Letter from the Editor
As Willy Wonka once said, "So much time and so little to do. Wait a minute. Strike that. Reverse it."

There are SO many benefits to MBA membership and so little room in this newsletter to fit them all each quarter.  From great new 2019 benefits like our Media Staffing Network webinar series (see below) and P1+ Live Assist Sales Training to returning benefits like the upcoming Poynter Institute news webinars and our Continuing Education Reimbursement program.  Lots of things which you and your colleagues can take advantage.

Also on the horizon is Sound Bites 2019!  It's shaping up to be another great meeting, mingling and learning event with seminars for both sales and programming (for radio and TV this year) as well as a great networking opportunity with other broadcasters from throughout the state.

You'll read below that we need your help for one part of Sound Bites in particular - our Broadcaster of the Year.  Each year we rely on member nominations to get us kick-started so read on and send us your BOTY nominations for that broadcaster in your life deserving of the MBA's highest honor.

It's that time of year again!  

Each year the MBA recognizes the best examples of local radio and television throughout Massachusetts through the Sound Bites Awards.  These awards, in 19 separate categories, cover everything from spot and feature news, to commercials, promos, and digital content.

Stations, gather your best work from July 2018 through June 2019 and head to RockOurAwards.com to enter before the August 22 deadline.  

Awards will be handed out at Sound Bites 2019 at the Sheraton Framingham on Thursda, November 14.  Mark your calendars!

Have a hand in finding our 2019 Broadcaster of the Year
Named at the MBA's annual Sound Bites event, Broadcaster of the Year is the top honor of the Massachusetts Broadcasters Association.  The award is given to a broadcaster who displays an outstanding commitment to his/her job while showing an unwavering dedication to the evolution of broadcasting.

If you know an industry veteran that deserves recognition for a tremendous broadcasting career, nominate them today.  Our Broadcaster of the Year committee and board of directors rely on member nominations to guide them in the process.

Sound Bites sales seminar announced
The MBA is excited to announce that Speed Marriott of P1 Learning will be conducting our sales seminar at Sound Bites 2019.

Speed has worked for broadcast companies such as Shamrock Broadcasting (Disney), South Central Communications, and Entercom Communications. In 2000 Speed joined forces with Advantage Systems and in 2007 Speed partnered with broadcaster Katey Woolam to found the online training company, P1 Learning.

He will present a seminar on Generational Marketing that will take a
deep dive look at the dreams, hopes, aspirations and buying habits through of Boomers, Gen X, Millennials, and the newest member, Gen Z.

Eleven future broadcasters presented with scholarships

In three separate presentations, the MBA awarded eleven of the most promising broadcasting students in the Commonwealth with Student Broadcaster Scholarships for the 2019-20 academic year.

Wesley Days, Jr. of Longmeadow was awarded the $3,000 Al Sprague Memorial Scholarship, named after the late MBA President.

Nicole Biagioni was awarded the $3,000 Deb Gaita Scholarship at Boston 25 in Dedham.  The scholarship was given in the name of the late Deb Gaita, a Boston25 Specials Projects and Investigative News Executive Producer who passed away in January of this year.  Deb's family was present at the ceremony.

Other $2,000 scholarship winners included Jordan Baldwin of Chicopee, Rory Tettemer of Westfield, Annika Ueland of Lynn, Ellisya Lindsey of Stoughton, Jesse Alexander of Gloucester, Matthew Haraden of Hanover, Matthew Noah of Framingham, Olivia Dulong of Haverhill, and Javik Blake of Norton.

The scholarships are made possible by participating MBA member stations.

$10,000 in Families in Broadcasting Scholarships awarded
Throughout July the MBA awarded ten $1,000 scholarships via the Families in Broadcasting Scholarship program.  

This scholarship was created to aid members as their children pursue higher education and was judged by a group of state broadcasters association executives.

Receiving Families in Broadcasting Scholarships were Brian Crowley, son of Robert Crowley of WCVB-TV; Emma West, daughter of Ken West of Beasley Media; Jarrod Wardwell, son of Gerald Wardwell, WCVB-TV, Molly Frauenholz, daughter of Doug Frauenholz, WCVB-TV; Christine Reggio (pictured above), daughter of Chris Reggio of WBZ-TV; Rory Tettemer, son of Rich Tettemer of WWLP-TV; Melissa Hayes, daughter of Darlene Hayes of MyFM 101.3; Gwendolyn Kerrigan, daughter of Robert Kerrigan of WUTF/WUNI-TV; David Norton, son of Phillip Norton of WSRS-FM and WTAG-AM; and Samantha McFarland, daughter of Lisa Torilli, NBC Boston.

Families in Broadcasting Scholarship applications will be available in February of 2020 for the 2020-21 academic year.

Two wins for TV broadcasters at FCC

Rick Kaplan, NAB’s Executive VP of Strategic Planning, reports that the FCC voted to approve two significant orders at their Open Meeting July 10th that will benefit TV Broadcasters.

First, the FCC voted to modernize its Children’s Television Programming Rules. The revised rules will require broadcasters to air 156 hours on an annual basis (the equivalent of 3 hours per week) and will no longer require broadcasters to air an additional 3 hours per week for every multicast channel. Further, the Order provides increased flexibility in scheduling and airing this programming, including allowing up to 1/3 of the programming to air on a multicast channel, and up to 1/3 to be non-regularly scheduled and short-form on the main channel. The Commission also agreed to reduce reporting burdens on broadcasters, as you will now submit a streamlined annual compliance report.

Second, the FCC approved modernizing its Carriage Election Notice Rules. Broadcasters will no longer need to send via certified mail to each cable system and satellite provider a copy of their elections every three years. While broadcasters will continue to be required to place a copy of their election(s) in their online public file every three years, broadcasters will only need to send notices, which will be by email, to a cable operator and/or satellite provider in the case that the broadcaster wishes to change its election from must-carry to retrans or vice versa.

As per usual process, the FCC has not yet released the final text of the orders. NAB will be reviewing the Orders once they are released to the public, and we will follow up with additional details about the revised rules, if necessary. We will also keep your stations up-to-date on news about the effective dates for these rule changes.

 
Next national EAS test August 7
The next national test of the Emergency Alert System is scheduled for Wednesday August 7 at 2:20PM Eastern, with a backup date of August 21.

This test will differ from previous national tests in that it will not utilize the IPAWS system but rely on the over-the-air National Public Warning System.  This system relies on Primary Entry Point stations.

Stations should have already filled out their ETRS (EAS Test Reporting System) Form One.  ETRS Form Two will be due by 11:59PM Eastern on the day of the test and Form Three is due no later than 45 days after the test.
