-Quiet and Dead Periods

  • Football- month of July is a quiet period
  • Men's Basketball- quiet period from July 1 to July 5, dead period from July 6 to July 10, evaluation period from July 11 to 14, dead period from July 15 to July 22, evaluation period from July 23 to July 28, dead period from July 29 to July 31
  • Women's Basketball- quiet period July 1 to July 5, evaluation period July 6 to July 12, dead period July 13 to July 20, evaluation period July 21 to 25, quiet period July 26 to July 31

-CARA

  • MBB/WBB/FB summer CARA logs are due by the 7th of each month on ARMS.
  • ALL SPORTS:  CARA logs from 2018-19 should be entered by now. Please make sure you have entered all CARA Logs no later than Monday, July 8th if you have not done so already.

 -Recruiting Reminders:

  • Please make sure you schedule your recruiting test with Dr. Epps and complete it before July 31st. If you have not passed the recruiting exam by July 31st, you cannot recruit start August 1st.
  • Football: Remember to log phone calls by the 7th of each month. Please make sure all phone logs for the 2018-19 academic year are recorded no later than July 8th.

-New Compliance Requirement:

  • As part of ETSU’s NCAA probation, we are required to have more compliance trainings with the coaching staffs. Coaching staffs and team specific support staff are required to attend four of the six in person meetings. Attendance will be taken and is required to be submitted to the NCAA. The final date is:
    • Wednesday, July 24th 9:30 AM in the Humphreys Center
  • Please note, the institution will be submitting its second probation report at the beginning of August and are required to submit the sign-in sheets as well as education material.

NCAA vice president for regulatory affairs Stan Wilcox reported at least six Division I men's basketball programs will receive notices of allegations for Level 1 violations. Of those six, two are "high-profile programs" that will receive said notices by July.

Dodd explained Level 1 violations can include penalties such as postseason bans, show-cause orders against coaches and scholarship reductions as the most serious ones the NCAA considers.

Wilcox also said the other four programs would receive the notices later in the summer.

12.1.1.1.3 Eligibility for Practice or Competition. Prior to engaging in practice or competition, a student-athlete shall receive a final certification of amateur status based on activities that occur prior to his or her request for final certification or initial full-time enrollment at an NCAA Division I or II institution (whichever occurs earlier). (Adopted: 4/30/07)

12.1.1.1.3.1 Temporary Certification. If a prospective student-athlete reports for athletics participation before the student's amateur status has been certified, the student may practice, but not compete, for a maximum period of 45 days. After this period, the student shall have his or her amateur status certified to continue to practice or to compete. (Adopted: 1/9/06 effective 8/1/06 for all final certifications for student-athletes initially enrolling at a Division I or Division II institution on or after 8/1/07, Revised: 11/29/09)

 

Observation of Prospective Student-Athletes via Livestream, On-Demand and/or Video (I)

Interpretation:

The academic and membership affairs staff reviewed several issues related to the observation of prospective student-athletes via livestream, on-demand and/or videos and determined the following: 

  • Live video streams or video of prospective student-athletes available through live feeds to the general public (e.g., ESPN3, Facebook Live, Instagram Live, YouTube TV) and not provided by recruiting or scouting services are not considered an off-campus evaluation or recruiting activity. 
  • If livestream or video that includes prospective student-athletes is delivered to an institutional coaching staff member, or if an institutional coaching staff member accesses the stream or video provided by a recruiting or scouting service to which the institution subscribes, the observation of prospective student-athletes on such a stream or video at an off-campus site (e.g., the coach's home) is not considered an "off-campus activity" and, therefore, is not considered an evaluation or recruiting activity. 
  • If an authorized institutional coaching staff member visits a prospective student-athlete's educational institution during an evaluation period, the institution is charged with an evaluation for all prospective student-athletes at the educational institution. If, during the visit, the coaching staff member receives video that includes prospective student-athletes, or accesses a stream or video provided by a recruiting or scouting service to which the institution subscribes, the observation of the video at an off-campus site is not considered an additional evaluation. 
  • If an authorized institutional coaching staff member makes a contact with a prospective student-athlete at the prospective student-athlete's educational institution, and, during the visit, receives video that includes prospective student-athletes or accesses a stream or video provided by a recruiting or scouting service to which the institution subscribes, the observation of the video at an off-campus site is not considered an evaluation or recruiting activity. 
  • If an institutional coaching staff member attends an arranged off-campus recruiting event at which he or she observes a livestream or video of prospective student-athletes, made available by a recruiting or scouting service, such observation is considered an evaluation and recruiting activity and is subject to the applicable regulations related to the evaluation of prospective student-athletes.
