Decisions from the Ordinary Meeting of Council held in Dumbleyung 18th July 2019:
- Endorsement of the Dumbleyung Townscape, Tourism and Tidy Towns Committee meeting recommendations that included:
  • A new design for the Bain Memorial Shelter to be erected at Stubbs Park, near the current footpath;
  • The purchase of one set (30) wind wheels to be installed at Stubbs Park;
  • Installation of limestone bricks and repairs to the area around the tractor display in Absolon Street;
  • Council seeking of quotations for, the supply and installation of new fencing, around the public pool, to match the existing playground fencing and upgrading of the Dumbleyung Caravan Park Camp Kitchen with additional facilities;
  • Installation of a limestone welcome sign at the western entrance into Dumbleyung, similar to the eastern one; and
  • A potential Keep Australia Beautiful Clean Up day along the Collie/Lake King Highway.
- As part of Council’s plan to dispose of older houses in Dumbleyung, Council endorsed the advertising of the proposed sale of 40 Tunney Street to a staff member for $105,000 and the calling of tenders for the purchase of a duplex located on 19/21 McIntyre Street and authorised the Acting Chief Executive Officer to proceed with the disposals if they comply with the Delegated Authority provided to the Acting CEO under Delegation 2.1.7.

- The Acting Chief Executive Officer was authorised to seek quotations to undertake Fence Road Drainage repairs on a 600 metre section of the drain and with the matter referred to the Fence Road Drain Committee for a recommendation on funding options.

- Council endorsed the proposal to establish a Dumbleyung Health Hub in Absolon Street, Dumbleyung in the shop currently occupied by the Historical Exhibition and has allocated $10,000 to allow for the construction of a fully enclosed consulting room once three (3) or more professionals have signed a twelve (12) month agreement to provide health services. Each professional will be charged $50 per week.
Council has also approved the relocation of the Historical Exhibition and local history signs to the brick railway building on Absolon Street, which will complement the developments/displays in this area.

- With the addition of an additional category for Type 5 Roads ‘Cleared Road – Minor Access Rural’ the 2019 Road Construction and maintenance Guidelines have been endorsed by Council. This document will feed into the Asset Management Strategy 2013-2023. 

- Council endorsed the 2019/2020 Budget that includes a 5% rate increase and the retention of the 5% discount for rates and charges paid in full by 9th August 2019, adoption of penalty charges and interest rates to apply to outstanding rates and service charges, service charges for waste collection, Sewerage Scheme and Fence Road Drainage Scheme, general fees and charges and Councillor Sitting Fees and Allowances. Sewerage Scheme and Waste Collection charges have been increased by approximately 2.5%.

- The additional demand for day care facilities in Dumbleyung has seen Council agree to waive the planning fees of approximately $295 to assist a private person to establish a Family Day Care facility at 26 McIntyre Street, Dumbleyung.

Due to unforeseen circumstances Council have decided to extend the closing date for this position, applicants that have already applied for the position do not have to reapply.

The Shire of Dumbleyung is looking for a motivated and enthusiastic person/s to join our close knit team. We are seeking applications for the following role;
Part Time Corporate Co-ordinator 
(Up to 3 days, 25.5 hours per week)

Applicants should possess suitable experience in similar roles. Local Government experience would be advantageous but not essential. Level 3 Local Government Industry Award dependent on experience and qualifications.

Applications must be addressed to the undersigned and provide a current resume and contact details of two work references and a covering letter detailing your interest in the role.

The position is due to start 3rd October 2019 which incorporates a 4 week handover period with the current employee.

Dumbleyung Health Hub – SEEKING HEALTH PROFESSIONALS
The Shire of Dumbleyung is seeking expressions of interest for a Dumbleyung Health Hub concept. There are many health professionals this could be of interest to so feel free to tag and share with: 
**Remedial Massage Therapists, Chiropractors, Acupuncturists, Dietitians, Exercise physiologists, Myotherapists, Naturopaths, Occupational Therapists, Osteopaths, Physiotherapists, Podiatrists, Psychologists, Speech Pathologists and more!**
The concept will be a modern approach to a local health hub which will also act as a small business incubator. This allows these businesses to experiment and learn with minimal risk, gaining confidence to develop their business into the future. We would hope to attract services that can be claimed through private health funds and would hope to establish the HICAPS facility for processing on the spot claims.
AFFORDABLE & LOW RISK
• $50 per week for each professional to hire the vacant shop space on Absolon Street inclusive of water and electricity costs! *Minimum of three health professionals required.
• Sharing the time & flexible hours – We hope to see the Health Hub open a minimum of five days per week, this could work as a roster system while each service builds up their clientele. There is also the option for after hours and weekend opening hours.
• Private consulting spaces - Pending commitment from three professionals we will progress with installing the first sealed private consulting room within the space which will create two consulting spaces and a waiting area.

Robert & Daphne McIntyre Citizenship Award
*Applications open 16th August 2019* The Robert and Daphne Citizenship Award is a $3000 donation towards education expenses open to any student from years 10 to 12 whose primary place of residence is in the Shire of Dumbleyung or the parents/guardians are ratepayers in the Shire of Dumbleyung.

At the July council meeting the budget was adopted with a 5% increase to rates. The 2019/20 rate notices have been issued and sent out, these are some of the important dates to keep in mind.  

If you would like to take advantage of the 5% discount, payment needs to be made by 4.30pm Friday 9th August, otherwise full payment or first instalment is due Friday 30th August.

Local Government Elections
Shire of Dumbleyung

On Saturday 19th October 2019 local governments throughout Western Australia will be participating in elections that are held every two years either via a postal voting or ‘in person’ voting system and there are some important dates for community members to be aware of.
ENROLEMENT TO VOTE
If you are currently registered on the State Electoral roll as a resident in the Shire of Dumbleyung, then you are not required to do anything. If you have recently moved to the Shire from another area and you have not changed your address or have recently become an Australian Citizen then you will need to complete a change of enrolment address or application to be enrolled, which can be done online at the WA Electoral Commission website.
The closing date for enrolment changes or new enrolments is Friday 30th August 2019 at 5.00pm otherwise you will not be entitled to vote at the 2019 local government elections.
NOMINATING FOR COUNCIL
In the Shire of Dumbleyung five (5) current Councillors terms of office will expire in 2019 with two (2) vacancies in the Dumbleyung Ward and one (1) each in the South, Kukerin and North Wards.
If you are considering nominating for Council and want more information, or would like more information before making a decision, about the role of a Councillor, meeting attendance, remuneration or any other matter, you are encouraged to contact any of the current Councillors (contact details are on Shire website) or the Acting Chief Executive Officer during officer hours at the administration office in Dumbleyung.
Nominations will open on Thursday 5th September 2019 and close on Thursday 12th September 2019 at 4.00pm at the Shire administration office.

We rely on and encourage residents of the shire to report faults, as we don’t have the resources to ensure that every road, building, park and garden in the shire is free from defects. If you see something, please report it keeping in mind the following:
1. Reports are to be made via the shire website,  www.dumbleyung.wa.gov.au, or if you don’t have access to a computer, or prefer not to, you can make a report via the front counter of the shire, either in-person, by telephone, or email  ao@dumbleyung.wa.gov.au. 
2. Reports are not to be made to the Manager of Works and Services, staff not working the front counter or any staff member in their private time. We are trying to ensure every works request receives the appropriate response, but if you choose to go outside the process, we may not provide a response.
3. Works requests simply need to report what and where the fault is. If you have further helpful information please include it, but we do not require a story behind the fault. From the report, we can determine the correct treatment and if we require further information, we will get back in touch.

Following your report, we will respond to acknowledge receipt of the report as soon as it is received, and then let you know what action we plan to take within ten days. If applicable, we will then let you know when the work has been carried out.
Reporting Streetlight, Water and Main Roads Faults
The easiest way to report these is via the responsible agency. Some handy contacts are provided below:
  • For streetlight faults contact Western Power on 13 13 51 or visit their website for a very handy streetlight reporting system.
  • For water leaks contact the Water Corporation on 13 13 75 or visit the Water Corporation Website.
  • For regulatory road signs (eg: stop signs, speed signs, holding lines) or any problem with the Collie-Lake King Rd (highway from Wagin to Lake Grace) contact Main Roads on 138 138.
