The only problem you will have is deciding which ones to attend.  This Conference will have special presentations from the FTA from DC, local transit agencies sharing their expertise to some dynamic Keynote Speakers (Announcements coming soon).

This year's Conference offers 7 unique off-site tours thanks to King County Metro, Sound Transit and Kitsap Transit. These tours will happen on Monday only and will have limited seating.

C-Tran Named APTA's
Mid-Size Transit System Of The Year

 

C-Tran CEO Shawn Donaghy casually greeted people late Tuesday morning and urged them to enjoy the barbecue lunch.

Few, if anyone, noticed the lapel pin on his suit jacket heralding C-Tran as the American Public Transportation Association’s Transit System of the Year for 2019.

It wasn’t until Battle Ground City Councilor Adrian Cortes, chair of the C-Tran Board of Directors, and Vancouver Mayor Anne McEnerny-Ogle, vice chair of the C-Tran board, unfurled a large “Best in the Nation” banner that everyone understood why they had been invited to lunch on brisket, pulled pork, baked beans, coleslaw and potato salad.

“I did it on purpose to see if anyone noticed,” Donaghy said about the lapel pin after Tuesday’s announcement outside C-Tran’s maintenance facility in central Vancouver.

The American Public Transportation Association, which represents 2,500 public and private transit organizations, selected C-Tran as No. 1 among agencies with total ridership between 4 million and 20 million passenger trips a year.  C-Tran had about 6.2 million passenger trips in 2018.

The association evaluated C-Tran and other midsized agencies in 12 areas: operations, maintenance, paratransit, customer service, safety, security, financial management, sustainability, workforce development, attendance and employee costs, marketing and community relations, and women and minority advancement.

“It is the highest honor that a transit system can receive in North America,” Donaghy said. “For a select few agencies, this is a once-in-a-lifetime achievement, the Academy Awards.”

“This is big stuff,” agreed David Carol, chief operating officer for the American Public Transportation Association. “As Shawn says, this is the Oscars of our industry.”

Linda Gehrke, regional administrator for the Federal Transit Administration in Seattle, noted a red banner hanging on the side of a C-Tran bus listing the names of the agency’s 400-plus employees.

“You are providing a world-class transportation system,” Gehrke said. “I would like to see you all wallow in this fantastic North American award.”

Donaghy also thanked C-Tran employees, calling them “the best employees in the world.”

“Make no mistake; we still have work to do,” he added. “And that will never stop.”

The Missoula Urban Transportation District is seeking a dynamic leader for the position of Director of Finance and Administration. This senior management position works directly with the General Manager and assists in the determination and implementation of short and long-range goals and strategies and has the overall responsibility for managing and providing leadership to the agency’s administration department.

 

Senate EPW Committee Holds Hearing on Surface Transportation Reauthorization

The Senate Committee on Environment and Public Works held a hearing entitled “Investing in America’s Surface Transportation Infrastructure: The Need for a Multi-Year Reauthorization Bill” to discuss a multi-year reauthorization of the Fixing America’s Surface Transportation Act (FAST Act), which expires next September. Witnesses included Wyoming Department of Transportation Director Luke Reiner, American Association of State Highway and Transportation Officials (AASHTO) President Carlos Braceras, Associated General Contractors Chairman Max Kuney, Georgetown Climate Center Executive Director Vicki Arroyo, and University of Delaware Senior Policy Fellow Carolann Wicks.

In his opening remarks, Chairman John Barrasso announced that the Committee plans to advance a five-year package this summer. He outlined a commitment to preserve the existing formula allocation to distribute highway program funding to states and investments in rural infrastructure. The bill will have streamlining provisions to expedite project delivery. On revenue, Chairman Barrasso noted that he will be “making sure that everyone who use the roads contributes to maintaining and improving them. That must include electric vehicles and other alternative fuel vehicles which will become an increasing share of the cars on the roads.”

Ranking Member Tom Carper outlined his priorities for an infrastructure package in his opening remarks, including electric vehicle and alternative fueling infrastructure, climate resilience, emissions reduction, safety improvements, and road upgrades for autonomous vehicles (AVs). He emphasized that the upcoming measure should pave the way for vehicle miles traveled (VMT) fees. While witnesses outlined a variety of policy priorities, they all agreed that the Highway Trust Fund (HTF) requires a stable source of funding.

House T&I Committee Holds First Hearing on 2020 WRDA

The House Transportation and Infrastructure Subcommittee on Water Resources and Environment held a hearing on “Water Resources Development Acts: Status of Implementation and Assessing Future Needs.” Witnesses included Assistant Secretary of the Army for Civil Works R.D. James, U.S. Army Corps of Engineers (Corps) Deputy Commanding General for Civil and Emergency Operations Scott Spellmon, and a separate panel of water resources stakeholders. Full Committee Chairman Peter DeFazio announced that the Committee would follow the biennial schedule of developing a reauthorization of the Water Resources and Development Act (WRDA) in 2020, and he advocated for passage of the Full Utilization of the Harbor Maintenance Trust Fund Act (H.R. 2440) to invest funds from the Harbor Maintenance Trust Fund (HMTF) for water infrastructure. Subcommittee Chairwoman Grace Napolitano highlighted a few of her priorities for the next WRDA bill, including dam safety, nature-based infrastructure initiatives, data-driven practices at reservoirs, and reduction of the Corps authorized project backlog. We will continue to monitor any legislative developments regarding WRDA 2020. We encourage you to share your priorities with us.
