Proposed Insurance Rates Submitted to DOI for Review.  Insurance carriers have submitted proposed rates to the Department of Insurance (DOI) for Kentucky’s 2020 individual and small group markets. Anthem Health Plans of Kentucky, Inc. (Anthem) filed requests for 13 different plans to be offered on the Exchange with a proposed average rate increase of 12%. READ MORE 
FCC Strengthens Rural Health Care Program. The Federal Communications Commission today took action to promote telehealth in rural America through reforms to the Rural Health Care Program that ensure limited program funds are disbursed efficiently and equitably, promote transparency and predictability in the program’s administration, and strengthen safeguards against waste, fraud, and abuse. Oral arguments set in Medicaid court battle over Kentucky HEALTH. A date has been set for oral arguments in a legal battle over whether work requirements should be imposed on some Medicaid recipients in Kentucky and Arkansas. READ MORE

HIV Testing Rates Suboptimal in Rural vs Urban Regions in the United States. HIV testing rates are suboptimal in the United States, according to a study published in the Morbidity and Mortality Weekly Report. There is significant regional variation in testing rates, with rural areas displaying lower rates of testing and diagnosis than urban areas. READ MORE

A lack of competition among health insurers in rural areas has reduced the ability of market-based approaches to increase insurance enrollment. The Affordable Care Act of 2010 sought to improve the health-insurance access in part through fostering more competition among insurers. But rural markets have less competition than metropolitan ones, so the impact of market-focused strategies is diminished, according to a study by the Rural Policy Research Institute (RUPRI) Center for Rural Health Policy Analysis. Victims of the opioid crisis: Counties with the worst drug problems in every state. Litigation over America’s opioid crisis has gathered steam in recent months. In a civil suit similar to the suits brought against Big Tobacco 20 years ago, nearly 2,000 towns, cities, and counties are seeking billions of dollars from two dozen drug companies in federal court.
