In meetings in various international capitals this summer—from a gathering of defense ministers in Singapore to a meeting of economic policy heavyweights and CEOs in Paris—discussions frequently revolved around the impact of technology. Of course, technological developments have long had implications for the global economy and international security, whether the advent of gunpowder or the railways, or the mastery of radio or nuclear fission. But with the “return of history” we may also be witnessing a return—after an anomalous period of positive-sum progress—of the geopolitics of technology. The scale and speed of this technological change makes it difficult to completely internalize the opportunities and challenges that lie ahead for the world’s major powers.

Cybersecurity has become an ecosystem in which the public and private sector must work together to ensure safety. Recognizing this, the Army’s cyber think tank has staged an ongoing series of exercises looking at how domestic cities respond to major cyber incidents (and what testing the seams reveals about how the local infrastructure cybersecurity can affect overseas deployments).

Large financial companies have to thwart hundreds of thousands of cyberattacks every single day. Data thieves have to get lucky only once. Big banks like Capital One, the victim of a recent attack that captured the personal information of over 100 million people, are a target for digital troublemakers, like individual hackers trying to impress their peers or intelligence operatives for foreign governments. A single weak spot is all savvy hackers need. And they often find them.
