HCAOA Connecticut
Report Shows Demand for Home Care Projected to Expand
Last week, state officials released a detailed report that previews the landscape for long-term care of Connecticut’s population of older adults and persons with disabilities, confirming the popular trend toward aging in place and community living. The public’s growing demand for alternatives to institutional care is a “clear takeaway” from the statewide analysis by Mercer Human Services Consulting, retained by the Department of Social Services to help plan the future of Medicaid-funded services, the agency said in a news release.
“We are proud that Connecticut has long been a national leader in developing and providing home- and community-based services for our older adults and persons with disabilities,” said Governor Ned Lamont. “Surveys tell us that in most cases our residents are more satisfied with their care when it is received at home. As a result, our goal is to provide as much choice in support services as we possibly can.”
The report projects a major increase in demand for and use of home care provided through Medicaid, from 67.6% of long-term care enrollees in 2017 to 82.3% by 2040. Over the same period, the report projects a concomitant drop in demand for nursing home care, with a reduction in demand of nearly 6,000 beds.

July Jobs Report from the Department of Labor
Acting U.S. Secretary of Labor Patrick Pizzella issued the following statement on the July 2019 Employment Situation report:
“July’s Employment Situation Report demonstrates the steady and consistent growth of the American economy. The July unemployment rate remained unchanged at 3.7%, marking the seventeenth straight month in which the unemployment rate is at or below 4%.
“Job creation in July remained strong with 164,000 jobs added, which totals 5.7 million jobs created since January 2017. Strong private-sector employment gains were led by the education and health services, professional and business services, and financial services industries.
“With a 3.2% year-over-year increase, wage growth has now been at or exceeded 3.0% for an entire year. America’s workers are taking home more money in their paychecks, which is great news for families and our economy.
“The African American unemployment rate in July remained at near-record lows, and the number of long-term unemployed individuals reached the lowest number since June 2007.
“With Labor Day a month away, we have not seen an unemployment rate this low on a Labor Day since 1952.

Senator Todd Young (R-IN)
Senator Young is a member of the Senate Finance Committee which has jurisdiction over tax, trade and health care matters.
His victory against Evan Bayh, a popular former senator and governor, set Young up to be named chairman of the National Republican Senatorial Committee, responsible for electing members of his party to the Senate in 2020.

While serving three terms in the House, Young became a protégé of then-Speaker Paul Ryan. He was the chief author of a bill to require congressional approval of any major rule or regulation promulgated by the executive branch.
Young sees himself as a compassionate conservative who believes in providing a leg up to needy individuals rather than simply providing a safety net. “We should not be measuring compassion by the number of people receiving government aid. It’s time we shift the focus to achieving desired outcomes,” he said in a speech at the Indianapolis-based Sagamore Institute.
In July 2015, Young said that he would trade in his House seat to run for the Senate seat after incumbent Republican Dan Coats announced his retirement.
Young was born in Lancaster, Pa., and grew up in Carmel, just north of Indianapolis. After high school, Young enlisted in the Navy, with hopes of winning an appointment to the U.S. Naval Academy. He was accepted at the Annapolis school a year later, where he was on the academy’s soccer team.
After graduation he joined the Marine Corps. He spent much of his time as a Marine recruiter in the Chicago area. While he was there he started taking night classes at the University of Chicago, where he earned an MBA in 2002. Young left the Marines as a captain in 2000.
From there, he did more graduate study and worked briefly for the Heritage Foundation, a conservative Washington think tank, before signing on as a legislative assistant for energy policy to then-Senator Richard Lugar, an Indiana Republican.
Young returned to his home state in 2003, where he did management consulting and got a law degree. He and his wife, whom he met in law school, went to work at a small law firm her great-grandfather had founded. Young was an occasional deputy prosecutor in Orange County, in the southern part of the state.
He formed a group he called the National Organization for People Versus Irresponsible Government Spending, or NO PIGS.
In 2010, Young challenged Democrat Baron Hill, who was seeking re-election in the 9th District, one of the most competitive districts in the country over the previous decade. Young won a four-candidate Republican primary and went on to defeat Hill by 10 percentage points, in a good year for Republicans.
Young had the backing of Tea Party activists. During that campaign he told the American Spectator magazine that as a libertarian-conservative, he believes “the state should focus on defending lives, rights, and property instead of depriving its citizens of their God-given liberties.”
In the 2016 Senate primary Young defeated Representative Marlin Stutzman, a Tea Party favorite, garnering 67 percent of the vote. Young was aided by advertising from the U.S. Chamber of Commerce and a political action committee affiliated with Senate Majority Leader Mitch McConnell.
