The Department of Psychiatry and Behavioral Health (DOPBH), Herbert Wertheim College of Medicine (HWCOM), continues to fulfill its educational and scientific missions. A few months ago the Accreditation Council of Graduate Medical Education (ACGME) completed an institutional review of the Citrus Health Network (CHN)/FIU Psychiatry Residency Program. We are pleased to announce the ACGME has granted the program continued accreditation. This a tribute to all of the individuals who have worked hard to make the program a success.
Congratulations to Adriana Foster, MD and Eric Wagner, PhD. The US Department of Health and Human Services Health Resources and Services Administration (HRSA) has awarded FIU a $1.8 million, four-year-grant to train masters level clinicians across disciplines in behavioral health to work with underserved and underrepresented communities. The project will be led by Dr Wagner, Robert Stempel College of Public Health & Social Work and Dr Foster, Vice Chair of Research & Clinical Programs for our department. The grant will fund the FIU Behavioral Health Workforce Education and Training Fellowship, which will also include behavioral health faculty experts from the College of Arts, Science, and Education and the Nicole Wertheim College of Nursing and Health Sciences. Under the auspices of Dr Foster we continue to develop our research programs with the submission of several research grants currently under review.
A generous donation in 2017, received from Chantal D’Adesky Scheinberg, MD, is funding a study by Margaret Sibley, PhD, Associate Professor for the department. The research project aims to understand the phenomenon of late-onset ADHD by obtaining detailed psychiatric, cognitive, biological, behavioral and neuroimaging measurements from adolescents with ADHD symptoms that first emerge after age 12. This information will lead to a better understanding of what led ADHD symptoms to emerge in adolescence, rather than childhood. As a retired adolescent endocrinologist, Dr Scheinberg has an interest in understanding how the adolescent developmental period may exacerbate mental health symptoms. Her input led to the inclusion of endocrine measures of pubertal timing as a novel aspect of this project. Dr Sibley is collaborating with Anthony Dick, PhD and Paulo Graziano, PhD in the Department of Psychology on this project.
We are fortunate to have Carlos Salgado, MD join our faculty. Dr Salgado is a child and adolescent psychiatrist who brings his educational, academic and clinical experience to his position as Chief of Educational Programs for the department. He will oversee the department’s educational activities for Masters of Physician Studies students and international visiting medical students. In addition, he will serve as the founding Program Director for the CHN-FIU Child & Adolescent Psychiatry fellowship program.
Carissa Caban-Aleman, MD, Assistant Professor in our department has transitioned from Camillus Health Concern to FIU Student Health Services. FIU is the fourth largest university campus by enrollment in the United States. Dr Caban-Aleman leadership and clinical expertise will be utilized in her service as Director of Behavioral Health at the Student Health Services. Our Student Health Services are committed to providing the best, quality care for all of our learners. Dr Caban-Aleman will bring her expertise in public psychiatry and administration to further develop access and continue to improve the quality of care to our students seeking psychiatric care.
Departmental faculty and staff are active at all of our clinical sites. In addition to the FIU Student Health Service, our psychiatrists and therapists provide clinical care at several of our contracted affiliates and at the HWCOM Faculty Group Practice sites in Miami and Ft Lauderdale. Viviana Miller, LCSW has joined our clinical practice and she brings her clinical skills to both our Miami and Broward sites. Through our FIU Health Faculty Group Practice we continue to provide quality specialty clinical care and serve as valuable clinical venues for all of our learners.

Eugenio Rothe, MD
Professor, Assistant Clerkship Director, Department of Psychiatry & Behavioral Health; Affiliate Professor, Cuban Research Institute & Kimberly Green Latin American & Caribbean Center
Eugenio Rothe, MD is a Professor in the Department of Psychiatry and Behavioral Health, founding faculty in the DOPBH, and Affiliate Professor at the Cuban Research Institute and Kimberly Green Latin American and Caribbean Center. Dr Rothe serves as Course Director for Professional Behavior and Assistant Clerkship Director in the DOPBH. He teaches the Normal Development Seminar to the PGY-2 and will be teaching the Psychotherapy Seminar to the PGY-3 psychiatry residents for the CHN/FIU Psychiatry Residency Program.
He is a Distinguished Fellow of the American Psychiatric Association and of the American Academy of Child and Adolescent Psychiatry and a Psychoanalytic Fellow of the American Academy of Psychotherapy and Psychoanalysis. This year, Dr Rothe became the President-Elect of the American Association of Social Psychiatry and was selected for the fourth consecutive year to the list of Best Doctors in America.

Regina Carney, MD

Regina Carney, MD is a Voulntary Clinical Assistant Professor in the Department of Psychiatry and Behavioral Health. She is psychiatrist and educator working at the Miami Veterans Administration. Dr Carney provides vital mental health care for our veterans and educates our students in this challenging setting. We asked Dr Carney a few questions about her teaching and this is what she had to say:
What drives you as an educator?
“I think of teaching as a force multiplier, allowing you to effect greater changes than you could ever do one-on-one. As an attending physician, I enjoy helping to shape attitudes and standards, to empower learners to work as part of a team, to encourage collaborative care, and to demonstrate that everyone’s input is valued. We all like to share what we know; ideas and facts are very exciting. As a teacher, you get to transmit this knowledge to the next generation. It’s a great deal of fun to be in this role!”
Why do you teach in the way that you teach?
“I try to balance the academic aims of the rotation with levity and room for individualism. The hope is that the team is a place where expectations are clear and everyone feels valued, engaged, and motivated to participate. People learn when they are not fearful or intimidated, but are challenged and asked to think critically, so I try to foster that environment of discovery and curiosity. I also think patient care improves when many viewpoints are heard, as long as clear decisions result.”
How did you learn to teach?
“Mentors and personal experiences have been key, but it’s been an iterative process. Being a student for so many years makes you question why some teachers are more effective than others, and you hope to emulate the successful ones. My own mentors in research and education had a profound impact on my teaching style. In residency, there were a few classes on “teaching to teach” that helped to put a structure behind the approach as well.”
Any other comments?
“Teaching medical students and residents is an honor, and it is extremely rewarding. I hope students will consider teaching and mentoring in their career plans, because it is one of the great traditions of medicine. We are here, as the Hippocratic Oath says, “to teach them this art, if they want to learn it.”
Dr Carney’s students describe her as an exceptional preceptor who goes above and beyond in creating the most positive learning experience for her students.

Jonathan Comer, PhD

Jonathan Comer, PhD won the Research Career Award, Parent-Child Interaction Therapy International (PCIT). PCIT is a live-coached parent-training model that is designed to improve parenting skills, decrease child behavior problems and enhance the quality of the parent-child relationship. Dr Comer was also awarded the College of Arts, Sciences, and Education (CASE) Award for Research and Engagement that recognizes faculty who have made a significant impact on their students, college and community.
In July 2017, he was named Fellow in the American Psychological Association Society of Child and Family Policy and Practice and in August 2017, Elected President American Psychological Association, Society of Clinical Psychology. Dr Comer also became Chair of the Committee on Continuing Education, Association for Behavioral and Cognitive Therapies (ABCT) and Program Chair, Miami International Child and Adolescent Mental Health (MICAMH) Conference.

The mission of the Tom and Donna Buchanan Grant Program is to introduce FPS Resident-Fellow Members (RFMs) to the FPS – its goals, services and programs. Natasha Lopez is the Office Coordinator for the Department of Psychiatry and Behavioral Health. Ms Lopez joined the Department in October 2017 and she brought 18 years of administrative and extensive customer service relations experience, in collaboration with 10 years of records management expertise.
She began her FIU career in 2011 as a Community Outreach Specialist in the Department of Humanities, Health & Societies (HHS) with the Green Family Foundation NeighborhoodHELP™ (GFFNHelp) program. In 2014, Ms Lopez was promoted to Administrative Specialist for HHS Division of Research, Policy and Community Development where she provided key administrative support to faculty, staff and students. She also served as a liaison, maintaining a high level of public relations and interactions with community stakeholders and program households.
Ms Lopez’s hard work and dedication at FIU HWCOM resulted in her being the first recipient of the HWCOM Recognizing Inspirational Superior Effort (RISE) Extra Mile Award. She and her team members of the GFFNHelp program were awarded the 2017 FIU Service and Recognition Award. She plans to attend FIU to attain a Bachelor Degree in Business Administration.
Viviana Miller, LCSW

Viviana Miller, LCSW is a Clinical Therapist in the Department of Psychiatry and Behavioral Health. Mrs Miller joined the department in November 2017. Mrs Miller obtained a Bachelor Degree in Psychology and a Master Degree in Social Work from FIU. She is a graduate from the Emerging Transformational Leadership Program from the University of Miami. She is a Licensed Clinical Social Worker and a Clinical Supervisor in the State of Florida. She provides a wide range of psychotherapeutic services that include depression, anxiety, adoption and Autism related issues, parenting, attachment related issues, and trauma resolution/healing, issues. Her therapeutic approach goes beyond the individual and integrates every aspect of the person's life into a comprehensive long-term resolution. Mrs Miller has experience in providing counseling to adults, the elderly, adolescents, and children.

Carlos Salgado, MD is an Assistant Professor and serves as the Chief of Educational Programs for the Department of Psychiatry and Behavioral Health. Dr Salgado joined the department in November 2017. In his role, Dr Salgado is aiming to expand the current educational programs of the department in undergraduate, graduate, and continuing medical education. He will serve as the founding program director for the child and adolescent psychiatry fellowship at Citrus Health Network. The goal will be to develop a fellowship program that is strongly community focused combined with the academic and scholarly excellence through the Herbert Wertheim College of Medicine (HWCOM).
Prior to joining HWCOM, Dr Salgado served as the Program Director for the general psychiatry residency program at Community Health of South Florida, which was a newly formed program that he helped advance. Dr Salgado also served as the Medical Director for psychiatric services and was a member of the medical leadership committee for the health center.
Dr Salgado is board certified in adult psychiatry, child-adolescent psychiatry, and forensic psychiatry by the American Board of Psychiatry and Neurology. He is a fellow of the American Psychiatric Association. He attended the University of Miami for his undergraduate studies. He received his medical degree from the University of Illinois at Chicago. He completed his graduate medical education training in psychiatry and child-adolescent psychiatry at the Mayo Clinic in Rochester, Minnesota. He pursued advanced training in forensic psychiatry at the Yale University Law and Psychiatry Division in New Haven, CT.
