Deepest study yet finds 64% of Kentuckians who'd be affected by Bevin's proposed Medicaid work rules are meeting them already. Gov. Matt Bevin says "hundreds of thousands" of able-bodied adult Kentuckians on Medicaid should be working but choose not to. But when his new Medicaid "community engagement" rules were set to kick in last July, only about 48,000 people on the program would have been short of meeting the requirements, according to a study of Medicaid records and a random-sample survey of people on the program. UK gets $11 million grant to decrease cervical cancer in Eastern Ky. with focus on risks: smoking, HPV and low rates of screening.    The University of Kentucky has been awarded a five year, $11 million grant to work toward reducing the rates of cervical cancer in Eastern Kentucky, a region that has some of the highest rates of incidence and deaths from it in the nation. Kentucky AG clears Passport Health acquisition by Evolent. Kentucky Attorney General Andy Beshear has cleared the Evolent Health acquisition of Louisville-based Passport Health Plan. Read More

HRSA: Agency Information Collection Activities: Submission to OMB for Review and Approval; Public Comment Request; Rural Communities Opioid Response Program Performance Measures. Notice from the Health Resources and Services Administration (HRSA) of new performance measures to provide data on Rural Communities Opioid Response Program (RCORP) initiatives. The measures address SUD treatment provision and referral, SUD prevention and recovery outcomes, healthcare provider and community member education, opioid-related overdoses and mortality, and consortium sustainability and strength. Innovative Program Launches in Kentucky to Deliver In-Home Addiction Treatment. Through a new partnership between Anthem Blue Cross and Blue Shield in Kentucky and Renew Recovery, a Kentucky-based treatment center specializing in substance use disorders, Anthem consumers covered through employer-based and individual health plans now have access to an innovative treatment model that allows them to receive addiction treatment in the comfort of their own homes. Title X Final Rule & Current Legal Challenges. On Monday, July 15, HHS announced that most of the new Title X rules that were finalized this past March are in effect immediately. This announcement follows weeks of court action during which the status of the rules changed several times, most recently on July 11 when the Ninth Circuit Court announced that HHS could begin enforcing them.
