TTA Needs Assesment Summary Report and Interactive Dashboard
The Office of Community Services (OCS) is pleased to provide a summary of the survey results from their inaugural Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Needs Assessment Survey. OCS is thankful to everyone that completed the survey and helped spread the word about the T/TA assessment in order to ensure a robust response. Each individuals time, feedback and thoughtful comments were all added contributions to OCS' TTA Learning Agenda.
The Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Needs Assessment Survey was open from June 8, 2022 through July 8, 2022. During that period OCS received 932 survey responses. The survey allowed CSBG grant recipients and partners to identify their top T/TA priorities. Of the 932 responses, 852 individuals completed the survey in its entirety. OCS did include partial responses in the survey.

Release of FY 2022 1 Percent Funds
The Office of Community Services (OCS) released Dear Colleague Letter (DCL) CSBG-DCL-2022-46 to provide an update on apportionment of Community Services Block Grant (CSBG) funding for Fiscal Year (FY) 2022. These awards represent the full allocation of funding for FY 2022.
The Consolidated Appropriations Act, 2022 (Public Law 117-103) was signed into law on March 15, 2022. Please find the final FY 2022 allocations issued to all states, territories, and Tribes.

Reminder: New Guidance on CSBG Funds for Mortgage Payment Assistance
On August 9, the Office of Community Services (OCS) released Information Memorandum (IM) CSBG-IM-2022-163 Use of CSBG Funds for Mortgage Payment Assistance to provide guidance on the use of the Community Services Block Grant (CSBG) funding for mortgage payment assistance. The IM was issued in response to inquiries regarding the use of CSBG funds for mortgage payment assistance for program beneficiaries. The IM clarifies that while Section 678F of the CSBG Act prohibits CSBG grant recipients from acquiring or improving property, CSBG grant recipients and eligible entities can use their funds to help a program beneficiary pay their mortgage costs as long as the beneficiary meets the CSBG eligibility requirements, and this assistance aligns with an approved Tribal Plan.
Grant recipients have substantial discretion in defining the procedures for determining if an individual or family meets the eligibility requirements for CSBG, including the timeframes for review and necessary documentation appropriate to provide services. In response to emergency situations, grant recipients may consider circumstances where individuals may have become low income as a result of the emergency and may establish appropriate procedures based on the nature of the emergency in conjunction with the identified needs of the individual applying for services. 9/15: Join OCS for a Virtual Conversation with Tribal LIHEAP Grant Recipients
Join the Office of Community Services (OCS) Low-Income Home Energy Assistance Program for a special virtual meeting and information session this week — Virtual Conversation with Tribal LIHEAP Grant Recipients will be held on Thursday, September 15 at 3:00pm Eastern.
The information session will review successful strategies and allowable expenditures that can enable Tribal grant recipients to obligate all available LIHEAP funding in advance of the upcoming September 30, 2022 fund obligation deadline. LIHEAP Operations Branch Chief, Akm Rahman, LIHEAP Program Specialists, and other staff will be available during this virtual meeting to answer questions and help seek solutions.

October is almost here! Energy Awarness Month Toolkit
October is almost here, which means it's time to get ready for Energy Awareness Month! The Energy Awareness Month Toolkit is a great resource to use in conjunction with the NASCSP Weatherization Day Toolkit all throughout the month of October. NCAP has developed graphics and messaging for you to share about the need your customers are facing, as well as actions you are taking to address the need. This includes content on energy burden, energy equity and clean energy, COVID-19 and the energy sector, the Weatherization Assistance Program the Low Income Home Energy Assistance Program, Energy Efficiency Day (October 5), and Weatherization Day (October 30). In addition, we hope you find the Facebook Live and video production tips useful for hosting virtual Weatherization Day
events.

Biden Announces Twenty-Second Operation Fly Formula Mission
Last week, President Biden announced that his Administration is sourcing four flights, facilitated by the U.S. Department of Health and Human Services (HHS) for Operation Fly Formula to transport Kendamill baby formula from England to New York, NY via flights from September 1 to 5. These four deliveries included in total approximately 101,335 pounds of Kendamil EU Organic First Infant Milk Stage 1, the equivalent of approximately 1,5 million 8-ounce bottles. The product will be available at Target stores nationwide. Parents and pediatricians can learn more about Kendamil infant formula at: us.kendamil.com.

September is National Suicide Prevention Month
We can all help prevent suicide. Every year, mental health organizations and individuals across the U.S. and around the world raise awareness for suicide prevention during September.
Suicide is the second leading cause of death for young people ages 10 to 24. Sometimes it feels as though your struggle is yours alone. But the National Suicude Prevention Lifeline hears you, and help is available.
To reach the National Suicide Prevention Lifeline, dial or text 988 from any phone or free 24/7 support. This new, shorter phone number will make it easier for people to remember and access mental health crisis services. Please note, the previous 1-800-273-TALK (8255) number will continue to function indefinitely.
