As a volunteer advocate you’ve got a tremendous responsibility.

You have the opportunity to dramatically improve the life of a child. Judges respect your work and the recommendations you supply in court. According to a 2005 nation-wide survey of judges, approximately 97% agreed that children and families are better served because of CASA involvement. They also recognized that the CASA provided information that was beneficial to their decision-making.

Created in the spirit of collaboration, our organization provides a means for CASA programs and volunteers to share best practices and resources for advocacy. As you spend time getting to know your child and her needs, you’ll realize how much your child is counting on you to help her navigate the system. From learning about educational advocacy to working with social workers, we’ve compiled some resources to help CASA volunteers advocate for their youth.

CASA Youth Resources

What is ILP?

ILP stands for Independent Living Program - ILP provides training, services, and benefits to assist current and former foster youth in achieving self-sufficiency prior to, and after leaving, the foster care system. In California, each county has the flexibility to design services to meet a wide range of individual needs and circumstances. The County is required to make this program available but the youth are not mandated to participate. If they participate they usually will receive a stipend. The sessions can be very helpful when the youth engage.

Youth are eligible for ILP services from age 16 to the day before their 21st birthday, provided one of the following criteria is met:

  • The youth was/is in foster care at any time from their 16th to their 19th birthday.
  • The youth was placed in out-of-home care by a tribe or tribal organization between their 16th and 19th birthdays.
  • The youth is a former dependent who entered into a kinship guardianship at any age and is receiving/received Kinship Guardianship Assistance Payments (Kin-GAP) between the ages of 16 and 18.
  • The youth is a former dependent who entered into a Non-Related Legal Guardianship (NRLG) after attaining age 8 and is receiving/received permanent placement services.
