LEA Feed Management Orientation

All LEA Data Managers should attend LEA Feed Management orientation, held on Thursday, Aug. 1, from 12:30-1:30 p.m. This orientation will provide participants with the tools to view the status of the daily enrollment, demographics, contacts, attendance and adult program data feeds from the LEA student information system (SIS) to OSSE and assist LEAs in troubleshooting problems with the feeds. Enrollment Audit and Child Count Application Training

OSSE’s Division of Data, Assessment, and Research (DAR) will host three trainings on the enhanced Enrollment Audit and Child Count Application (EACCA); the enhanced Enrollment Audit and Child Count Application will be released to LEAs on Thursday, Aug. 1.

The EACCA will help LEA and school users understand and execute a streamlined and successful audit. Updates to the application include new Key Performance Indicators (KPIs) and filters to align with the final audit report, clearer audit phases and dates, and other small enhancements.

OSSE will offer trainings on the following dates, covering the same content in each session:
  • Wed. Aug. 7, 10 a.m.-12 p.m. (in-person and webinar)
  • Thur. Aug. 22, 1-3 p.m.
  • Thur. Sept. 5, 10 a.m.-12 p.m.

Register Today! 2019 Start of School Make-Up Summit  (reminder)

Are you a new or returning data manager, English learner point of contact (POC), enrollment audit POC, special education POC, or transportation POC? Have you recently transitioned to a new LEA-level role? Were you interested in attending the June 11 Start of School Summit, but were'n't able to attend? If any of these questions apply to you, fear not - register today for the Start of School Make-Up Summit!
 
This half-day make-up summit will be held on Monday, Aug. 5, 2019, from 9 a.m.-1 p.m. at OSSE, 1050 First. St. NE, First Floor, Eleanor Holmes Norton Conference Room. Consisting of many of the core sessions from the first summit, the make-up date will once again focus on supporting LEA-level staff in seamlessly transitioning to the 2019-20 school year. Training and resources related to the most important start of school issues for LEAs will be held for LEA data managers and the main POCs for English learners, enrollment audit, special education, and transportation.

New
Release of Uniform Per Student Funding Formula (UPSFF) Policy Guidance Document and the 2019-20 School Year UPSFF Letter

In an effort to provide clear communication, increase transparency, and enhance predictability, OSSE has released two new resources for LEAs:
  1. The 2019-20 School Year UPSFF letter provides guidance on school funding for the upcoming school year, including the timeline for quarterly payments (including charter facility payments), supplemental payments, and extended school year (ESY) payments.
  2. To provide a comprehensive understanding of all aspects of the UPSFF and how funding is applied to LEAs, OSSE is releasing a new UPSFF policy guidance document. The document includes a background on the formula, information about the foundation and weights, eligibility for funding, payment schedules, and other topics.

Update: SOAR FFY18 Academic Quality / Early Childhood Application Now Open and Facilities and Third Party Grants Competitions Expected to Open July 26, 2019
 
SOAR Academic Quality and Early Childhood formula grant applications were released on July 19, 2019. Applications are due by 3 p.m. on Friday, Aug. 16, 2019. Funds allocated to LEAs who do not submit an application by the due date will be reallocated to eligible LEAs who meet the deadline. OSSE will begin its review of applications as they are received and anticipates completing all reviews by Sept. 2, 2019.

The Notice of Funding Availability (NOFA) for the Facilities grant (for charter schools) and Third Party grant (for nonprofit charter support organizations) was posted in the DC Register on July 12, 2019. The Requests for Applications (RFAs) are expected to be released on Friday, July 26, 2019, and will be due Friday, Sept. 6, 2019. Information about the SOAR competitive grants will be made available through the LEA Look Forward, Enterprise Grants Management System (EGMS), OSSE website, DC Office of Partnerships and Grants Services website, and the PCSB Bulletin. As a reminder, all applications must be submitted through EGMS.

FY 2020 Truancy Prevention and Literacy Pilot Program Notice of Funding Availability
 
OSSE is pleased to announce the release of the Notice of Funding Availability (NOFA) for the OSSE Truancy Prevention and Literacy Pilot Program.

Grant funds will be used to establish up to two grants in the District, as authorized by the Truancy Prevention and Literacy Pilot Program Emergency Amendment Act of 2019 and aligned with the Community Schools Incentive Act of 2012. The overall goal of the grant is to provide resources to eligible grantees so to create and enhance community-based partnerships to test whether additional resources concurrently focusing on numerous community partners dealing with literacy intervention, parental engagement, and social- emotional issues with elementary school students will significantly improve attendance and state assessment outcomes. This is a one-year grant program to begin in the 2020 fiscal year.
 
The request for application (RFA) will be released on Friday, Aug. 2, 2019. The RFA will be posted on the DC Office of Partnerships and Grant Services website and OSSE's website. Applications must be submitted through the Enterprise Grants Management System (EGMS).

Collaborative and Proactive Solutions Model Webinar Hosted by Washington Yu Ying
 
Join Washington Yu Ying PCS staff as they share how they have begun to change their outlook on behavior management at Washington Yu Ying PCS, beginning with adopting “Lives in the Balance,” three components of the Collaborative and Proactive Solutions (CPS) model. The model has reduced discipline referrals, detentions, and suspensions, as well as helped to adjust the way in which they build relationships and help students to be ready to learn in the classroom. Take the school survey to reflect on where your LEA is by Wednesday, Aug. 7 and then sign up to join their webinar for an introduction to CPS on Tuesday, Aug. 13, from 12:45-1:45 p.m. Webinar details for joining will be sent to participants.
 
Background: Washington Yu Ying received a Charter School Program Dissemination Grant from OSSE. One of the requirements of the grant is to disseminate best practices to the charter school sector. Submit Your Proposal for a Breakout Session at This Year’s Maternal and Infant Health Summit
 
Mayor Bowser’s Maternal and Infant Health Summit is quickly approaching, with this year’s summit taking place on Tuesday, Sept. 10. In an effort to connect District residents with local resources and supports needed to ensure that mothers, children, and families are well, and to allow residents to share their stories and build community, this year’s summit will include breakout sessions at the end of the day. Thrive by Five DC is looking for community-based or practitioner presenters to facilitate the summit breakout sessions. If you or anyone you know is interested in proposing a breakout session, please submit a proposal by Friday, July 26, 2019.

2019-20 DC Staffing Data Collaborative Recruitment
 
OSSE’s Division of Teaching and Learning invites you to participate in the DC Staffing Data Collaborative. This is a partnership between LEAs, local educator preparation programs (EPPs), OSSE, and TNTP that is designed to help LEAs and EPPs develop a strategic staffing policy to develop, attract, and retain the teachers they need.
 
LEAs that participated in the project have enjoyed the administration of the TNTP School Insight Survey at no cost, collaboration with local EPPs, and a robust analysis that combines findings from the TNTP Insight Survey, the federally mandated faculty and staff data, and data from local EPPs. Participating LEAs receive comprehensive reports/dashboards throughout the year tailored to their LEA. Please note, the reports/dashboards received by each LEA are completely confidential and provide valuable insights on how to improve staffing practices and how the LEA compares with District trends.
  
We are currently starting to recruit LEAs to participate in the collaborative during the 2019-20 school year. Special Topics in English Learner Programming Monthly Webinar: Serving Dual Language Learners in Pre-K

OSSE is pleased to announce its next session in the Special Topics in English Learner Programming Monthly Webinar Series, which will be held on Thursday, Aug. 8, 2019. All leaders, EL POCs, and teachers serving in public and public charter schools in DC are invited to participate in August’s session. ELs in pre-K3 and pre-K4 settings are also known as dual language learners (DLLs) because they are acquiring their home language and English simultaneously. Setting up the classroom for DLL success in academics, English language acquisition, and socio-emotional development can be achieved by thoughtful planning before students begin the school year.

This month’s webinar provides an opportunity to learn about the unique needs of DLLs and their families in order to prepare participants for enriching interactions with and positive learning outcomes for DLLs. This webinar will take place on Thursday, Aug. 8, 2019, 1-2 p.m. Register - registration is required.

Introduction to the Early Access to English Learner (EL) Data Qlik Application (Webinar)
 
Are you a first-time user of the Early Access to English Learner (EL) Data Qlik application or need a refresher? OSSE invites all K-12 LEA-level users of the EL Qlik app to a one-hour webinar on Thursday, Aug. 15, 2019, 1-2 p.m. This webinar will provide directions, strategies and practice using this tool to strengthen your LEA or school’s planning to welcome and support ELs. Participants will explore key data points available in the app, discuss how these data can be used for planning, and practice using the app answer key questions and plan next steps for your LEA.
 
Participants should ensure they have a working username and password for the EL Qlik app prior to the webinar. Register - registration is required.

Starting with Root: Strategies and Tools to Design Effective Behavioral Interventions Training, Part 2
 
OSSE will host Part 2 of the Starting with Root: Strategies and Tools to Design Effective Behavioral Interventions training. This training is for educators on how to use student behavioral data to design intervention plans. Starting with an overview of the Response to Intervention framework, the workshop will dive into sample Tier 2 and Tier 3 behavior interventions that can be applied directly in classrooms. Using a functional behavior approach, the training will focus on implementing the following interventions:
  • Check in check out
  • Habit groups
  • Planned breaks 
The workshop is intended for teachers, school deans, and behavior technicians serving in public and public charter schools in the District who attended Part 1.

Student Support Teams Foundations
 
The Student Support Team (SST) is a collaborative, school-based, problem-solving team that is organized to address academic, medical, behavioral/emotional, and/or other problems that may interfere with a student’s ability to obtain an appropriate education. OSSE's Division of Teaching and Learning will provide an introduction and deep dive into the SST process with a two-part training to empower school teams to build and improve their SST teams and processes.

All public or public charter school staff members in the District who are interested in learning more about the SST process, or who are part of their school’s current SST process, are invited to participate. This training will be held on Friday, Aug. 23, 2019, 12:30 p.m.-3:30 p.m. at OSSE, Fifth Floor, Nannie Helen Burroughs (Room 523). Register

Dual Language Principles and Strategies
 
OSSE, in partnership with the Center for Applied Linguistics (CAL), will provide a two-day professional development workshop geared at pre-K through grade 12 teachers, teacher leaders, and instructional coaches working in dual language programs. This training will provide dual language educators with research-aligned strategies and hands-on activities that promote bilingualism, biliteracy, and multicultural competence for their emergent bilingual students learning in English and a partner language.
 
Participants will be invited to actively reflect on their current practices. In addition, opportunities will be provided for collaboration with colleagues in the design of research-aligned activities that participants will then be able to turn around and implement in their own classrooms. 
 
This workshop will take place Thursday and Friday Sept. 12-13, 2019, 8:30 a.m.-3:30 p.m. each day at OSSE, First Floor, Eleanor Holmes Norton III (Room 110). Register - registration is required. Participants who attend both days are eligible to receive OSSE professional learning units (PLUs).

The No-Nonsense Nurturer Workshop for Classroom Teachers: Improving Classroom Management and Restorative Practices  (reminder)
 
OSSE, in collaboration with CT3, will host multiple No-Nonsense Nurturer (NNN) Workshops for educators that focus on learning the theory and practices of classroom management and engagement. Participants will reflect on relational approaches to classroom culture and managing student learning. The workshop includes thought-provoking classroom video investigations, lively discussions, opportunities for self-reflection and analysis, and role-plays and rehearsal to increase teachers’ skills and confidence as effective No-Nonsense Nurturers.
 
This workshop is intended for classroom educators serving K-12 students in public and public charter schools in DC. This one-day training will be offered multiple times. Participants should select from one of the following training dates:
  • Tuesday, Aug. 6, 2019 at Eastern High School
  • Thursday, Aug. 8, 2019 at Aiton Elementary School
  • Thursday, Aug. 15, 2019 at Noyes Elementary School
  • Wednesday, Aug. 21, 2019 at OSSE
All workshops will take place 9 a.m.-4 p.m. [Register] Participants will receive an NNN Participant Toolkit to facilitate their learning and to begin their planning for classroom practice, as well as six OSSE professional learning units (PLUs).

Engaging Drama Strategies to Support Social and Emotional Learning  (reminder)
 
This two-day seminar will help educators create and increase student engagement through active, collaborative and dramatic engagers. These research-based strategies are proven with students in grades K-12 and are revolutionizing how we teach and learn. Teachers who use interactive and engaging approaches will empower their students to work on their social and emotional skills while simultaneously helping them retain more information. The activities will help educators engage their students more effectively with tools they can use in their curricula or modules that make learning more fun and act as a strong vehicle for academic enrichment.
 
The target audience for this training is K-12 educators, including teachers, administrators, and behavior support staff. This training will take place on Monday and Tuesday, Aug. 12-13, 2019, 9 a.m.-4 p.m. each day at the Hilton Garden Inn, 1225 First St. NE. Participants are eligible to receive 12 OSSE professional learning units (PLUs) for full participation. Register

Secondary ELA Standards Bootcamp  (reminder)

OSSE invites high school, English Language Arts (ELA) grades 9-12 teachers and instructional coaches to register for a standards bootcamp series, which will include four, half-day professional development opportunities throughout the 2019-20 school year focused on deepening instructional practice of the ELA Common Core State Standards. Through these sessions, participants will understand the intersection of reading and writing standards in the role they play in close and volume reading. Participants will be prepared to increase engagement and access to rigorous and complex texts and tasks using evidence-based practices, strategies, and tools. Additionally, participants will have the opportunity to engage and collaborate with colleagues across the city to enhance and strengthen practice. Participants of the cohort will have the opportunity to receive technical assistance in conjunction with participating in four in-person sessions.

The first half-day session will be held on Thursday, Aug. 15, 2019, 8:30 a.m.-12 p.m. at OSSE, Fourth Floor, Bill Nye Training Room (Room 422). Subsequent sessions will be held on Thursday, Oct. 17, 2019, Thursday, Jan. 23, 2020, and Thursday, April 2, 2020
at OSSE, First Floor Eleanor Holmes Norton III (Room 110). Register - space is limited, early registration is strongly encouraged. Attendance at all four sessions is mandatory; more information will be provided at the first session.

Integrating Social and Emotional Learning for Teaching and Youth Development  (reminder)
 
This two-day seminar helps to engage students with easy to teach creative strategies with brain-based theory to help increase attention, heighten senses, retain content, build  relationships, and decrease boredom. Current science behind the social brain provides us clear rationale of why and how engaging techniques grabs attention and prepares learners to process critical information. When we use strategies derived from studies of the brain, our students not only attend more fully to the lesson, but they are more likely to remember and apply the content. Participants learn how to apply dramatic engagers with social and emotional learning core competencies that seamlessly support instruction and student success. The workshop is intended for school administrators, teachers, paraprofessionals, and other support staff serving in public and public charter schools in the District.

The Language-Rich Classroom: Supporting English Learners in Classroom Content  (reminder)
 
OSSE invites all K-12 school leaders, general and special educators, and English learner (EL) specialists to participate in professional development training focused on supporting ELs in the content areas. Educators and consultants Pérsida and William Himmele will present a five-part, research-based framework—CHATS—that teachers can use to help ELs, as well as other students, attain greater language skills and deeper content comprehension based on their book The Language-Rich Classroom. This field-tested framework includes diagnostic tools, comprehensive overviews on second-language acquisition, and teaching techniques to boost language learning in any classroom.  

This workshop will take place on Friday, Sept. 13, 2019, 9 a.m.-4 p.m. at OSSE, Eleanor Holmes Norton II (Room 109). General and special educators, specials teachers, related service providers, coaches, and administrators are strongly encouraged to attend. Participants will be given the authors’ book for use at their LEA and are eligible to earn OSSE professional learning units (PLUs) for a full day of attendance. Register
