cold water from the tap rather than hot water for drinking or cooking.
    Flush your water for 5 minutes every time it has been stagnant for six hours or more.

Public Safety Update
The Area North Detective Division has issued two new Community Alerts for Rogers Park. There is one that is concerning a recent Criminal Sexual Assault and another regarding a series of Strong-Arm Robberies. Both events occurred in the 49th Ward. If you see suspicious or criminal activity, please call 911. CPS Free Summer Lunch Program
The CPS LunchStop summer meal program will provide free lunch to children ages 1-18 at nearly 100 outdoor community sites throughout Chicago. The CPS LunchStop Program serves free, healthy meals in a fun and familiar environment to help make nutritious meals more accessible to students and the community during the summer.

LunchStop locations operate from 10:30 a.m. to 12:30 p.m. Monday through Friday at locations across the city. To find a location, parents can visit the 2019 summer meal map at cps.edu/summermealsmap, call the Illinois Hunger Hotline at (800) 359-2163 or text FOODIL to 877877. 

CPS’ free summer meals are funded through the Summer Food Service Program sponsored by the United States Department of Agriculture and administered by the Illinois State Board of Education. In addition to LunchStop locations, free meals are also available this summer through programming at hundreds of locations throughout Chicago.

Clark Street Resurfacing 

While the Andersonville Water Main Replacement Project is still on hold on the residential side streets, crews will begin resurfacing Clark St. between Foster and Bryn Mawr next week, weather permitting.

Resurfacing will take place in two phases: 
  • Phase 1 will be Clark Street from Foster to Balmoral. Grinding of the street will begin Tuesday, July 16, and will one day. Once complete, repaving will begin the next business day. 
  • Phase 2 will be Clark Street from Balmoral to Bryn Mawr. Grinding will begin once Phase 1 is complete.
"No Parking" signs will be posted for both grinding and repaving. The parking lanes will be closed during work hours and will reopen after work is finished for the day. Traffic lanes in both direction will remain open, with a flagger assisting through traffic. 

The restoration of Clark Street's stamped crosswalks will occur at a later date. Crews will paint temporary crosswalks for safety purposes.

CTA RPM Project Update

CTA continues to make progress on the advance work we need to complete before we begin major construction on the Red and Purple Modernization (RPM) Phase One Project. The work we’re doing includes relocating utility lines and equipment to make room for new track structure that will be built as part of RPM. Last month, CTA held public meetings about the project’s progress and the timeline for construction of the new Lawrence, Argyle, Berwyn and Bryn Mawr. Below is the weekly utility and demolition update for the LBMM project area:

Alleys east of and parallel to the CTA Red/Purple Line between Leland and Foster and at all cross streets from Leland to Foster
  • Lawrence:  Underground duct bank installation the alley east of the tracks south of Lawrence is approximately 83% complete.
  • Lawrence:  ComEd shifted traffic into eastbound Lawrence and began work in westbound Lawrence.
  • Ainslie: Underground duct bank installation in the alley east of the tracks south of Ainslie is 100% complete.  
  • Argyle:  Underground duct bank installation did not take place last week in the alley east of the tracks south of Argyle.  Duct bank installation is approximately 90% complete.
  • Argyle:  ComEd excavated test holes to locate existing facilities for manhole placement.
  • Argyle:  In the east alley south of Argyle ComEd completed pole replacement.
  • Winona:  RCN/Comcast completed underground duct bank and manhole installation.
