Groundbreaking new Aboriginal Housing and Homelessness Framework


National NAIDOC Week is a time to celebrate the culture and achievements of Aboriginal and Torres Strait Islander Australians. In that spirit, we're excited to update you on a Victorian first: The Aboriginal Housing and Homelessness Framework, being led by Aboriginal Housing Victoria. 

Aboriginal and Torres Strait Islander Peoples face homelessness at 11 times the rate of non-Indigenous Victorians.   

To help address this egregious disparity, Aboriginal Housing Victoria (AHV) has been funded to support the development of an overarching Framework to improve housing outcomes for all Aboriginal Victorians.  

“The challenge is to reduce the incidence of Aboriginal homelessness, build the supply of social housing, increase access to the private rental market and build inter-generational wealth through growing homeownership. We need new tenures, new thinking and a rights-based approach. Most of all we need self-determination to shape this work,” says AHV CEO Darren Smith.

The work being done by AHV is essential.  Most importantly it is being driven and managed by Aboriginal and Torres Strait Islander Peoples.

A Housing Summit with over 130 participants held earlier this year, resulted in this report of findings which will help guide the next step in developing the framework.

There will also be an important conversation about the development of an Aboriginal Housing and Homelessness Framework at this year’s Victorian Homelessness Conference on 14 & 15 October. We hope you'll join us.

The 2019 conference is a must for those looking to get up to date on the latest homelessness practice, research and, insights from those with lived experiences, including practitioners, policymakers, researchers and other community sector representatives.

CHP is thrilled to introduce the first keynote speaker for the Victorian Homelessness Conference 2019 International homelessness expert, Dr Stephen Gaetz.  

Dr Gaetz hails from Canada, where the Federal Government has recently committed to two things the Australian homelessness sector has long been demanding; a national housing strategy and a national homelessness strategy.

As the President & CEO of the Canadian Observatory on Homelessness, he'll be giving insight into what Australia can learn from Canada's experience of having national strategies implemented, which system reforms have succeeded, and which have faltered.

CHP submission to the Royal Commission into Mental Health


CHP has made a formal submission to the Royal Commission into Victoria’s Mental Health System asking them to recognise the importance of housing for those receiving mental health care in the community.

Homelessness damages people’s mental health and undermines their ability to get treatment. We’re calling on the Commission to recognise that a range of housing options are needed to support people with a wide range of different mental health needs. Read our submission here.

Special guest lecture

 

Please join us on Thursday 8 August for a 90-minute guest lecture by Dr Peter Mackie of Cardiff University, who will talk about his pioneering work on homelessness prevention in Wales, in particular the legal duty on local authorities to prevent homelessness.

The event is being co-hosted by Council to Homeless Persons, Unison Housing, the Centre for People, Organisation and Work, and the Social Global Studies Centre at RMIT University,  and will also feature a Q&A-style panel discussion moderated by Dr Cameron Duff, and featuring some of Victoria’s leading thinkers on homelessness prevention.

Word has spread through newsrooms and across editor's desks about the Victorian Homelessness Media Awards and we’re delighted to see a range of outstanding entries being entered by Australian journalists.

We have introduced a new way for the public to get involved in the VHMAs. The People's Pick is a way for you to bring our attention to excellent stories on homelessness.
 

Your suggestion is not an official nomination but will prompt the Council to Homeless Persons to contact the journalist to encourage that person to enter the VHMAs.

Launch's Bevan Warner joins as judge of panel for Homelessness Media Awards 

 
 

The Victorian Homelessness Media Awards were established to recognise and reward excellent journalism in relation to homelessness.

Journalists from all over Australia are invited to submit their stories via the VHMA website into one of four categories to go in the running to win a share of a $6500. The categories are:

  • Best breaking news
  • Best longform and investigative journalism
  • Best opinion and analysis
  • Best student or early career journalism 


As an independent media awards program, the entries will be judged by a panel of 12 judges, including a diverse representation of journalists. Also on the panel will be three community sector leaders. Our latest recruit is Bevan Warner, the CEO of Launch Housing, a Victorian secular community agency whose mission is to end homelessness.

Free community tram advertising

The annual Yarra Trams Community Partnerships Program is open for applications from Monday 1 July, until Friday 26 July. 

The program provides $1 million of free advertising value to community organisations making a "positive impact on diversity and inclusion in Melbourne".

All eligible community organisations are welcome to apply for a share in the advertising and eight partner organisations will be chosen.

August Parity

Contributions for the August 2019 “The Last Mile of the Way: Homelessness, Death and Dying” edition of Parity are now open. 

This edition will explore the relationships between homelessness, death and dying. These relationships mean that people experiencing homelessness often die prematurely and avoidably. Often relegated to the margins in our thinking about homelessness, it is time to bring the relationship between homelessness and death to the centre of our attention.  

The deadline for August contributions is Friday 9 August 2019

Nominations open for the WDV Brenda Gabe Leadership Award

 
The Brenda Gabe Leadership Award recognises and rewards outstanding leadership from women with disability in Victoria. The award recipient will be announced at WDV’s Annual General Meeting on 21 November 2019 and receive $2,000 towards a capacity-building project or professional development.

Women with Disabilities Victoria (WDV) invites nominations of individuals or groups who have made a contribution which has either:
  • Directly benefited women with disability, or
  • Ensured a more inclusive community for women with disability.
Eligibility
Individuals (or groups) nominated for this award must be:
  • A woman (or women) with disability
  • Residents of Victoria.
You can nominate:
  • Yourself or your group, or
  • Another individual woman or group.
We encourage the nomination of women with diverse backgrounds and/or life experiences.

Practice Guidelines for Victorian Homelessness Services and their interface with the NDIS


In response to the rollout of the NDIS in Victoria, the Department of Health and Human Services has developed practice guidelines for specialist homelessness services to assist them in working with current or prospective NDIS participants who may be at risk of, or experiencing homelessness.

The practice guidelines outline the roles and responsibilities of homelessness services whose clients are either current or prospective NDIS participants. The guidelines were developed in consultation with the homelessness sector, NDIS providers and the NDIA.

The practice guidelines are available via the DHHS Service Providers website.

Royal Commission Mental Health Public hearings commence

 

Hearings for the Royal Commission into Mental Health have now commenced and will finish on Friday 26 July.  Hearings are open to the public. You don't need to register, but there is limited capacity at each venue. Hearings can also be live streamed from this website: rcvmhs.vic.gov.au/Hearings

Dates and locations

Hearings will be at the Melbourne Town Hall, except for the following dates:

  • Monday 15 July, the hearings will be held in Maryborough
  • Tuesday 16 July, the hearings will be held at the Aborigines Advancement League Inc in Thornbury

The hearings will run daily between 10am - 1pm and 2pm - 4pm. The venues will be open to the public from 9.45am daily.

All venues are accessible. If you would like to attend and have specific requirements please use these contact details: contact@rcvmhs.vic.gov.au or 1800 00 11 34.

The inquiry is due to hand over an interim report in November and a final report in October 2020.

Applications for a Human services workforce scholarship are now open. This a wonderful opportunity for employees working in housing/homelessness to further their education opportunities as part of their professional development.

Homeward Bound Walk

It's that time of year again and you're invited to put on your walking shoes and join the EHN at Ringwood Lake on July 30 to help raise awareness of homelessness in the community.

The Homeward Bound Walk is in support of Homelessness Week 2019 and is held annually to raise awareness of the causes of homelessness and the solutions.

This year’s theme is Housing Ends Homelessness and will be held from 4th - 11th August 2019.

Survey: Implementation of the MARAM and Information Sharing Schemes

The Victorian Government is progressing three inter-related reforms, the Family Violence Information Sharing Scheme (FVISS), the Child Information Sharing Scheme (CISS) and the Family Violence Multi-Agency Risk Assessment and Risk Management Framework (MARAM). These reforms will be integral to promoting the well-being and safety of children and reducing family violence. A wide range of
organisations and services, including the Victorian Homelessness Sector (SHS) were prescribed to the reforms in September 2018.

The Council to Homeless Persons is conducting a survey to build capacity across the sector to understand and engage with the reforms. Please find the survey here and if you would like to discuss the implementation of the reforms please contact Andrew Edgar: andrew@chp.org.au or 8415 6207.
