Improving fee disclosure through behavioural insights
 

This morning we published a new behavioural insights study that aims to identify ways to improve the experience investors have when they receive fee disclosure documents.

Improving fee disclosure through behavioural insights (OSC Staff Notice 11-787) identifies behaviourally-informed tactics for designing more effective investment fee disclosures. The report from the Ontario Securities Commission (OSC) Investor Office focuses on the annual reports on charges and other compensation (annual fee reports) investors receive, and identifies 24 tactics for making these reports more engaging and easier to understand and act on for investors. Many investors underestimate the impact of fees over time
 

In the report, the possible tactics the investment industry can use to improve the investor experience are grouped around the following key barriers to investors using annual fee reports as intended:

  1. Barriers to engagement: Investors may not notice or recognize the importance of their annual fee report amid the various other disclosures provided to them.
  2. Barriers to comprehension: Investors may be confused by the terminology and information included in their annual fee report. They may not understand which fees are included (and which are excluded) from the report, and lack reference points to determine whether their fees are higher or lower than the norm.
  3. Barriers to action: Even if investors see and understand the report, they may not know how to act on the information it provides.

Complex language can quickly confuse investors
 

Behavioural insights reveals the challenges people face engaging with financial disclosures: literacy or language challenges, innumeracy, and low familiarity with specialized concepts and terminology used in the investment sector can impede individuals’ understanding and use of these disclosures. Plain language and attention to disclosure design can place investors in a better position to make informed decisions about their finances. Read the full study

We found that nearly half (45 per cent) of pre-retired Ontario homeowners are relying on the value of their home increasing to fund their retirement. Guidance on Climate Change-related Disclosure

The Canadian Securities Administrators (CSA), which includes the OSC, recently published CSA Staff Notice 51-358 Reporting of Climate Change-related Risks, which is intended to assist companies in identifying and improving their disclosure of material risks posed by climate change.

The notice clarifies existing legal requirements and does not create any new ones. CSA Staff Notice 51-333 continues to provide guidance to issuers on existing continuous disclosure requirements relating to a broad range of environmental matters, including climate change. Learn more

 
OBSI Report on Seniors' Financial Complaints
 

OBSI Report on Seniors' Financial Complaints

The Ombudsman for Banking Services and Investments (OBSI) recently released its first-ever Seniors Report, documenting the experiences of seniors using its services. The report showed that older Canadians are more likely than younger Canadians to file complaints relating to investment issues. Seniors’ investment-related complaints related predominantly to mutual funds and common shares, and their complaints mostly focus on the advice that they received when making these investments.

OBSI is a national, independent and not-for-profit organization that helps resolve and reduce disputes between consumers and financial services firms in both official languages.
