This week the halls of the General Assembly were relatively quiet as the House took the week off from conducting public business, while the Senate only held committees and floor sessions through Tuesday ahead of the holiday weekend. As expected, late last Friday Governor Cooper vetoed the 2019-2021 budget, which the General Assembly sent to him earlier in the week. The veto sets the stage for yet another round of budget negotiations unless the General Assembly overrides the veto by a three-fifths majority. As we have entered a new fiscal year without a new state spending plan, under state law enacted in 2016, a continuation budget is now in effect.
Action at the General Assembly will likely pick up again next week as both chambers aim to conclude their policy work for the session.
