Office Hours are now available to help support HUD housing and community development (HCD) and public housing authority (PHA) financial assistance recipients.

What is Section 3?

Section 3 is a provision of the HUD Act of 1968 that promotes local economic development, neighborhood economic improvement, and individual self-sufficiency. To the greatest extent possible, Section 3 requires that recipients of certain HUD financial assistance provide job training and employment opportunities to low- or very low-income residents in connection with projects and activities in their neighborhoods.

Effective November 30, 2020, the new Section 3 Final Rule is designed to improve a focus on economic opportunity outcomes while simultaneously reducing the regulatory burden on those entities that receive those funds.

New to Section 3?

Office Hours attendees must have general knowledge of the Section 3 Rule and started implementation to attend an Office Hours session. This is not a training session. If you need basic training, please review all Notices on the new regulations, access training materials, and download sample tools on the HUD Exchange Section 3 website.

Who Should Attend?

The office hours are intended for HCD and PHA financial assistance recipients who have begun implementation into their programs. Participants must have general knowledge and understanding of Section 3.

Please note: Office Hours cannot accommodate HUD staff or consultants at this time. Sessions will be recorded and accessible on the HUD Exchange post-event.

Training Format

These 90-minute sessions will provide an opportunity to ask questions about the Section 3 Rule and receive assistance with implementing Section 3 into their policies and programs.

Schedule and Registration

All sessions will cover the same content. Register for the session that best fits your schedule. As space is limited, we encourage registrants to limit registration to one session.
