Village of Bellevue bans sale of eCigarettes to minors and use of eCigarettes by minors
The Village of Bellevue passed an ordinance July 10 prohibiting the possession and use of vapor/vaping projects by minors. These newer, tobacco-less products, often referred to as "electronic cigarettes" or "e-cigarettes" allow the user to simulate cigarette smoking and were available for purchase by minors because such devices are not regulated by federal or state authorities.
Initial studies by the Food and Drug Administration show that use of e-cigarettes can increase nicotine addition and contain ingredients known to be harmful. A recent Children's Hospital of Wisconsin reported 8 teenagers hospitalized in July with serious damage to lungs. These teens had reported as users of vaping products. The American Lunch Association reports that e-cigarette use is not safe, especially in youth with developing lungs, yet flavorings target children. The approved ordinance was in effect as of July 10, 2019. Fines for non-compliance range from $10-$100.
